5858 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5959 SECTION 1. NEW LAW A new section of law to be codified
6060 in the Oklahoma Statutes as Section 20m -1 of Title 74, unless there
6161 is created a duplication in numbering, reads as follows:
6262 A. This act shall be known and may be cited as the "Oklahoma
6363 10-8 Fund".
6464 B. There is hereby established the "Oklahoma 10-8 Fund Grant
6565 Program".

9393 1. "In-service" means completion of Council on Law Enforcement
9494 Educational Training ( CLEET) certification, completed all training
9595 expected of a newly hired peace officer of their agency, including
9696 field training, and being assigned a workload commensurate with
9797 fulfilling the duties of a fully trained peace officer; and
9898 2. "Peace officer" means a sworn police officer, sheriff 's
9999 deputy, or highway patrol trooper.
100100 D. The Office of the Attorney General shall establish and
101101 administer the Oklahoma 10 -8 Fund Grant Program to support the
102102 state's purpose of ensuring professional law enforcement throughout
103103 the state by providing financial assistance to peace officers. Such
104104 program shall embody the following procedures and criteria:
105105 1. Not later than the thirtieth day af ter the first day of each
106106 year, the peace officer may submit an application fo r a grant to the
107107 Office of the Attorney General. A peace officer may submit only one
108108 application each year;
109109 2. New peace officers may apply for funds when the following
110110 criteria has been met:
111111 a. the peace officer was hired after the effective date
112112 of this act,
113113 b. the peace officer is CLEET -certified,
114114 c. the peace officer has been in -service within their
115115 current jurisdiction for at least six (6) months, and

142142 d. the peace officer is either serving as a peace officer
143143 in the State of Oklahoma for the first tim e or is
144144 serving as a peace officer in the State of Oklahoma
145145 for the first time since January 1, 2020; and
146146 3. Grants awarded under the provisions of this section shall be
147147 given to peace officers that meet the criteria in paragraph 2 of
148148 this subsection in the following amounts, or in proportionally
149149 equivalent reduced amounts if available funding for the program is
150150 limited.
151151 Upon verification by CLEET that the peace officer meets the
152152 stipulations of the program, the peace officer is entitled to a one -
153153 time bonus of either:
154154 a. Ten Thousand Dollars ($10,000.00) if at the time of
155155 hiring the officer, the agency by which they are
156156 employed had fifty or more budgeted vacancies of sworn
157157 peace officer positions, or
158158 b. Five Thousand Dollars ($5,000.00) if at the time of
159159 hiring the officer, the agency by which they are
160160 employed had more than fourteen but fewer than fifty
161161 budgeted vacancies of sworn peace officers.
162162 E. A peace officer may have thei r bonus application completed
163163 by an employee of the law enforcement agency by which they are
164164 employed. The employing law enforcement agency of the peace officer
165165 shall sponsor the application of qualified officers within their

192192 agency and verify the complet ion of the prerequisites within the
193193 application.
194194 F. No law enforcement agency shall reduce or supplant existing
195195 salaries due to the award of grant funding as provided under the
196196 provisions of this section.
197197 G. The Office of the Attorney General is hereby a uthorized to
198198 adopt rules and procedures as necessary to carry out the provisio ns
199199 of this section.
200200 SECTION 2. NEW LAW A new section of law to be codified
201201 in the Oklahoma Statutes as Section 20m-2 of Title 74, unless there
202202 is created a duplication in numbering, reads as follows:
203203 There is hereby created in the State Treasury a revolving fund
204204 for the Office of the Attorney General to be designated the
205205 "Oklahoma 10-8 Revolving Fund". The fund shall be a continuing
206206 fund, not subject to fi scal year limitations, and shall consist of
207207 all monies directed to the fund an d eligible for deposit by law and
208208 a one-time appropriation of Twenty Million Dollars ($20,000,000.00)
209209 from the State General Revenue Fund . All monies accruing to the
210210 credit of said fund are hereby appropriated and may be budgeted and
211211 expended by the Office of the Attorney General exclusively for the
212212 purposes and in compliance with the Oklahoma 10 -8 Fund Grant
213213 Program, created in Section 1 of this act. Expenditures from said
214214 fund shall be made upon warrants issued by the State Treasurer
215215 against claims filed as prescribed by law with the Director of the
