4040 An Act relating to schools; requiring parents to

4242 when choosing certain schooling opti ons; prescribing
4343 letter of intent requirements; requiring subsequent
4444 letter of intent under certain circumstances;
4545 requiring the State Department of Education to create
4646 a database of certain schooling personnel; defining
4747 terms; providing for codification; providing an
4848 effective date; and declaring an emergency.

5454 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5555 SECTION 1. NEW LAW A new section of law to be codified
5656 in the Oklahoma Statutes as Section 24 -162 of Title 70, unless there
5757 is created a duplication in numbering, reads as follows:
5858 A. On or before the school district start date, parents making
5959 the decision to choose homeschooling, podschooling, or
6060 microschooling shall submit a letter of intent to the State
6161 Department of Education. The letter of intent shall include the
6262 parent's or parents' names, the child's or children's names, the
6363 home address, the names of any other individuals living within the
6464 home, the names of any associated individuals or organizations

9191 assisting with the child 's or children's schooling, and a brief
9292 statement for the decision of schooling.
9393 B. Any change to or from the decision to homeschool, podschool,
9494 microschool, or change school districts, whether a result of a move
9595 or otherwise, shall require a subsequent letter of intent containing
9696 the information outlined in subsection A of this section.
9797 C. The State Department of Education shall compile a database
9898 of individuals, facilities, and organizations that perform and
9999 assist with homeschool ing, podschooling, or microschooling.
100100 D. For purposes of this section:
101101 1. "Microschool" means a school initiated by one or more
102102 teachers or an entity created to operate a school that charges
103103 tuition for the students who enroll and is an alternative to
104104 enrolling in a public school, private school, homeschool, or
105105 podschool; and
106106 2. "Podschool" means a voluntary association of parents
107107 choosing to group their children together to participate in their
108108 elementary or secondary academic studies as an alternative to
109109 enrolling in a public school, private school, homeschool, or
110110 microschool, including participation in an activity or service
111111 provided to the children in exchange for payment.
112112 SECTION 2. This act shall become effective July 1, 2025.
113113 SECTION 3. It being immediately necessary for the preservation
114114 of the public peace, health or safety, an emergency is hereby
