137	125		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
138	126		SECTION 1. AMENDATORY 11 O.S. 2021, Section 56 -101, is
139	127		amended to read as follows:
140	128		Section 56-101. Sections 11 through 20 56-101 through 56-110 of
141	129		this act title shall be the provisions of the Local Government
142	130		Campaign Finance and Financial Disclosure Act applicable to
	131	+	municipalities and shall be known as the "Municipal Campaign Finance
	132	+	and Financial Disclosure Act ".
	133	+	SECTION 2. AMENDATORY 11 O.S. 2021, Section 56 -102, is
	134	+	amended to read as follows:

172		-	SECTION 2. AMENDATORY 11 O.S. 2021, Section 56 -102, is

175		-	Campaign Finance and Financial Disclosure Act shall be the same as
176	163		those terms are defined in Rules of the Ethics Commission

179	166		B. As used in the Municipal Campaign Finance and Financial
180	167		Disclosure Act:
181	168		1. "Campaign committee" means a committee which may be composed
182	169		of one or more persons the purpose of which is to support the
183	170		election of a specific candidate to municipal office, whose name as
184	171		it will appear on the ballot shall appear in the name of the
185	172		committee;
186	173		2. "Municipal office" means any elective municipal office
187	174		established under state or municipal law; and
188	175		3. "Municipal political committee " means any committee composed
189	176		of one or more persons whose purpose includes the election or defeat
190	177		of one or more candidates for municipal office but which is not
191	178		required to register with the Ethics Commission or the Federal
192	179		Election Commission.

287	272		at which time the documents may be destroyed or retained subject to

289	274		municipality in which the statements of organization and reports of
290	275		contributions and expenditures are filed maintains a n Internet
291	276		website, the municipal clerk The Ethics Commission may post on the

340	324		municipality's Ethics Commission's website as provided herein, at
341	325		which time the documents may be destroyed or retained subject to the
342	326		discretion of the municipal clerk Ethics Commission. If the

374		-	SECTION 9. AMENDATORY 11 O.S. 2021, Section 56 -110, is
375		-	amended to read as follows:
376		-	Section 56-110. The Municipal Campaign Finance and Financial
377		-	Disclosure Act shall be enforced by the Ethics Commission in the
378		-	same manner as Rules of the Ethics Commission promulgated pursuant
379	362		to Section 3 of Article XXIX of the Oklahoma Consti tution are
380	363		enforced, including but not limited to acceptance of complaints,
381	364		civil prosecutions, settlement agreements and any other compliance
382	365		practices or requirements . Complaints may be received by the Ethics
383	366		Commission alleging filing of statements or reports required to be
384	367		filed under the Municipal Campaign Finance and Financial Disclosure
385	368		Act later than the prescribed time for filing. Such complaints
386	369		Complaints shall be in the same form as other complaints made
387	370		according to the Rules of the Ethics Co mmission promulgated pursuant
388	371		to Section 3 of Article XXIX of the Oklahoma Con stitution. Upon
389	372		receipt of such complaints of late filing, the Ethics Commission
390	373		shall investigate whether the allegation or allegations are true
391	374		and, if so, shall assess a late filing penalty of One Hundred
392	375		Dollars ($100.00) per day, not to exceed a maximum of One Thousand
393	376		Dollars ($1,000.00) for the filing of any statement or report. If
394	377		the Ethics Commission determines the allegation or allegations are
395	378		not true, it shall take no further action. Persons assessed a late
	379	+	filing fee may protest the assessm ent subject to provisions of the
	380	+	Administrative Procedures Act.
	381	+	SECTION 10. AMENDATORY 19 O.S. 2021, Section 138.11, is
	382	+	amended to read as follows:
	383	+	Section 138.11. Sections 2 through 10 138.12 through 138.19 of
	384	+	this act title shall be the provisions of the Local Government

488	469		Commission promulgated pursuant to Section 3 of Article XXIX of the
489	470		Oklahoma Constitution, including but not li mited to time for filing
490	471		and contents, except as otherwise provided in the County Campaign
491	472		Finance and Financial Disclosure Act. The statement of organization
492	473		shall be accompanied by a check drawn upon the campaign committee 's
493	474		account in the amount of Fif ty Dollars ($50.00) as a nonrefundable
494	475		processing fee to be deposited in the C ounty Election Board Special
495	476		Depository Account. Expenditures from such fees may be made by the
496	477		secretary of the county election board for any lawful purpose.
