57	52		BE IT ENACTED BY THE PEOPLE O F THE STATE OF OKLAHOMA:
58	53		SECTION 1. NEW LAW A new section of law to be codified
59	54		in the Oklahoma Statutes as Section 4005 of Title 56, unless there
60	55		is created a duplication in numbering, reads as follows:
61	56		A. For Medicaid managed car e plans, the Oklahoma Health Care
62	57		Authority shall ensure that the insurers, health plans, and managed
63	58		care plans comply with federal and state laws, rules, and
64	59		regulations applicable to coverage for mental health or substa nce
65	60		use disorder services.

97	91		health or substance use disorder benefits in any classification of

99	93		C. Contracts with Medicaid managed care plans must include
100	94		language requiring managed care plans and entities to conduct parity
101	95		analysis described in subsection B of this section for a
102	96		nonquantitative treatment limitation whenever as -written or in-
103	97		operation changes or amendments are made to that nonquantitative
104	98		treatment limitation, including prior authorization requirements.
105	99		D. State Medicaid programs and Children 's Health Insurance
106	100		Programs (CHIP) must review and compile the analys is from all
107	101		managed care, CHIP, and alternative benefit plans to ensure
108	102		compliance and address any noncompliance through a standardized
109	103		process to mitigate findings of noncom pliance.
110	104		E. The Oklahoma Health C are Authority shall develop a
111	105		standardized process for receiving, investigating, substantiating,
112	106		and resolving parity complaints.
113	107		F. The Oklahoma Health Care Authority shall make public the
114	108		surveys, financial analys is, managed care contract audits, de -

	111	+	submit to document parity compliance.
	112	+	G. The Oklahoma Health Care Authority shall also make public

149	142		submission of these reports to the Centers for Medicare and Medicaid

151	144		SECTION 2. This act shall become effective November 1, 2025.
