58	58	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
59	59	SECTION 1. NEW LAW A new section of law to be codified
60	60	in the Oklahoma Statutes as Section 20m -1 of Title 74, unless there
61	61	is created a duplication in numbering, reads as follows:
62	62	A. This act shall be known and may be cited as the "Oklahoma
63	63	10-8 Fund".
64	64	B. There is hereby established the "Oklahoma 10-8 Fund Grant
65	65	Program".
66	66	C. As used in this act:

93	93	1. "In-service" means completion of Council on Law Enforcement
94	94	Educational Training ( CLEET) certification, completed all training
95	95	expected of a newly hired peace officer of their agency, including
96	96	field training, and being assigned a workload commensurate with
97	97	fulfilling the duties of a fully trained peace officer; and
98	98	2. "Peace officer" means a sworn police officer, sheriff 's
99	99	deputy, or highway patrol trooper.
100	100	D. The Office of the Attorney General shall establish and
101	101	administer the Oklahoma 10 -8 Fund Grant Program to support the
102	102	state's purpose of ensuring professional law enforcement throughout
103	103	the state by providing financial assistance to peace officers. Such
104	104	program shall embody the following procedures and criteria:
105	105	1. Not later than the thirtieth day af ter the first day of each
106	106	year, the peace officer may submit an application fo r a grant to the
107	107	Office of the Attorney General. A peace officer may submit only one
108	108	application each year;
109	109	2. New peace officers may apply for funds when the following
110	110	criteria has been met:
111	111	a. the peace officer was hired after the effective date
112	112	of this act,
113	113	b. the peace officer is CLEET -certified,
114	114	c. the peace officer has been in -service within their
115	115	current jurisdiction for at least six (6) months, and

142	142	d. the peace officer is either serving as a peace officer
143	143	in the State of Oklahoma for the first tim e or is
144	144	serving as a peace officer in the State of Oklahoma
145	145	for the first time since January 1, 2020; and
146	146	3. Grants awarded under the provisions of this section shall be
147	147	given to peace officers that meet the criteria in paragraph 2 of
148	148	this subsection in the following amounts, or in proportionally
149	149	equivalent reduced amounts if available funding for the program is
150	150	limited.
151	151	Upon verification by CLEET that the peace officer meets the
152	152	stipulations of the program, the peace officer is entitled to a one -
153	153	time bonus of either:
154	154	a. Ten Thousand Dollars ($10,000.00) if at the time of
155	155	hiring the officer, the agency by which they are
156	156	employed had fifty or more budgeted vacancies of sworn
157	157	peace officer positions, or
158	158	b. Five Thousand Dollars ($5,000.00) if at the time of
159	159	hiring the officer, the agency by which they are
160	160	employed had more than fourteen but fewer than fifty
161	161	budgeted vacancies of sworn peace officers.
162	162	E. A peace officer may have thei r bonus application completed
163	163	by an employee of the law enforcement agency by which they are
164	164	employed. The employing law enforcement agency of the peace officer
165	165	shall sponsor the application of qualified officers within their

192	192	agency and verify the complet ion of the prerequisites within the
193	193	application.
194	194	F. No law enforcement agency shall reduce or supplant existing
195	195	salaries due to the award of grant funding as provided under the
196	196	provisions of this section.
197	197	G. The Office of the Attorney General is hereby a uthorized to
198	198	adopt rules and procedures as necessary to carry out the provisio ns
199	199	of this section.
200	200	SECTION 2. NEW LAW A new section of law to be codified
201	201	in the Oklahoma Statutes as Section 20m-2 of Title 74, unless there
202	202	is created a duplication in numbering, reads as follows:
203	203	There is hereby created in the State Treasury a revolving fund
204	204	for the Office of the Attorney General to be designated the
205	205	"Oklahoma 10-8 Revolving Fund". The fund shall be a continuing
206	206	fund, not subject to fi scal year limitations, and shall consist of
207	207	all monies directed to the fund an d eligible for deposit by law and
208	208	a one-time appropriation of Twenty Million Dollars ($20,000,000.00)
209	209	from the State General Revenue Fund . All monies accruing to the
210	210	credit of said fund are hereby appropriated and may be budgeted and
211	211	expended by the Office of the Attorney General exclusively for the
212	212	purposes and in compliance with the Oklahoma 10 -8 Fund Grant
213	213	Program, created in Section 1 of this act. Expenditures from said
214	214	fund shall be made upon warrants issued by the State Treasurer
215	215	against claims filed as prescribed by law with the Director of the
