5858 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5959 SECTION 1. NEW LAW A new section of law to be codified
6060 in the Oklahoma Statutes as Section 24 -162 of Title 70, unless there
6161 is created a duplication in numberin g, reads as follows:
6262 A. The Oklahoma Department of Mental Health and Substanc e Abuse
6363 Services, in cooperation with the Oklahoma State Department of
6464 Education, shall solicit proposals for, and if funds are available,
6565 make grants to local boards of educatio n for the establishment of
6666 pilot programs that utilize artificial intelligence (AI) software as

9393 a safety tool to monitor school issued devices . The proposals for
9494 the pilot programs shall create an AI inference engine that provides
9595 school districts with pr ecise insights into student safety and
9696 readiness to learn and utilize CIPA com plaint web filtering and
9797 other existing and approved data channels to produce a report
9898 concerning a student's readiness to learn, interests, general well -
9999 being, and other multi -tiered systems of support (MTSS) without
100100 requiring direct surveillance of students. Funding may cover the
101101 cost of software, equipment, materials, personnel, and any other
102102 start-up costs of developing the pilot program. Program s may
103103 involve entire district s, combinations of districts, combinations of
104104 schools, or elements of schools individually or in combination.
105105 B. The Oklahoma Department of Mental Health and Substance Abuse
106106 Services, in cooperation with the Oklahoma State Department of
107107 Education, shall determine pilot program criteria and establish a
108108 process for the consideration of proposals. Such proposals for
109109 pilot programs shall be considered on a statewide competitive basis.
110110 C. The Oklahoma Department of Mental Health and Substance Abuse
111111 Services and the State Board of Education shall each have the
112112 authority to require termination of a pilot program or its
113113 continuation at any time that it finds such termination to be in the
114114 best interests of the students involved.

141141 SECTION 2. NEW LAW A new section of law to be codified
142142 in the Oklahoma Statutes as Section 26 -163 of Title 70, unless there
143143 is created a duplication in numbering, reads as follows:
144144 There is hereby created in the State Treasury a revolving fund
145145 for the Oklahoma Department of Mental Health and Substance Abuse
146146 Services to be designated the “ AI School Safety Pilot Programs
147147 Revolving Fund”. The fund shall be a continuing fund, not subject
148148 to fiscal year limitations, and shall consist of all monies received
149149 by the Department from state appropriations provided for the purpose
150150 of implementing the provisions of Section 1 of this act. All monies
151151 accruing to the credit of the fund are hereby appropriated and may
152152 be budgeted and expended by the Department for the purpose provide d
153153 for in this subsection. Expenditures from the fund shall be made
154154 upon warrants issued by the State Treasurer against claims filed as
155155 prescribed by law with the Director of the Office of Management and
156156 Enterprise Services for approval and payment.
157157 SECTION 3. This act shall become effective November 1, 2025.
