45	40		An Act relating to driver licenses; amending 47 O.S.
46	41		2021, Section 6-102, as last amended by Section 36,
47	42		Chapter 452, O.S.L. 2024 (47 O.S. Supp. 2024, Section
48	43		6-102), which relates to reciprocity agreements with
49	44		foreign countries; requiring Service Oklahoma enter
50	45		into certain agreement with Ireland; and providing an

57	52		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
58	53		SECTION 1. AMENDATORY 47 O.S. 2021, Section 6 -102, as
59	54		last amended by Section 36, Chapter 452, O.S.L. 2024 (47 O.S. Supp.
60	55		2024, Section 6-102), is amended to read as follows:
61	56		Section 6-102. A. A nonresident who is sixteen (16) years of
62	57		age or older may operate a motor vehicle in this state as authorized
63	58		by the class, restrictions, and endorsements specified on the
64	59		license, if the nonresident is:
65	60		1. Properly licensed in the home state or country to operate a
66	61		commercial or noncommercial motor vehicle and wh o has immediate
	62	+	possession of a valid driver license issued by the home state or

94		-	possession of a valid driver license issued by the home state or
95		-	country; or
96	90		2. A member of the Armed Forces of the United States or the
97	91		spouse or dependent of such member who has been issued and is in
98	92		possession of a valid driver license issued by an overseas component
99	93		of the Armed Forces of the United States.
100	94		B. A resident who is at least fifteen (15) years of age may
101	95		operate a vehicle in this state wi thout a driver license, if the
102	96		resident is:
103	97		1. Operating a vehicle pursuant to subsect ion B of Section 6-
104	98		105 of this title; or
105	99		2. Taking the driving skills examination as required by Section
106	100		6-110 of this title, when accompanied by a Driver License Examiner
107	101		of Service Oklahoma or by a designated examiner approved and
108	102		certified by Service O klahoma.
109	103		C. Any person, while in the performance of official duties, may
110	104		operate any class of motor vehicle if the person possesses any class
111	105		of valid Oklahoma driver l icense or a valid driver license issued by
112	106		another state, if the person is:
113	107		1. A member of the Armed Forces of the United States who is on
114	108		active duty;
115	109		2. A member of the military reserves, not including United
116	110		States reserve technicians;
	111	+	3. A member of the National Guard who is on active duty
	112	+	including National Guard military technicians ;

144		-	3. A member of the National Guard who is on active duty
145		-	including National Guard military technicians;
146	139		4. A member of the National Guard who is on part -time National
147	140		Guard training including National Guard military technicians; or
148	141		5. A member of the United States Coas t Guard who is on active
149	142		duty.
150	143		D. 1. The Director of Service Oklahoma is hereby autho rized to
151	144		adopt rules as may be necessary to enter into reciprocity agreements
152	145		with foreign countries. The rules shall specify that the driver
153	146		license standards of the foreign country shall be comparable to
154	147		those of this state. The rules shall also requir e foreign drivers,
155	148		who are operating a motor vehicle in Oklahoma under such a
156	149		reciprocity agreement, to comply with the compulsory motor vehicle
157	150		liability insurance and financial responsibility laws of this state.
158	151		2. Service Oklahoma shall enter into a re ciprocity agreement
159	152		for driver licenses with the country of Ireland.
160	153		E. When an automated driving system, as defined by Section 1701
161	154		of this title, installed on a motor vehicle is engaged, the
162	155		following shall apply:
163	156		1. The automated driving system is con sidered the driver or
164	157		operator, for the purpose of assessing compliance with applicable
165	158		traffic or motor vehicle laws, and shall be deemed to satisfy
166	159		electronically all physical acts required by a driver or operator of
167	160		the vehicle; and
	161	+	2. The automated dr iving system is considered to be licensed to
	162	+	operate the vehicle.
