6067 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6168 SECTION 1. NEW LAW A new section of law to be codified
6269 in the Oklahoma Statutes as Section 3 -8-201 of Title 27A, unless
6370 there is created a duplication in numbering, reads as follows:
64-This act shall be known and may be cited as the " Salt Cedar

98+This act shall be known and may b e cited as the "Salt Cedar
99+Eradication Act".
92100 SECTION 2. NEW LAW A new section of law to be codified
93101 in the Oklahoma Statutes as Section 3 -8-202 of Title 27A, unless
94102 there is created a duplication in numbering, reads as follows:
95103 A. As used in this act:
96104 1. "Eligible Landowners" me ans private, tribal, and public
97105 landowners in Oklahoma counties within the Upper Red River Basin;
98106 2. "Eradication" means the removal or substantial reduction of
99107 salt cedar populations to a level where they no longer pose a
100108 significant threat; and
101109 3. "Salt Cedar" means all species within the genus Tamarix
102110 identified as invasive or noxious in Oklahoma.
103111 B. There is hereby created a program to control and eradicate
104112 invasive salt cedar species in Oklahoma counties within the Upper
105113 Red River Basin and is to be administered by the Oklahoma
106114 Conservation Commission in collaboration with the Oklahoma
107115 Department of Agriculture, Food, and Forestry and the Oklahoma Water
108116 Resources Board. To accomplish the goals listed in this section,
109117 the Commission is authorized to use the funds available in the Salt
110-Cedar Eradication Revolving Fund established in Section 3 of this
111-act. The purpose of the program is t o manage and eradicate in vasive
112-Salt Cedar species in Oklahoma counties within the Upper Red River
113-Basin, to enhance water resources, restore native ecosystems, and
114-protect agricultural productivity .
118+Cedar Eradication Program Revolving Fund established in Section 3 of

141150 C. The Oklahoma Conservation Commission, in collaboration with
142151 the Oklahoma Department of Agriculture, Food, and Forestry and the
143-Oklahoma Water Resources Board , shall establish and oversee the Salt

144153 Cedar Eradication Program which shall include:
145154 1. Conducting surveys to identify and map salt cedar
146155 infestations in Oklahoma counties within the Upper Red River Basin;
147156 2. Developing and implementing science -based eradication
148157 strategies, including mechanical removal, chemical treatments, and
149158 biological controls;
150159 3. Providing technical and financial assistance to eligible
151160 landowners; and
152161 4. Monitoring and evaluating the effectiveness of eradication
153162 efforts.
154163 D. The Oklahoma Conservation Commission shall establish
155164 guidelines for participation, including cost -sharing arrangements
156165 and reimbursement opportunities.
157166 E. The Oklahoma Conservation Commission is authorized to
158167 promulgate any rules and procedures to effectuate th e provisions of
159168 this act.
160169 F. The Oklahoma Conservation Commission shall submit an annual
161170 report to the Governor, Speaker of the Oklahoma House of
162171 Representatives, the President Pro Tempore of the Oklahoma State
163-Senate, and the chairs of the appropriation committees of the

194204 3. Recommendations for continued salt cedar management.
195205 SECTION 3. NEW LAW A new section of law to be codified
196206 in the Oklahoma Statutes as Section 3 -8-203 of Title 27A, unless
197207 there is created a duplication in numbering, reads as follows:
198208 There is hereby created in the State Treasury a revolving fund
199209 for the Oklahoma Conservation Commission to be designated the "Salt
200210 Cedar Eradication Revolving Fund". The fund shall be a continuing
201211 fund, not subject to fiscal year limitations, and shall consist of
202212 all monies received by the Oklahoma Conservation Commission from
203213 appropriations, federal grants or funds, municipal contributions,
204214 private contributions, and any other sources, including interest
205215 earned from the income in the fund, that are designated for deposit
206216 to such fund or designated for duties associated with removal and
207217 eradication of salt cedars in Ok lahoma counties within the Upper Red
208218 River Basin. All monies accruing to the credit of said fund are
209219 hereby appropriated and may be budgeted and expended by the Oklahoma
210220 Conservation Commission to perform the duties imposed on the
211-Commission by law. Expenditures from said fund shall be made upon
221+Department by law. Expe nditures from said fund shall be made upon
212222 warrants issued by the State Treasurer against claims filed as

241252 SECTION 4. This act shall become effective July 1, 2025.
242253 SECTION 5. It being immediately necessary for the preservation
243254 of the public peace, health or safety, an emergency is hereby
244255 declared to exist, by reason whereof this act shall take effect and
245256 be in full force from and after its passage and approval.
