53	48		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
54	49		SECTION 1. NEW LAW A new section of law to be codified
55	50		in the Oklahoma Statutes as Section 1112.4 of Title 47, unless th ere
56	51		is created a duplication in numbering, reads as follows:
57	52		A. A street-legal, low-speed electrical vehicle or golf cart
58	53		operated on the streets and highways of this state shall be
59	54		registered as a motor vehicle.
60	55		B. The operator of a street -legal, low-speed electrical vehicle
61	56		or golf cart shall not be required to have an "M" endorsement on the
62	57		Class D license pursuant to Section 6 -110.1 of Title 47 of the
63	58		Oklahoma Statutes. The operator shall be at least sixteen (16)
64	59		years of age and hold a valid Oklahom a driver license.

92	86		SECTION 2. AMENDATORY 47 O.S. 2021, Section 11 -805.1, is
93	87		amended to read as follows:
94	88		Section 11-805.1. A. 1. No person shall operate any low -speed
95	89		electrical vehicle on any street or highway with a posted spee d
96	90		limit greater than thirty -five (35) miles per hour.
97	91		2. Any low-speed electrical vehicle or golf cart shall be in
98	92		compliance with the National Highway Traffic Safety Administration
99	93		standards for low-speed vehicles in 49 C.F.R., Section 571.500, to
100	94		be operated on the road.
101	95		B. 1. If a golf cart is to be operated on any street or
102	96		highway with a posted speed limit no greater than thirty -five (35)
103	97		miles per hour, the golf cart shall have a vehicle identification
104	98		number.
105	99		2. Upon inspection by Service Oklahom a, a golf cart may be
106	100		registered as a motor vehicle and licensed through Service Oklahoma
107	101		if such golf cart has been converted into a street -legal vehicle
108	102		meeting all requirements in 49 C.F.R., Section 571.500, with the
109	103		exception that such golf cart shall not be required to have a
110	104		seventeen-digit vehicle identification number.
111	105		3. Service Oklahoma is authorized to promulgate rules for the
112	106		purposes of this act.
113	107		C. The provisions of subsection A of this section shall not
114	108		prohibit a low-speed vehicle from cro ssing a street or highway with
115	109		a posted speed limit greater than thirty -five (35) miles per hour.

143	136		C. D. This section shall not prevent a city from adopting any
144	137		ordinance that would further restrict low -speed electrical vehicles
145	138		from operating on certain c ity-owned streets in order to ensure the
146	139		public health and safety.
147	140		D. E. This section shall be a part of and supplemental to the
148	141		rules of the road as provided in Section 11 -101 et seq. of Title 47
149	142		of the Oklahoma Statutes this title.
150	143		SECTION 3. This act shall become effective November 1, 2025.
