AS INTRODUCED 
 
An Act relating to electric vehicles; prohibiting 
certain actions by electric vehicle charging 
providers; requiring certain options for payment; 
making certain exceptions; providing for 
codification; and providing an effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 160.3 9 of Title 17, unless there 
is created a duplicatio n in numbering, reads as follows: 
A.  Electric vehicle charging providers that provide electric 
vehicle charging stations that are open to the general public shall 
not require a user to hold or obtain a membership, subscription, or 
similar account to access or use the charging services. In 
addition, providers shall not collect, store, or require any 
personally identifiable information from users except for 
information strictly ne cessary to complete the payment transaction. 
Providers shall provide an optio n for users to pay through 
universally accepted payment methods, including, but not limited to,

credit cards, debit cards, or mobile payment systems, without 
requiring any additi onal registration or disclosure of personal 
data. 
B.  This section shall not apply to private charging stations or 
those designated for exclusive use by specific individuals, 
businesses, or organizations. 
SECTION 2.  This act shall become e ffective November 1, 2025.
