60	67		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
61	68		SECTION 1. NEW LAW A new section of law to be codified
62	69		in the Oklahoma Statutes as Section 3 -8-201 of Title 27A, unless
63	70		there is created a duplication in numbering, reads as follows:
64		-	This act shall be known and may be cited as the " Salt Cedar
65		-	Eradication Act".

	98	+	This act shall be known and may b e cited as the "Salt Cedar
	99	+	Eradication Act".
92	100		SECTION 2. NEW LAW A new section of law to be codified
93	101		in the Oklahoma Statutes as Section 3 -8-202 of Title 27A, unless
94	102		there is created a duplication in numbering, reads as follows:
95	103		A. As used in this act:
96	104		1. "Eligible Landowners" me ans private, tribal, and public
97	105		landowners in Oklahoma counties within the Upper Red River Basin;
98	106		2. "Eradication" means the removal or substantial reduction of
99	107		salt cedar populations to a level where they no longer pose a
100	108		significant threat; and
101	109		3. "Salt Cedar" means all species within the genus Tamarix
102	110		identified as invasive or noxious in Oklahoma.
103	111		B. There is hereby created a program to control and eradicate
104	112		invasive salt cedar species in Oklahoma counties within the Upper
105	113		Red River Basin and is to be administered by the Oklahoma
106	114		Conservation Commission in collaboration with the Oklahoma
107	115		Department of Agriculture, Food, and Forestry and the Oklahoma Water
108	116		Resources Board. To accomplish the goals listed in this section,
109	117		the Commission is authorized to use the funds available in the Salt
110		-	Cedar Eradication Revolving Fund established in Section 3 of this
111		-	act. The purpose of the program is t o manage and eradicate in vasive
112		-	Salt Cedar species in Oklahoma counties within the Upper Red River
113		-	Basin, to enhance water resources, restore native ecosystems, and
114		-	protect agricultural productivity .

141	150		C. The Oklahoma Conservation Commission, in collaboration with
142	151		the Oklahoma Department of Agriculture, Food, and Forestry and the
143		-	Oklahoma Water Resources Board , shall establish and oversee the Salt
	152	+	Oklahoma Water Resources Board shall establish and oversee the Salt
144	153		Cedar Eradication Program which shall include:
145	154		1. Conducting surveys to identify and map salt cedar
146	155		infestations in Oklahoma counties within the Upper Red River Basin;
147	156		2. Developing and implementing science -based eradication
148	157		strategies, including mechanical removal, chemical treatments, and
149	158		biological controls;
150	159		3. Providing technical and financial assistance to eligible
151	160		landowners; and
152	161		4. Monitoring and evaluating the effectiveness of eradication
153	162		efforts.
154	163		D. The Oklahoma Conservation Commission shall establish
155	164		guidelines for participation, including cost -sharing arrangements
156	165		and reimbursement opportunities.
157	166		E. The Oklahoma Conservation Commission is authorized to
158	167		promulgate any rules and procedures to effectuate th e provisions of
159	168		this act.
160	169		F. The Oklahoma Conservation Commission shall submit an annual
161	170		report to the Governor, Speaker of the Oklahoma House of
162	171		Representatives, the President Pro Tempore of the Oklahoma State

194	204		3. Recommendations for continued salt cedar management.
195	205		SECTION 3. NEW LAW A new section of law to be codified
196	206		in the Oklahoma Statutes as Section 3 -8-203 of Title 27A, unless
197	207		there is created a duplication in numbering, reads as follows:
198	208		There is hereby created in the State Treasury a revolving fund
199	209		for the Oklahoma Conservation Commission to be designated the "Salt
200	210		Cedar Eradication Revolving Fund". The fund shall be a continuing
201	211		fund, not subject to fiscal year limitations, and shall consist of
202	212		all monies received by the Oklahoma Conservation Commission from
203	213		appropriations, federal grants or funds, municipal contributions,
204	214		private contributions, and any other sources, including interest
205	215		earned from the income in the fund, that are designated for deposit
206	216		to such fund or designated for duties associated with removal and
207	217		eradication of salt cedars in Ok lahoma counties within the Upper Red
208	218		River Basin. All monies accruing to the credit of said fund are
209	219		hereby appropriated and may be budgeted and expended by the Oklahoma
210	220		Conservation Commission to perform the duties imposed on the

241	252		SECTION 4. This act shall become effective July 1, 2025.
242	253		SECTION 5. It being immediately necessary for the preservation
243	254		of the public peace, health or safety, an emergency is hereby
244	255		declared to exist, by reason whereof this act shall take effect and
245	256		be in full force from and after its passage and approval.
