5756 BE IT ENACTED BY THE PEOPLE OF TH E STATE OF OKLAHOMA:
5857 SECTION 1. NEW LAW A new section of law to be codified
5958 in the Oklahoma Statutes as Section 27 -200 of Title 70, unless there
6059 is created a duplication in numbering, reads as follows:
6160 A. Schools shall have the rig ht to broadcast all high school
6261 athletic activities in this state in which the school's athletic
6362 team is participating.
6463 B. If the Oklahoma Secondary School Activities Association
6564 enters into an exclusive broadcast a greement for an athletic
6665 activity, such agreement shall not prohibit a local broadcaster or

9492 school from broadcasting a school 's athletic activity in which the
9593 school's athletic team is participating.
9694 C. The provisions of this section shall apply to contracts
9795 involving the right to broadcast that are entered into or renewed on
9896 or after the effective date of this act.
9997 D. For purposes of this section:
10098 1. "Athletic activity" means any high school athletic pre -
10199 season, regular season, or playoff game;
102100 2. "Broadcast" means the live or recorded audio or video
103101 transmission over airwaves, streaming, or other transmission of an
104102 athletic activity, play-by-play, or other account of such activity
105103 via radio, television, Internet, or other technologies;
106104 3. "Exclusive broadcast agreement " means an agreement e ntered
107105 into between the Oklahoma Secondary School Activities Association
108106 and an organization to broadcast the Oklahoma Secondary School
109107 Activities Association 's athletic activities under which such
110108 organization retains sole rights to broadcast such activit ies or
111109 first right to broadcast such activities;
112110 4. "Local broadcaster" means an organization, located in
113111 Oklahoma, that provides local broadcast services for any activity of
114112 a local school. Local broadcaster includes school -sponsored
115113 organizations that produce student-organized broadcasts such as
116114 educational courses or programs offered by the school; and

144141 5. "Organization" means an individual, public or private
145142 corporation, partnership, limited liability company, a ssociation,
146143 joint venture, or any other legal or commercial entity.
147144 SECTION 2. This act shall become effective July 1, 2025.
148145 SECTION 3. It being immediately necessary for the preservation
149146 of the public peace, health or safety, an emergency is hereby
150147 declared to exist, by reason whereof this act shall take effect and
151148 be in full force from and after its passage and approval.
