5663 BE IT ENACTED BY THE PEOP LE OF THE STATE OF OKLAHOMA:
5764 SECTION 1. NEW LAW A new section of law to be codified
5865 in the Oklahoma Statutes as Section 1280 of Title 59, unless there
5966 is created a duplication in numbering, reads as follows:
6067 This act shall be known and may be cited as the "Oklahoma
6168 Community Health Workers Act".

96+SECTION 2. NEW LAW A new section of law to be codified
97+in the Oklahoma Statutes as Section 1280.1 of Title 59, unless there

99+As used in the Oklahoma Community Health Workers Act:
92100 1. "Certified community health worker" means a community health
93101 worker to whom the State Department of Health has issued a
94102 certificate to practice as a certified community health worker i n
95103 this state;
96104 2. "Community health worker" means a frontline health worker
97105 who has a shared understanding of and is a trusted member of the
98106 community being served;
99-3. "Core competencies" means the knowledge and skills a
100-certified community health worker is expected to demonstrate in
107+3. "Core competencies" are defined as the knowledge and skills
108+a certified community healt h worker is expected to demonstrate in
101109 order to carry out the mission and goals of the profession as
102110 defined by the Department through the promulgation of administrative
103111 regulations in accordance with state guidelines; and
104112 4. "Department" means the State Department of Health as
105113 established to direct guidance, in collaboration with the State
106114 Community Health Worker Association or Advisory Committee, in
107115 relation to community health worker training, certification, and
108116 recertification protocols.

147+A. The State Department of Health shall establish a certificate
148+for community health workers. This certification shall be
149+voluntary.
150+B. A certified community health worker may:
142151 1. Serve as a liaison between health and social services and
143152 the community, including faith -based organizations, to facilitate
144153 access to services and improve the quality and cultural competence
145154 of service delivery;
146155 2. Assist in identifying and communicating gaps in current
147156 community and health care resources; and
148157 3. Build individual and community capacity by increasing health
149158 knowledge and self-sufficiency through a range of activities such as
150159 outreach, community education, coaching, mentoring, social support,
151160 and advocacy, including efforts within faith -based settings.
152161 SECTION 4. NEW LAW A new section of law to be cod ified
153162 in the Oklahoma Statutes as Section 1280.3 of Title 59, unless there
154163 is created a duplication in numbering, reads as follows:
155-Eligibility to apply for voluntary certification , in order to be

157166 individual shall:
158167 1. Be a legal United States resident;
159168 2. Be a resident of Oklahoma;
160169 3. Be at least eighteen (18) years of age; and

162-experience as a community health wor ker, demonstrating a minimum of
163-one thousand (1,000) practical hours and recommendation from a
164-supervising provider, shall be considered certified under t his work

195205 A. The State Commissioner of Health shall promulgate rules to:
196206 1. Adopt a set of standards for the approval of certified
197207 community health workers' initial coursework or curriculum;
198208 2. Establish examination administration requirements for the
199-Department;
209+Department or one or more designees;
200210 3. Define minimum qualifications for applicants to be
201211 certified; and
202212 4. Establish the criteria for granting, renewing, denying,
203213 suspending, and revoking a certificate to uphold health standards
204214 and safety.
205215 B. The Commissioner may also promulgate rules to establish
206216 partnerships with faith -based organizations to enhance community
207217 health outreach and service deliv ery, including, but not limited to:
208218 1. Recognizing faith -based organizations as eligible entities
209-for community health worker training and certification pr ograms when
210-they meet established state standards;
211-2. Facilitating collaboration between community health workers
212-and faith-based organizations to improve health access, prevention,
213-and health literacy efforts in underserved communities;
