101101 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
102102 SECTION 1. NEW LAW A new section of law to be codified
103103 in the Oklahoma Statutes as Section 501 of Title 25, unless there is
104104 created a duplication in numbering, reads as follows:
105105 This act shall be known and may be cited as the "Responsible
106106 Deployment of AI Systems Act ".
107107 SECTION 2. NEW LAW A new section of law to be codified
108108 in the Oklahoma Statutes as Section 502 of Title 25, unless there is
109109 created a duplication in numbering, reads as follows:
110110 As used in this act:
111111 1. "AI system" means an artificial intelligence or machine
112112 learning-based or algorithmic technology designed to perform tasks
113113 that typically require human intelligence, including decision -
114114 making, prediction, or recommendation;
115115 2. "Deployer" means any public entity, private organization, or
116116 individual that implements AI systems for ope rational use;
117117 3. "Risk classification" means one of the following:
118118 a. Unacceptable Risk:
119119 (1) means AI applications incompatible with social
120120 values and fundamental rights,
121121 (2) includes social scoring, manipulative AI
122122 targeting vulnerable groups, and real -time
123123 biometric identification systems or may include
124124 any of the following:

165165 b. High Risk:
166166 (1) means AI systems with significant potential to
167167 impact safety, civil liberties, or fundamental
168168 rights,
169169 (2) includes AI in health care, critical
170170 infrastructure, law enforcemen t, financial
171171 services, and public welfare, and
172172 (3) AI systems under this categ ory are subject to
173173 rigorous pre-deployment risk assessments,

204204 c. Limited Risk:
205205 (1) means AI systems that pose moderate risks, such
206206 as manipulation or deceit, but not classified as
207207 high risk,
208208 (2) includes chatbots and content creation tools such
209209 as deepfake generators, and
210210 (3) AI systems under this category require providers
211211 to ensure transparency, informing users w hen they
212212 interact with AI systems or consume AI -generated
213213 content and requires basic safeguards to prevent
214214 manipulation, and
215215 d. Minimal Risk:
216216 (1) means AI systems with little to no risk to users,
217217 (2) Examples include most consumer -facing AI
218218 applications such as virtual assistants, and
219219 (3) AI systems under this category require minimal
220220 oversight, with adherence to basic data
221221 protection standards; and
222222 4. "Qualified human overseer" means a trained individual
223223 responsible for monitoring and validating high -risk AI system
224224 outputs, with authority to amend or override them when necessary.

252252 in the Oklahoma Statut es as Section 503 of Title 25, unless there is

254254 A. This act is applicable to all public sector agencies and
255255 private entities deploying artificial intelligence (AI) systems
256256 affecting individuals within this state.
257257 B. All AI systems shall comply with existing laws, including:
258258 1. Federal and state civil rights protections;
259259 2. Data protection laws and state privacy laws; and
260260 3. Consumer protection laws and regulations.
261261 SECTION 4. NEW LAW A new section of law to be codified
262262 in the Oklahoma Statutes as Section 504 of Title 25, unless there is
263263 created a duplication in numbering, reads as follows:
264264 A. Deployers must classify artificial intelligence (AI) systems
265265 into one of four risk ca tegories outlined in Section 2 of this act
266266 before deployment.
267267 B. Deployers shall conduct assessments of AI systems to
268268 identify:
269269 1. Potential biases in training data;
270270 2. Risks to safety, civil liberties, and fundamental right; and
271271 3. Mitigation strategies for identified risks.
272272 C. High-risk AI systems must undergo ongoing performance
273273 evaluations, with documentation of findings and actions taken to
274274 address deficiencies.

301301 D. Qualified overseers must validate AI outputs before they are
302302 enacted and retain au thority to override system recommendations.
303303 E. Deployers shall notify affecte d individuals when high -risk
304304 AI systems influence decisions about the individuals and provide
305305 avenues for appeal or human review.
306306 SECTION 5. NEW LAW A new section of law to be codified
307307 in the Oklahoma Statutes as Section 505 of Title 25, unless there is
308308 created a duplication in numbering, reads as follows:
309309 A. All deployers shall establish governance groups to oversee
310310 the classification, deployment, and mon itoring of high-risk
311311 artificial intelligence (AI) systems.
312312 B. Deployers shall maintain the following:
313313 1. Updated inventories of deployed AI systems;
314314 2. Documentation on system design, intended use, and training
315315 data; and
316316 3. Records of audits, risk asse ssments, and oversight
317317 activities.
318318 C. High-risk AI systems must undergo annual independent audits
319319 to ensure compliance with legal and ethical standards.
320320 D. Deployers shall implement protocols to address identified
321321 deficiencies, including suspension or re calibration of systems.
322322 SECTION 6. NEW LAW A new secti on of law to be codified
323323 in the Oklahoma Statutes as Section 506 of Title 25, unless there is

351351 A. Deployers shall provide ac cessible channels for public and
352352 stakeholder feedback on the operation and impact of artificial
353353 intelligence (AI) systems.
354354 B. Aggregated feedback data must be included in an annual
355355 performance report made available by January 1 of each year to the
356356 Artificial Intelligence Council (AI Council), created in Section 8
357357 of this act.
358358 C. The AI Council will analyze feedback and make annual
359359 recommendations to inform updates to state and industry -specific
360360 artificial intelligence and machine -learning regulations.
361361 SECTION 7. NEW LAW A new section of law to be codified
362362 in the Oklahoma Statutes as Section 507 of Title 25, unless there is
363363 created a duplication in numbering, reads as follows:
364364 A. Violations of this act may result in the Artificial
365365 Intelligence Council (AI Council) issuing any of the following :
366366 1. Financial penalties proportional to the severity of the
367367 infraction;
368368 2. Suspension or prohibition of noncompliant systems; and
369369 3 Mandatory external oversight until compliance is restored.
370370 B. Deployers shall publicly disclose noncompliance incidents
371371 and the corrective actions taken.
372372 SECTION 8. NEW LAW A new section of law to be codified
373373 in the Oklahoma Statutes as Section 508 of Title 25, unless there is

401401 A. There is hereby established the Artificial Intelligence
402402 Council (AI Council) which shall oversee the regulation, deployment,
403403 and ethical use of AI systems within this state.
404404 B. The AI Council shall be responsi ble for:
405405 1. Overseeing the AI Regulatory Sandbox Program to foster
406406 innovation while maintaining safety and accountability;
407407 2. Manage the AI Workforce Development Program, including
408408 administering grants to small businesses and educational
409409 institutions, with a focus on underserved communities;
410410 3. Develop and update guidelines for A I system classification,
411411 risk assessments, and ethical standards;
412412 4. Facilitate public and stakeholder engagement on AI policies
413413 and regulations; and
414414 5. Provide annual reports to the Legislature on the status of
415415 AI deployment, innovation, and workforce initiatives.
416416 C. The AI Council shall include nine (9) members:
417417 1. Three appointed by the Governor;
418418 2. Three appointed by the Speaker of the Oklahoma House of
419419 Representatives; and
420420 3. Three appointed by the President Tempore of the Oklahoma
421421 State Senate.
422422 D. Selected members shall come from one or more of the
423423 following backgrounds:

450450 1. Experts in artificial intelligence ethics, law, and
451451 technology;
452452 2. Representatives from public agencies and private industry;
453453 and
454454 3. Advocates for civil rights and underserved communities.
455455 SECTION 9. NEW LAW A new section of law to be codified
456456 in the Oklahoma Statutes as Section 509 of Title 25, unless there is
457457 created a duplication in numbering, reads as follows:
458458 A. The Artificial Intelligence Coun cil (AI Council) shall
459459 develop the AI Regulatory Sandbox Program.
460460 B. The AI Regulatory Sandbox Program shall provide a controlled
461461 environment for deployers to test innovative AI systems while
462462 ensuring compliance with ethical and safety standards.
463463 C. The AI Council shall:
464464 1. Approve or deny applications for participation in the
465465 sandbox;
466466 2. Set limits and safeguards for testing activities; and
467467 3. Monitor and evaluate sandbox ou tcomes for compliance and
468468 potential risks.
469469 D. Applicants must demonstrate:
470470 1. The potential for societal benefit or economic development;
471471 2. Compliance with data privacy and security requirements; and
472472 3. Alignment with ethical principles set by the AI Council.

499499 E. Participants shall submit periodic progress reports and a
500500 final evaluation detailing the system 's performance, risks
501501 identified, and mitigation measures taken.
502502 SECTION 10. NEW LAW A new section of law to be codified
503503 in the Oklahoma Statutes as Section 510 of Title 25, unless there is
504504 created a duplication in numbering, reads as follows:
505505 A. The Artificial Intelligence Council (AI Council) shall
506506 develop the Artificial Intelligence Workforce Development Program
507507 (AI Program), the purpose of which shall be to enhance AI -related
508508 workforce capabilities by focusing on small businesses and
509509 underserved communities, particularly rural and low -income areas.
510510 B. The AI Council shall:
511511 1. Develop grant criteria for small businesses and educational
512512 institutions; and
513513 2. Monitor program outcomes and report annuall y to the
514514 Legislature.
515515 C. Eligible applicants may include:
516516 1. Small businesses integrating AI systems to improve
517517 operations; and
518518 2. Educational institutions offering AI -related training or
519519 certification programs targeting underserved populations.
520520 D. The program shall prioritize:
521521 1. Rural outreach programs to introduce AI literacy and
522522 training;

557557 authority to establish rules to enforce this act.
