56	63		BE IT ENACTED BY THE PEOP LE OF THE STATE OF OKLAHOMA:
57	64		SECTION 1. NEW LAW A new section of law to be codified
58	65		in the Oklahoma Statutes as Section 1280 of Title 59, unless there
59	66		is created a duplication in numbering, reads as follows:
60	67		This act shall be known and may be cited as the "Oklahoma
61	68		Community Health Workers Act".

63		-	in the Oklahoma Statutes as Section 1280.1 of Title 59, unless there

	96	+	SECTION 2. NEW LAW A new section of law to be codified

	99	+	As used in the Oklahoma Community Health Workers Act:
92	100		1. "Certified community health worker" means a community health
93	101		worker to whom the State Department of Health has issued a
94	102		certificate to practice as a certified community health worker i n
95	103		this state;
96	104		2. "Community health worker" means a frontline health worker
97	105		who has a shared understanding of and is a trusted member of the
98	106		community being served;
99		-	3. "Core competencies" ~~means~~ the knowledge and skills a
100		-	certified community ~~health~~ worker is expected to demonstrate in

101	109		order to carry out the mission and goals of the profession as
102	110		defined by the Department through the promulgation of administrative
103	111		regulations in accordance with state guidelines; and

105	113		established to direct guidance, in collaboration with the State
106	114		Community Health Worker Association or Advisory Committee, in
107	115		relation to community health worker training, certification, and
108	116		recertification protocols.
109	117		SECTION 3. NEW LAW A new section of law to be codified
110	118		in the Oklahoma Statutes as Section 1280.2 of Title 59, unless there
111	119		is created a duplication in numbering, reads as follows:
112		-	A. The State Department of Health shall establish a certificate
113		-	for community health workers. This certification shall be
114		-	voluntary.
115		-	B. A certified community health worker may:

	147	+	A. The State Department of Health shall establish a certificate
	148	+	for community health workers. This certification shall be
	149	+	voluntary.
	150	+	B. A certified community health worker may:
142	151		1. Serve as a liaison between health and social services and
143	152		the community, including faith -based organizations, to facilitate
144	153		access to services and improve the quality and cultural competence
145	154		of service delivery;
146	155		2. Assist in identifying and communicating gaps in current
147	156		community and health care resources; and
148	157		3. Build individual and community capacity by increasing health
149	158		knowledge and self-sufficiency through a range of activities such as
150	159		outreach, community education, coaching, mentoring, social support,
151	160		and advocacy, including efforts within faith -based settings.
152	161		SECTION 4. NEW LAW A new section of law to be cod ified
153	162		in the Oklahoma Statutes as Section 1280.3 of Title 59, unless there
154	163		is created a duplication in numbering, reads as follows:
155		-	Eligibility to apply for voluntary certification , in order to be
	164	+	Eligibility to apply for voluntary certification in order to be
156	165		eligible to apply for community health worker certification, an
157	166		individual shall:
158	167		1. Be a legal United States resident;
159	168		2. Be a resident of Oklahoma;
160	169		3. Be at least eighteen (18) years of age; and
161		-	4. Provide evidence to the Department of his or her work
162		-	experience as a community health wor ker, demonstrating a minimum of
163		-	one thousand (1,000) practical hours and recommendation from a
164		-	supervising provider, shall be considered certified under t his work
165		-	experience pathway provision.

194	204		is created a duplication in numbering, reads as follows:
195	205		A. The State Commissioner of Health shall promulgate rules to:
196	206		1. Adopt a set of standards for the approval of certified
197	207		community health workers' initial coursework or curriculum;
198	208		2. Establish examination administration requirements for the
199		-	Department;
	209	+	Department or one or more designees;
200	210		3. Define minimum qualifications for applicants to be
201	211		certified; and
202	212		4. Establish the criteria for granting, renewing, denying,
203	213		suspending, and revoking a certificate to uphold health standards
204	214		and safety.
205	215		B. The Commissioner may also promulgate rules to establish
206	216		partnerships with faith -based organizations to enhance community
207	217		health outreach and service deliv ery, including, but not limited to:
208	218		1. Recognizing faith -based organizations as eligible entities
209		-	for community health worker training and certification pr ograms when
210		-	they meet established state standards;
211		-	2. Facilitating collaboration between community health workers
212		-	and faith-based organizations to improve health access, prevention,
213		-	and health literacy efforts in underserved communities;

246	257		C. The Commissioner shall prescribe fees for the certified
247	258		community health worker examination, initial certification, and
248	259		certification renewal.
249	260		SECTION 6. This act shall become effective November 1, 2025.
