58	58	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
59	59	SECTION 1. NEW LAW A new section of law to be codified
60	60	in the Oklahoma Statutes as Section 24 -162 of Title 70, unless there
61	61	is created a duplication in numberin g, reads as follows:
62	62	A. The Oklahoma Department of Mental Health and Substanc e Abuse
63	63	Services, in cooperation with the Oklahoma State Department of
64	64	Education, shall solicit proposals for, and if funds are available,
65	65	make grants to local boards of educatio n for the establishment of
66	66	pilot programs that utilize artificial intelligence (AI) software as

93	93	a safety tool to monitor school issued devices . The proposals for
94	94	the pilot programs shall create an AI inference engine that provides
95	95	school districts with pr ecise insights into student safety and
96	96	readiness to learn and utilize CIPA com plaint web filtering and
97	97	other existing and approved data channels to produce a report
98	98	concerning a student's readiness to learn, interests, general well -
99	99	being, and other multi -tiered systems of support (MTSS) without
100	100	requiring direct surveillance of students. Funding may cover the
101	101	cost of software, equipment, materials, personnel, and any other
102	102	start-up costs of developing the pilot program. Program s may
103	103	involve entire district s, combinations of districts, combinations of
104	104	schools, or elements of schools individually or in combination.
105	105	B. The Oklahoma Department of Mental Health and Substance Abuse
106	106	Services, in cooperation with the Oklahoma State Department of
107	107	Education, shall determine pilot program criteria and establish a
108	108	process for the consideration of proposals. Such proposals for
109	109	pilot programs shall be considered on a statewide competitive basis.
110	110	C. The Oklahoma Department of Mental Health and Substance Abuse
111	111	Services and the State Board of Education shall each have the
112	112	authority to require termination of a pilot program or its
113	113	continuation at any time that it finds such termination to be in the
114	114	best interests of the students involved.

141	141	SECTION 2. NEW LAW A new section of law to be codified
142	142	in the Oklahoma Statutes as Section 26 -163 of Title 70, unless there
143	143	is created a duplication in numbering, reads as follows:
144	144	There is hereby created in the State Treasury a revolving fund
145	145	for the Oklahoma Department of Mental Health and Substance Abuse
146	146	Services to be designated the “ AI School Safety Pilot Programs
147	147	Revolving Fund”. The fund shall be a continuing fund, not subject
148	148	to fiscal year limitations, and shall consist of all monies received
149	149	by the Department from state appropriations provided for the purpose
150	150	of implementing the provisions of Section 1 of this act. All monies
151	151	accruing to the credit of the fund are hereby appropriated and may
152	152	be budgeted and expended by the Department for the purpose provide d
153	153	for in this subsection. Expenditures from the fund shall be made
154	154	upon warrants issued by the State Treasurer against claims filed as
155	155	prescribed by law with the Director of the Office of Management and
156	156	Enterprise Services for approval and payment.
157	157	SECTION 3. This act shall become effective November 1, 2025.
