57	56		BE IT ENACTED BY THE PEOPLE OF TH E STATE OF OKLAHOMA:
58	57		SECTION 1. NEW LAW A new section of law to be codified
59	58		in the Oklahoma Statutes as Section 27 -200 of Title 70, unless there
60	59		is created a duplication in numbering, reads as follows:
61	60		A. Schools shall have the rig ht to broadcast all high school
62	61		athletic activities in this state in which the school's athletic
63	62		team is participating.
64	63		B. If the Oklahoma Secondary School Activities Association
65	64		enters into an exclusive broadcast a greement for an athletic
66	65		activity, such agreement shall not prohibit a local broadcaster or

94	92		school from broadcasting a school 's athletic activity in which the
95	93		school's athletic team is participating.
96	94		C. The provisions of this section shall apply to contracts
97	95		involving the right to broadcast that are entered into or renewed on
98	96		or after the effective date of this act.
99	97		D. For purposes of this section:
100	98		1. "Athletic activity" means any high school athletic pre -
101	99		season, regular season, or playoff game;
102	100		2. "Broadcast" means the live or recorded audio or video
103	101		transmission over airwaves, streaming, or other transmission of an
104	102		athletic activity, play-by-play, or other account of such activity
105	103		via radio, television, Internet, or other technologies;
106	104		3. "Exclusive broadcast agreement " means an agreement e ntered
107	105		into between the Oklahoma Secondary School Activities Association
108	106		and an organization to broadcast the Oklahoma Secondary School
109	107		Activities Association 's athletic activities under which such
110	108		organization retains sole rights to broadcast such activit ies or
111	109		first right to broadcast such activities;
112	110		4. "Local broadcaster" means an organization, located in
113	111		Oklahoma, that provides local broadcast services for any activity of
114	112		a local school. Local broadcaster includes school -sponsored
115	113		organizations that produce student-organized broadcasts such as
116	114		educational courses or programs offered by the school; and

144	141		5. "Organization" means an individual, public or private
145	142		corporation, partnership, limited liability company, a ssociation,
146	143		joint venture, or any other legal or commercial entity.
147	144		SECTION 2. This act shall become effective July 1, 2025.
148	145		SECTION 3. It being immediately necessary for the preservation
149	146		of the public peace, health or safety, an emergency is hereby
150	147		declared to exist, by reason whereof this act shall take effect and
151	148		be in full force from and after its passage and approval.
