47	43		596.3), which relates to dealer sales responsibility;
48	44		disallowing certain activity at private off -premises
49	45		sales events outside certain area; authorizing
50	46		certain sales at certain events under certain
51	47		conditions; detailing conditions for sales activity
52	48		or display at certain events; authorizing certain
53	49		activities at certain private events under certain

60	56		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
61	57		SECTION 1. AMENDATORY 47 O.S. 2021, Section 596.3, as
62	58		amended by Section 23, Chapter 29, O.S.L. 2023 (47 O.S. Supp. 2024,
63	59		Section 596.3), is amended to read as follows:
64	60		Section 596.3. A. All of the following conditions shall apply
65	61		to the area of sales r esponsibility of a dealer included in a dealer
66	62		agreement between a manufacturer and a dealer:
	63	+	1. The manufacturer shall designate in the dealer agreement the
	64	+	area of sales responsibility exclusively assigned to the dealer;

93		-	1. The manufacturer shall designate in the dealer agreement the
94		-	area of sales responsibility exclusively assigned to the dealer;
95	91		2. The manufacturer shall not c hange the area of sales
96	92		responsibility of a dealer or establish another dealer for the same
97	93		line-make in that area during the term of the dealer agreement; and
98	94		3. The area of sales responsibility may not be reviewed or
99	95		changed without the consent of both parties until one (1) year after
100		-	the execution of the dealer agreement ; and
101		-	4. The areas within municipal, county, or state -owned or -
102		-	controlled facilities or within the grounds of any county, district,
103		-	or state fair shall be exempt from manufacturer -designated areas of
104		-	sales responsibility, only for the purposes of sponsored off -
105		-	premises sales events.

107	98		wherein that dealer is the sole par ticipating dealer, shall not
108	99		conduct sales activity or display for sale recreational vehicles

111	101		C. A dealer participating in a sponsored off -premises sales
112		-	event with other participating dealers may sell off-premises within

114	104		inside or outside the area of sales responsibility of the dealer
115	105		under the following circumstances: .
	106	+	1. At sanctioned recreational vehicle shows where th e sales
	107	+	event is held off-premises and at least sixty -seven percent (67%) of
	108	+	the recreational vehicle dealers that are located within a sixty -
	109	+	mile radius of the location of the show participate in the show. A
	110	+	sanctioned A sponsored recreational vehicle show may be held only
	111	+	under the following conditions:
	112	+	a. the sponsoring entity of the sales event shall obtain
	113	+	a permit from the Oklahoma New Motor Vehicle
	114	+	Commission at the rate of Two Hundred Dollars

142		-	1. At sanctioned recreational vehicle shows where the sales
143		-	event is held off-premises and at least sixty-seven percent (67%) of
144		-	the recreational vehicle dealers that are located within a sixty -
145		-	mile radius of the location of the show p articipate in the show. A

158	148		c. new recreational vehicle dealers whose manufacturer -
159	149		approved area of responsibility includes the event
160	150		location shall be eligible to participate in the
161	151		sanctioned recreational vehicle show a dealer
162	152		participating in a sponsore d off-premises sales show
163	153		shall not be denied a permit on the grounds that the
164	154		promotion is to be held within the relevant market
165	155		area of another dealer of the same -line make,
	156	+	d. new recreational vehicle dealers shall obtain written
	157	+	approval from the manufacturer or distributor to
	158	+	participate in the sanctioned sponsored recreational
	159	+	vehicle show, and
	160	+	e. the sanctioned sponsored recreational vehicle show
	161	+	shall be conducted within municipal, county, or state -

	205	+	nonsanctioned private recreational vehicle shows per

	207	+	e. nonsanctioned private recreational vehicle shows shall

258	247		D. A dealer may display a recreational vehicle within the
259	248		designated area of responsibility of the dealer for promotional
260	249		purposes. At an off -premises display event, no sales activities
261	250		shall be conducted including, but not limited to, negotiations,
262	251		financing, and accepting credit applications. Sales or finance
263	252		personnel shall not be permitted to participate at an off -premises
	253	+	display event. A permit for the off -premises display event shall
	254	+	not be required.
	255	+	E. A dealer agreemen t shall include a designated principal of
	256	+	the dealer. A dealer agreement may identi fy a family member as the
	257	+	successor of the principal or include a succession plan of the
	258	+	dealer. A dealer may at any time change a designation or succession
	259	+	plan made in the dealer agreement by providing written notice to the
	260	+	manufacturer.
	261	+	SECTION 2. This act shall become effective November 1, 2025.
