4340 An Act relating to professions and occupations;

5350 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5451 SECTION 1. AMENDATORY Section 3, Chapter 269, O.S.L.
5552 2024 (59 O.S. Supp. 2024, Section 1688.1), is amended to read as
5653 follows:
5754 Section 1688.1. A. 1. Effective January 1, 2026, no
5855 contractor or journeyman license shall be renewed unless the
5956 licensee has completed twelve (12) hours of continuing edu cation
6057 every three (3) years or thirty -six (36) months preceding the
6158 expiration date of the license or registration certificat e license
6259 renewal. If a license expires before the licensee completes the
6360 continuing education requirement, any continuing educat ion that is
6461 completed while the license is expired will be applied to the
62+continuing education requirement for the thirty -six (36) months

92-continuing education requirement for the thirty -six (36) months
9389 preceding the date the license expired. Once the continuing
9490 education requirement for the expired license is met, alo ng with any
9591 other requirements, the expired license may be renewed. Twelve (12)
9692 hours of continuing education will have to be completed in order to
9793 meet the continuing education requirement for the subsequent thirty -
9894 six-month period. The continuing educa tion course and instructor
9995 shall be approved in advance by the Committee of Electrical
10096 Examiners. Exceptions to advance approval, or post -course approval,
10197 may be allowed by the Committee, or its designee, for substitute
10298 instructors in emergency situations when written notice of the
10399 emergency is provided to the Committee, or its designee, within
104100 seven (7) days of the course. The location of continuing education
105101 courses shall be at the discretion of the course provider and may be
106102 scheduled during the workda y at the discretion of the course
107103 provider. The continuing education material shall cover six (6)
108104 hours of codes and revisions adopted by the Oklahoma Uniform
109105 Building Code Commission (OUBCC). The remaining six (6) hours may
110106 include the study of: electr ical circuit theory and calculations,
111107 wiring methods, grounding and bonding, transformer and motor theory,
112108 electrical circuits and devices, control systems, alternative energy
113109 systems including energy storage, safety related to the electrical
114110 industry as defined by NFPA 70E, manufacturers ' installation of
115111 equipment or parts, the Electrical License Act, the trade
112+regulations as set forth in this act as well as the rules of the

143-regulations as set forth in this act as well as the rules of the
144139 Construction Industries Board, and other trade subject matters
145140 approved by the Committee.
146141 2. Effective January 1, 2026, no apprentice shall be permitted
147142 to reregister unless the apprentice registrant has com pleted three
148143 (3) hours of continuing education every year preceding the
149144 expiration date of the registration certificate re-registration. If
150145 a registration expires before the registrant completes the
151146 continuing education requirement, any continuing education that is
152147 completed while the registration is expired will be applied to the
153148 continuing education requirement for the year preced ing the date the
154149 registration expired. Once the continuing education requirement for
155150 the expired registration is met, along w ith any other requirements,
156151 the apprentice is allowed to re -register after having an expired
157152 registration. Three (3) hours of con tinuing education will still
158153 have to be completed in order to meet the continuing education
159154 requirement for the subsequent registration year . The continuing
160155 education course and instructor shall be approved in advance by the
161156 Committee. Exceptions to adva nce approval, or post -course approval,
162157 may be allowed by the Committee, or its designee, for substitute

194-scheduled during the workday at the discretion of the course
195189 provider. The continuing education material shall cover a
196190 combination of the codes and revisions adopted by the OUBCC,
197191 Oklahoma electrical industry regulations as well as the rules of the
198192 Construction Industr ies Board, and "electrical safety" as defined by
199193 NFPA 70E, other trade subject matters approved by the Committee, or
200194 approved continuing education for the contractor or journeyman.
201195 Notwithstanding the provisions of this subsection, if an apprentice
202196 is a student apprentice or is enrolled and attending an approved
203197 course, the continuing education shall not be required.
204198 B. The Construction Industries Board shall amend its rules,
205199 wherever applicable, to conform to the provisions of the Electrical
206200 License Act.
207201 SECTION 2. This act shall become effective November 1, 2025.
