138126 SECTION 1. AMENDATORY 11 O.S. 2021, Section 56 -101, is
139127 amended to read as follows:
140128 Section 56-101. Sections 11 through 20 56-101 through 56-110 of
141129 this act title shall be the provisions of the Local Government
142130 Campaign Finance and Financial Disclosure Act applicable to
131+municipalities and shall be known as the "Municipal Campaign Finance
132+and Financial Disclosure Act ".

182169 of one or more persons the purpose of which is to support the
183170 election of a specific candidate to municipal office, whose name as
184171 it will appear on the ballot shall appear in the name of the
185172 committee;
186173 2. "Municipal office" means any elective municipal office
187174 established under state or municipal law; and
188175 3. "Municipal political committee " means any committee composed
189176 of one or more persons whose purpose includes the election or defeat
190177 of one or more candidates for municipal office but which is not
191178 required to register with the Ethics Commission or the Federal
192179 Election Commission.

374-SECTION 9. AMENDATORY 11 O.S. 2021, Section 56 -110, is
375-amended to read as follows:
376-Section 56-110. The Municipal Campaign Finance and Financial
377-Disclosure Act shall be enforced by the Ethics Commission in the
378-same manner as Rules of the Ethics Commission promulgated pursuant
379362 to Section 3 of Article XXIX of the Oklahoma Consti tution are
380363 enforced, including but not limited to acceptance of complaints,
381364 civil prosecutions, settlement agreements and any other compliance
382365 practices or requirements . Complaints may be received by the Ethics
383366 Commission alleging filing of statements or reports required to be
384367 filed under the Municipal Campaign Finance and Financial Disclosure
385368 Act later than the prescribed time for filing. Such complaints
386369 Complaints shall be in the same form as other complaints made
387370 according to the Rules of the Ethics Co mmission promulgated pursuant
388371 to Section 3 of Article XXIX of the Oklahoma Con stitution. Upon
389372 receipt of such complaints of late filing, the Ethics Commission
390373 shall investigate whether the allegation or allegations are true
391374 and, if so, shall assess a late filing penalty of One Hundred
392375 Dollars ($100.00) per day, not to exceed a maximum of One Thousand
393376 Dollars ($1,000.00) for the filing of any statement or report. If
394377 the Ethics Commission determines the allegation or allegations are
395378 not true, it shall take no further action. Persons assessed a late
379+filing fee may protest the assessm ent subject to provisions of the
380+Administrative Procedures Act.
381+SECTION 10. AMENDATORY 19 O.S. 2021, Section 138.11, is
382+amended to read as follows:
383+Section 138.11. Sections 2 through 10 138.12 through 138.19 of
384+this act title shall be the provisions of the Local Government
