56	56	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
57	57	SECTION 1. NEW LAW A new section of law to be codified
58	58	in the Oklahoma Statutes as Section 14 -150 of Title 70, unless there
59	59	is created a duplication in numbering, reads as follows:
60	60	A. There is hereby created in the State Treasury a revolving
61	61	fund for the Oklahoma State Board of Career and Tech nology Education
62	62	to be designated the "Apprentice Scholarship Program Revolvin g
63	63	Fund". The fund shall be a continuing fund, not subject to fiscal
64	64	year limitations, and shall consist of monies appropriated by the
65	65	Legislature and private dollars given to th e Oklahoma State Board of

92	92	Career and Technology Education for the purpose of supporting the
93	93	Apprentice Scholarship Program. All monies accruing to the credit
94	94	of the fund are hereby appropriated and may be budgeted and expended
95	95	by the Oklahoma State Board of Career and Technology Education for
96	96	the purpose of running and distributing the Apprentice Scholarship
97	97	Program described in subsection B of this section. Expenditures
98	98	from the fund shall be made on warrants issued by the State
99	99	Treasurer against claims filed by the Oklahoma State Board of Career
100	100	and Technology Education with the Director of the Office of
101	101	Management and Enterprise Services for approval and payment.
102	102	B. Contingent upon the amount of funds available in the
103	103	Apprentice Scholarship Program Rev olving Fund, the Oklahoma State
104	104	Board of Career and Technology Education shall award one or more
105	105	grants annually to support paying the tuition and fees of eligible
106	106	high school graduates enrolling in federally approved apprenticeship
107	107	programs in technical t rades. Eligible students must enroll in
108	108	apprenticeship schools that are Joint Apprenticeship & Training
109	109	Committees designated programs. The Oklahoma State Board of Career
110	110	and Technology Education shall determine the criteria for and
111	111	establish a process f or the submission of grant applications. The
112	112	applications shall be considered on a statewide competitive basis.
113	113	The Oklahoma State Board of Career and Technology Education shall
114	114	promulgate rules for the implementation of the grants issued
115	115	pursuant to this section.
