56	61		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
57	62		SECTION 1. NEW LAW A new section of law to be codified
58	63		in the Oklahoma Statutes as Section 508 of Title 69, unless there is
59	64		created a duplication in numbering, reads as follows:
60	65		A. This act shall be known and may be cited as the Evacuati on
61	66		Vehicle Access Corridor Act.
62	67		B. There is hereby created in the State Treasury a revolving
63	68		fund for the Oklahoma Department of Transportation to be designated
64		-	the "Evacuation Vehicle Access Corridor Revolving Fund" or "EVAC
65		-	Fund". The fund shall be a continuing fund, not subject to fiscal

	96	+	the "Evacuation Vehicle Access Corridor Revolving Fund" or "EVAC
	97	+	Fund". The fund shall be a continuing fund, not subject to fiscal
92	98		year limitations, and shall consist of all monies directed for
93	99		deposit to the fund by law. All monies accruing to the credit of
94	100		said fund are hereby appropriated and may be budgeted and expended
95	101		by the Oklahoma Department of Transportation in accordance with the
96	102		provisions provided in Section C of this act. Expenditures from
97	103		said fund shall be made upon warrants issued by the State Treasurer
98	104		against claims filed as prescribed by law with the Director of the
99	105		Office of Management and Enterprise Services for approval and
100	106		payment.
101	107		C. 1. There is hereby established the Evacuati on Vehicle
102	108		Access Corridor Grant Program, which may also be cited as the "EVAC
103	109		Grant Program";
104	110		2. The Oklahoma Department of Transportation shall establish
105	111		and administer the EVAC Grant Program to support the state purpose
106	112		of ensuring the health and safety of the residents of Oklahoma
107		-	living in geographically landlock ed basins by creating evacuation

108	114		corridors. Such program shall embody the following procedures and
109	115		criteria:
110	116		a. the Department shall create and make available to
111	117		counties of the state a standardized Evacuati on
112	118		Vehicle Access Corridor grant application;

114		-	Program, a county must demonstrate a material need to
115		-	construct a county road in a qualified area;

	146	+	b. to be eligible for a grant from the EVAC Grant
	147	+	Program, a county must demonstrate a material need to
	148	+	construct a county road in a qualified area;
142	149		c. grant amounts awarded under the provisions of this act
143	150		shall not exceed the cumulative total of funds
144	151		directed for deposit to the EVAC Fund created in
145	152		subsection B of this act.
146	153		D. As used in the Evacuation Vehicle Access Corridor Act:
147	154		1. "Landlocked" means almost or entirely surrounded by land,
148	155		which lacks practical e ntry and egress by motor vehicles;
149	156		2. "Qualified area" means a landlocked basin in this state with
150	157		no fewer than two thousand (2,000) residents, and that has one or
151	158		fewer roads of entry or egress maintained by a state, county, town
152	159		or municipality road system or systems.
153	160		SECTION 2. This act shall become effective July 1, 2025.
154	161		SECTION 3. It being immediately necessary for the preservation
155	162		of the public peace, health or safety, an emergency is hereby
156	163		declared to exist, by r eason whereof this act shall take effect and
157	164		be in full force from and after its passage and approval.
