4540 An Act relating to driver licenses; amending 47 O.S.
4641 2021, Section 6-102, as last amended by Section 36,
4742 Chapter 452, O.S.L. 2024 (47 O.S. Supp. 2024, Section
4843 6-102), which relates to reciprocity agreements with
4944 foreign countries; requiring Service Oklahoma enter

5752 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5853 SECTION 1. AMENDATORY 47 O.S. 2021, Section 6 -102, as
5954 last amended by Section 36, Chapter 452, O.S.L. 2024 (47 O.S. Supp.
6055 2024, Section 6-102), is amended to read as follows:
6156 Section 6-102. A. A nonresident who is sixteen (16) years of
6257 age or older may operate a motor vehicle in this state as authorized
6358 by the class, restrictions, and endorsements specified on the
6459 license, if the nonresident is:
6560 1. Properly licensed in the home state or country to operate a
6661 commercial or noncommercial motor vehicle and wh o has immediate
62+possession of a valid driver license issued by the home state or
63+country; or

94-possession of a valid driver license issued by the home state or
95-country; or
9690 2. A member of the Armed Forces of the United States or the
9791 spouse or dependent of such member who has been issued and is in
9892 possession of a valid driver license issued by an overseas component
9993 of the Armed Forces of the United States.
10094 B. A resident who is at least fifteen (15) years of age may
10195 operate a vehicle in this state wi thout a driver license, if the
10296 resident is:
10397 1. Operating a vehicle pursuant to subsect ion B of Section 6-
10498 105 of this title; or
10599 2. Taking the driving skills examination as required by Section
106100 6-110 of this title, when accompanied by a Driver License Examiner
107101 of Service Oklahoma or by a designated examiner approved and
108102 certified by Service O klahoma.
109103 C. Any person, while in the performance of official duties, may
110104 operate any class of motor vehicle if the person possesses any class
111105 of valid Oklahoma driver l icense or a valid driver license issued by
112106 another state, if the person is:
113107 1. A member of the Armed Forces of the United States who is on
114108 active duty;
115109 2. A member of the military reserves, not including United
116110 States reserve technicians;
111+3. A member of the National Guard who is on active duty
112+including National Guard military technicians ;

144-3. A member of the National Guard who is on active duty
145-including National Guard military technicians;
146139 4. A member of the National Guard who is on part -time National
147140 Guard training including National Guard military technicians; or
148141 5. A member of the United States Coas t Guard who is on active
149142 duty.
150143 D. 1. The Director of Service Oklahoma is hereby autho rized to
151144 adopt rules as may be necessary to enter into reciprocity agreements
152145 with foreign countries. The rules shall specify that the driver
153146 license standards of the foreign country shall be comparable to
154147 those of this state. The rules shall also requir e foreign drivers,
155148 who are operating a motor vehicle in Oklahoma under such a
156149 reciprocity agreement, to comply with the compulsory motor vehicle
157150 liability insurance and financial responsibility laws of this state.
158151 2. Service Oklahoma shall enter into a re ciprocity agreement
159152 for driver licenses with the country of Ireland.
160153 E. When an automated driving system, as defined by Section 1701
161154 of this title, installed on a motor vehicle is engaged, the
162155 following shall apply:
163156 1. The automated driving system is con sidered the driver or
164157 operator, for the purpose of assessing compliance with applicable
165158 traffic or motor vehicle laws, and shall be deemed to satisfy
166159 electronically all physical acts required by a driver or operator of
167160 the vehicle; and
161+2. The automated dr iving system is considered to be licensed to
162+operate the vehicle.

195-2. The automated driving system is considered to be licensed to
