5656 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5757 SECTION 1. NEW LAW A new section of law to be codified
5858 in the Oklahoma Statutes as Section 14 -150 of Title 70, unless there
5959 is created a duplication in numbering, reads as follows:
6060 A. There is hereby created in the State Treasury a revolving
6161 fund for the Oklahoma State Board of Career and Tech nology Education
6262 to be designated the "Apprentice Scholarship Program Revolvin g
6363 Fund". The fund shall be a continuing fund, not subject to fiscal
6464 year limitations, and shall consist of monies appropriated by the
6565 Legislature and private dollars given to th e Oklahoma State Board of

9292 Career and Technology Education for the purpose of supporting the
9393 Apprentice Scholarship Program. All monies accruing to the credit
9494 of the fund are hereby appropriated and may be budgeted and expended
9595 by the Oklahoma State Board of Career and Technology Education for
9696 the purpose of running and distributing the Apprentice Scholarship
9797 Program described in subsection B of this section. Expenditures
9898 from the fund shall be made on warrants issued by the State
9999 Treasurer against claims filed by the Oklahoma State Board of Career
100100 and Technology Education with the Director of the Office of
101101 Management and Enterprise Services for approval and payment.
102102 B. Contingent upon the amount of funds available in the
103103 Apprentice Scholarship Program Rev olving Fund, the Oklahoma State
104104 Board of Career and Technology Education shall award one or more
105105 grants annually to support paying the tuition and fees of eligible
106106 high school graduates enrolling in federally approved apprenticeship
107107 programs in technical t rades. Eligible students must enroll in
108108 apprenticeship schools that are Joint Apprenticeship & Training
109109 Committees designated programs. The Oklahoma State Board of Career
110110 and Technology Education shall determine the criteria for and
111111 establish a process f or the submission of grant applications. The
112112 applications shall be considered on a statewide competitive basis.
113113 The Oklahoma State Board of Career and Technology Education shall
114114 promulgate rules for the implementation of the grants issued
115115 pursuant to this section.
