5858 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5959 SECTION 1. AMENDATORY 70 O.S. 2021, Section 11 -103.6, as
6060 last amended by Section 1, Chapter 384, O.S.L. 2024 (70 O.S. Supp.
6161 2024, Section 11-103.6), is amended to read as follows:
6262 Section 11-103.6. A. 1. The State Board of Educa tion shall
6363 adopt subject matter standards for instruction of students in the
6464 public schools of this state that are necessary to ensure there is
6565 attainment of desired levels of co mpetencies in a variety of areas

9494 2. School districts shall develop and implement curriculum,
9595 courses and instruction in order to ensure that stude nts meet the
9696 skills and competencies as set forth in this section and in the
9797 subject matter standards adopted by the State Board of Education.
9898 3. All students shall gain literacy at the elementary and
9999 secondary levels. Students shall develop skills in re ading,
100100 writing, speaking, computing, and critical thinking. For purposes
101101 of this section, critical thinking means a manner of analytical
102102 thinking which is logical and uses linear factual analysis to reach
103103 a conclusion. They shall learn about cultures and environments -
104104 their own and those of others with whom they share the earth. All
105105 students shall receive the instruction needed to lead healthy and
106106 physically active lifestyles. Students, therefore, shall study
107107 social studies, literature, languages, the arts, health,
108108 mathematics, and science. Such curricula shall provide for the
109109 teaching of a hands-on career exploration program in cooperation
110110 with technology center schools.
111111 4. The subject matter standards shall be designed to teach the
112112 competencies for which students shall be tested as provided in
113113 Section 1210.508 of this title a nd shall be designed to prepare all
114114 students for active citizenship, employment, and/or successful

142142 coursework at the postsecondary level.
143143 5. The subject matter standards shall be designed with rigor as
144144 defined in paragraph 6 of subsection F of this section.
145145 6. The subject matter standards for English Language Arts shall
146146 give Classic Literature and nonfiction lit erature equal
147147 consideration to other literature. In addition, emphasis shall be
148148 given to the study of complete works of literature.
149149 7. At a minimum, the subject matter standards for mathematics
150150 shall require mastery of the standard algorithms in mathemat ics,
151151 which is the most logical, efficient way of solving a problem that
152152 consistently works, and for students to attain fluency in Euclidian
153153 geometry.
154154 8. The subject matter standards for history, social studies,
155155 and United States Government shall include t he content of the United
156156 States naturalization test, with an emphasis on the s pecific content
157157 of the test and the ideas and concepts it references. The United
158158 States naturalization test shall be made available in physical and
159159 electronic online formats as an optional assessment tool for
160160 teachers.
161161 9. The subject matter standards for United States Government
162162 shall include an emphasis on civics. For the purposes of this
163163 section, "civics" means the study of the rights and duties of

192192 10. The subject matter standards for health and physical
193193 education shall include but not be limited to the domains of
194194 physical, emotional, social, and intellectual health. Health
195195 literacy shall include the abil ity to obtain, process, and
196196 understand basic health information and services needed to make
197197 appropriate health decisions. Health shall also include the
198198 importance of proper nutrition and exercise, mental health and
199199 wellness, substance abuse, coping skills for understanding and
200200 managing trauma, establishing and maintaining positive
201201 relationships, and responsible decision making. Physical literacy
202202 shall include the ability to move with competence and confidence in
203203 a wide variety of physical activities in mu ltiple environments that
204204 benefit the healthy development of the whole person.
205205 B. Subject to the provisions of subsection C or subsection D of
206206 this section, in order to graduate from a public high school
207207 accredited by the State Board of Education with a st andard diploma,
208208 students enrolled in grades eight through twelve in the 2024 -2025
209209 school year shall complete the following college preparatory/work
210210 ready curriculum units or sets of competencies at the secondary
211211 level:

289289 technology center school including computer programming, hardware,
290290 and business computer applications, such as word processing,
291291 databases, spreadsheets, and graphics, excluding keyboarding or
292292 typing courses;
293293 6. One additional unit or set of competencies selected from
294294 paragraphs 1 through 5 of this subsection or career and technology
295295 education courses, concurrently enrolled courses, advanced placement
296296 courses, or International Baccalaureate courses approved for college
297297 admission requirements; and
298298 7. One unit or set of competencies of fine arts, such as music,
299299 art, or drama, or one uni t or set of competencies of speech.
300300 C. In lieu of the requirements of subsection B or subsection D
301301 of this section which requires a college preparatory/work ready
302302 curriculum, a student enrolled in grades eight through twelve in the
303303 2024-2025 school year may enroll in the core curriculum as provided
304304 in this subsection upon written a pproval of the parent or legal
305305 guardian of the student. For students under the age of eighteen
306306 (18) school districts shall require a parent or legal guardian of
307307 the student to meet with a designee of the school prior to
308308 enrollment in the core curriculum. The State Department of
309309 Education shall develop and distribute to school districts a form
310310 suitable for this purpose, which shall include information on the

338338 ready curriculum as provided for in subsection B of this section.
339339 In order to graduate from a public high school accredited by the
340340 State Board of Education with a standard diploma, students enrolled
341341 in grades eight through twelve in the 2024 -2025 school year shall
342342 complete the following core curriculum units or sets of competencies
343343 at the secondary level:
344344 1. Language Arts – 4 units or sets of competencies to consist
345345 of 1 unit or set of competencies of grammar and composition, and 3
346346 units or sets of competencies which may include, but are no t limited
347347 to, the following courses:
348348 a. American Literature,
349349 b. English Literature,
350350 c. World Literature,
351351 d. Advanced English Courses, or
352352 e. other English courses with content and /or rigor equal
353353 to or above grammar and composition;
354354 2. Mathematics – 3 units or sets of competencies to consist of
355355 1 unit or set of competencies of Algebra I or Algebra I taught in a
356356 contextual methodology, and 2 units or sets of competencies which
357357 may include, but are not limited to, the following courses:
358358 a. Algebra II,
359359 b. Geometry or Geometry taught in a contextual
360360 methodology,

403403 technology preparation, or
404404 (2) a science, technology, engineering, and math
405405 (STEM) block course meeting the requirements for
406406 course competencies listed in paragraph 2 of
407407 subsection B of this secti on, whether taught at
408408 a:

587587 D. Beginning with the 2024 -2025 school year, students whose
588588 parent or legal guardian approve modification of the existing
589589 graduation track as outlined in subsections B an d C of this section,
590590 subject to school approval, may complete a minimum of twenty -three
591591 (23) curriculum units or sets of competencies at the secondary level
592592 as listed below; and students entering the eighth grade in the 2025 -
593593 2026 school year, in order to g raduate from a public high school
594594 accredited by the State Board of Education w ith a standard diploma,
595595 students shall complete a minimum of the following twenty -three (23)
596596 curriculum units or sets of competencies at the secondary level:
597597 1. Four units or se ts of competencies of English to include
598598 Grammar, Composition, Literature, or any English course;
599599 2. Four units or sets of competencies of mathematics, two of
600600 which shall be Algebra I and either Algebra II or Geometry. The
601601 other two units may include Alg ebra II, Geometry, Trigonometry, Math
602602 Analysis, Calculus, Statistics, Math of Finance, Computer Science,
603603 college courses approved for dual credit, an approved full -time
604604 postsecondary career and technology program, or locally approved
605605 math based application course, or any mathematics course with
606606 content and/or rigor above Algebra I;
607607 3. Three units or sets of competencies of laboratory science
608608 approved for college admission requirements including one unit or

650650 with each student's Individual Career and Academic Plan (ICAP) and
651651 may include, but are not limited to, any additional units or sets of
652652 competencies as provided in paragraphs 1 through 4 of this
653653 subsection, world or non -English language, computer technology,
654654 Junior Reserve Officers ' Training Corps (JROTC), internship or
655655 apprenticeship programs, career and technology education courses,
656656 concurrently enrolled courses, advanced placement courses,
657657 International Baccalaureate courses approved for college admission

685685 approved courses; and
686686 6. Three units or sets of competencies of electiv e courses
687687 approved by the school district board of education.
688688 E. A school district shall determine the specific description
689689 of the locally approved math and science based application courses
690690 allowed pursuant to paragraphs 2 and 3 of subsection D of this
691691 section. Formal notification with the specific course description
692692 shall be provided to the State Department of Education prior to July
693693 1 of each school year. The notification shall include what courses
694694 will be coded as locally approved math and science ba sed application
695695 courses for the ensuing school year.
696696 F. 1. In addition to th e curriculum requirements of subsection
697697 B, C, or D of this section, in order to graduate from a public high
698698 school accredited by the State Board of Education students shall
699699 complete the requirements for a personal financial literacy passport
700700 as set forth in the Passport to Financial Literacy Act and any
701701 additional course requirements or recommended elective courses as
702702 may be established by the State Board of Education and the dist rict
703703 school board. School districts shall strongly encourage students to
704704 complete two units or sets of competencies of world languages and
705705 two units or sets of competencies of physical and health education.

732732 2. No student shall receive credit for high sch ool graduation
733733 more than once for completion of the same unit or set of
734734 competencies to satisfy the curriculum requirements of this section.
735735 3. A school district shall not be required to offer every
736736 course listed in subsections B, C, and D of this section but shall
737737 offer sufficient courses to allow a student to meet the graduation
738738 requirements during the secondary grade years of the student.
739739 G. For purposes of this section:
740740 1. "Contextual methodology " means academic content and skills
741741 taught by utilizing real-world problems and projects in a way that
742742 helps students understand the application of that knowledge;
743743 2. "Locally approved" means approved by the local school
744744 district board of education;
745745 3. "Math based application course " means a course that teac hes
746746 math content within a real -world application;
747747 4. "Pathway unit" means a course taken by a high school student
748748 that is aligned with the student 's current Individualized Career and
749749 Academic Plan (ICAP);
750750 5. "Qualified agricultural education courses " means courses
751751 that have been determined by the State Board of Education to offer
752752 the sets of competencies for one or more science content areas and
753753 which correspond to academic science courses. Qualified
754754 agricultural education courses shall include, but are not limited
755755 to, horticulture, plant and soil science, natural resources and

782782 environmental science, and animal science. The courses shall be
783783 taught by teachers certified in agricultural education and comply
784784 with all rules of the Oklahoma Department of Care er and Technology
785785 Education;
786786 6. "Rigor" means a level of difficulty that is thorough,
787787 exhaustive and accurate and is appropriate for the grade level;
788788 7. "Science based application course " means a course that
789789 teaches science content within a real -world application;
790790 8. "Sets of competencies " means instruction in those skills and
791791 competencies that are specified in the subject matter standards
792792 adopted by the State Board of Education and other skills and
793793 competencies adopted by the Board, without regard to sp ecified
794794 instructional time; and
795795 9. "Unit" means a Carnegie Unit as defined by the North Central
796796 Association's Commission on Schools.
797797 H. 1. The State Board of Education, State Board of Career and
798798 Technology Education, and State Regents for Higher Educati on shall
799799 adopt a joint plan and electronically submit it to the Speaker of
800800 the Oklahoma House of Representatives and the President Pro Tempore
801801 of the Oklahoma State Senate by January 1, 2025, to ensure that
802802 rigor is maintained in the content, teaching meth odology, level of
803803 expectations for student achievement, and application of learning in
804804 all the courses taught to meet the graduation requirements specified
805805 in subsection D of this section.

832832 2. The State Board of Education shall allow as much flexibility
833833 at the district level as is possible without diminishing the rigor
834834 or undermining the intent of providing these courses. To accomplish
835835 this purpose, the State Department of Education shall work with
836836 school districts in reviewing and approving courses taught by
837837 districts that are not specifically listed in subsections B, C, and
838838 D of this section. Options may include, but shall not be limited
839839 to, courses taken by concurrent enrollment, advanced placement, or
840840 correspondence, or courses bearing different titles .
841841 3. Technology center school districts may offer programs

843843 Students in the tenth grade may be allowed to attend these programs
844844 for up to one-half (1/2) of a school day and credit for the unit s or
845845 sets of competencies required in paragraphs 2, 3, and 6 of
846846 subsection B or C and paragraphs 2 and 3 of subsection D of this
847847 section shall be given if the courses are taught by a teacher
848848 certified in the secondary subject area; provided, credit for uni ts
849849 or sets of competencies pursuant to subsection B of this section
850850 shall be approved for college admission requirements.
851851 4. If a student enrolls in a concurrent course, the school
852852 district shall not be responsible for any costs incurred for that
853853 course, unless the school district does not offer enough course
854854 selection during the student 's secondary grade years to allow the
855855 student to receive the courses needed to meet the graduation

882882 requirements of this section. If the school district does not offer
883883 the necessary course selection during the student 's secondary grade
884884 years, it shall be responsible for the cost of resident tuition at
885885 an institution in The Oklahoma State System of Higher Education,
886886 fees, and books for the concurrent enrollment course, and pr oviding
887887 for transportation to and from the institution to the school site.
888888 It is the intent of the Legislature that for students enrolled
889889 in a concurrent enrollment course which is paid for by the school
890890 district pursuant to this paragraph, the institution charge only the
891891 supplementary and special service fees that are directly rela ted to
892892 the concurrent enrollment course and enrollment procedures for that
893893 student. It is further the intent of the Legislature that fees for
894894 student activities and student serv ice facilities including the
895895 student health care and cultural and recreational service fees not
896896 be charged to such students.
897897 5. Credit for the units or sets of competencies required in
898898 subsection B, C, or D of this section shall be given when such units
899899 or sets of competencies are taken prior to ninth grade if the
900900 teachers are certified or authorized to teach the subjects for high
901901 school credit and the required rigor is maintained.
902902 6. The units or sets of competencies in mathematics required in
903903 subsection B, C, or D of this section may be completed at any time
904904 during the eighth through twelfth grades. If a student completes
905905 any required courses or sets of competencies in mathematics prior to

933933 sets of competencies to fulfill the requirement to complete the
934934 units or sets of competencies in grades eight through twelve after
935935 the student has satisfied the requirements of subsection B, C, or D
936936 of this section.
937937 7. All units or sets of competencie s required for graduation
938938 may be taken in any sequence recommended by the school district.
939939 I. As a condition of receiving accreditation from the State
940940 Board of Education, all students in grades nine through twelve shall
941941 enroll in a minimum of six periods, or the equivalent in block
942942 scheduling or other scheduling structure that allo ws for instruction
943943 in sets of competencies, of rigorous academic and/or rigorous
944944 vocational courses each day, which may include arts, vocal and
945945 instrumental music, speech classes , and physical education classes.
946946 J. 1. Academic and vocational -technical courses designed to
947947 offer sets of competencies integrated or embedded within the course
948948 that provide for the teaching and learning of the appropriate skills
949949 and knowledge in the su bject matter standards, as adopted by the
950950 State Board of Education, may upon a pproval of the Board, in
951951 consultation with the Oklahoma Department of Career and Technology
952952 Education if the courses are offered at a technology center school
953953 district, be counted for academic credit and toward meeting the
954954 graduation requirements of this section.

985985 and the independent district board of education, be counted for
986986 academic credit and toward meeting the graduation requirements of
987987 this section.
988988 3. Internet-based courses or vocational -technical courses
989989 utilizing integrated or embedded skills for which no subject matter
990990 standards have been adopted by the State Board of Education may be
991991 approved by the Board, in consultation with the Oklahoma Department
992992 of Career and Technology Education if the courses are offered by a
993993 technology center school district, if such courses incorporate
994994 standards of nationally recognized professional organizations and
995995 are taught by certified teachers.
996996 4. Courses offered by a suppleme ntal education organization
997997 that is accredited by a national accrediting body and that are
998998 taught by a certified teacher and provide for the teaching and
999999 learning of the appropriate skills and knowledge in the subject
10001000 matter standards may, upon approval of the State Board of Education
10011001 and the school district board of education, be c ounted for academic
10021002 credit and toward meeting the graduation requirements of this
10031003 section.

10301030 K. The State Board of Education shall provide an option for
10311031 high school graduation bas ed upon attainment of the desired levels
10321032 of competencies as required in tests pursuant to the provisions of
10331033 Section 1210.508 of this title. Such option shall be in lieu of the
10341034 amount of course credits earned.
10351035 L. The State Board of Education shall prescri be, adopt and
10361036 approve a promotion system based on the attainment by students o f
10371037 specified levels of competencies in each area of the core
10381038 curriculum.
10391039 M. Children who have individualized education programs pursuant
10401040 to the Individuals with Disabilities Educ ation Act (IDEA), and who
10411041 satisfy the graduation requirements through the individualized
10421042 education program for that student shall be awarded a standard
10431043 diploma.
10441044 N. Any student who completes the curriculum requirements of the
10451045 International Baccalaureate Di ploma Program shall be awarded a
10461046 standard diploma.
10471047 O. Any student who success fully completes an advanced
10481048 mathematics or science course offered pursuant to Section 1210.404
10491049 of this title shall be granted academic credit toward meeting the
10501050 graduation requirements pursuant to paragraph 2 or 3, as
10511051 appropriate, of subsection B, C, or D of this section.
10521052 P. For purposes of this section, the courses approved for
10531053 college admission requirements shall be courses which are approved

10821082 Q. Students who have been denied a standard diploma by the
10831083 school district in which the student is or was enrolled for failing
10841084 to meet the requirements o f this section may re -enroll in the school
10851085 district that denied the student a standard diploma following the
10861086 denial of a standard diploma. The student shall be provided
10871087 remediation or intervention and the opportunity to complete the
10881088 curriculum units or se ts of competencies required by this section to
10891089 obtain a standard diploma. Stu dents who re-enroll in the school
10901090 district to meet the graduation requirements of this section shall
10911091 be exempt from the hourly instructional requirements of Section 1 -
10921092 111 of this title and the six-period enrollment requirements of this
10931093 section.
10941094 R. Notwithstanding the requirements of paragraph 4 of
10951095 subsections B, C, or D of this section, school district boards of
10961096 education shall waive the Oklahoma History requirement for children
10971097 of military families as defined in the Interstate Compact on
10981098 Educational Opportunity for Military Children, set forth in Section
10991099 510.1 of this title, who transition with the military from another
11001100 state and who have satisfactorily completed a similar state history
11011101 class or other one-half unit or set of competencies in history or
11021102 citizenship skills in another state. The school district board of
11031103 education may also waive the Oklahoma History high school graduation

11331133 competencies and knowledge of Oklahoma history or United States

11351135 S. Notwithstanding the requireme nts of this section, children
11361136 of military families as defined in the Interstate Compact on
11371137 Educational Opportunity for Military Children, who transition with
11381138 the military from another state, shall only complete the minimum
11391139 units or sets of competencies req uired to graduate if the student
11401140 has earned extra credits from a Department of Defense Education
11411141 Activity school or from a school in a state whose graduation unit
11421142 requirements are higher than what is required by this section.
11431143 SECTION 2. This act shall become effective July 1, 2025.
11441144 SECTION 3. It being immediately necessary for the preservation
11451145 of the public peace, health or safety, an emergency is hereby
11461146 declared to exist, by reason whereof this act shall take effect and
11471147 be in full force from and after its passage and approval.
