5352 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOM A:
5453 SECTION 1. NEW LAW A new section of law to be codified
5554 in the Oklahoma Statutes as Section 5013.4 of Title 74, unless there
5655 is created a duplication in numbering, reads as follows:
5756 A. There is hereby created in the State Treasur y a revolving
5857 fund for the Oklahoma Department of Commerce to be designated the
5958 "Oklahoma Main Street Grant Program Revolving Fund", which shall
6059 consist of all monies appropriated, transferred, or oth erwise
6160 designated to the fund by law. The fund shall be a continuing fund,
6261 not subject to fiscal year limitations, and shall be under the
6362 administration of the Oklahoma Department of Commerce. All monies
6463 accruing to the credit of said fund are hereby appropriated and

9290 shall be budgeted and expended in accordan ce with the provisions of
9391 subsection B of this section for the purpose of preserving and

95-be made upon warrants issued by the St ate Treasurer against claims
96-filed as prescribed by law with the Director of the Office of
97-Management and Enterprise Services for approval and payment.

9893 B. In order to be considered for a grant, a Main Street shall
9994 apply to the Oklahoma Department of Commerce. The application shall
10095 be on a form prescribed by the Department of Commerce and shall
10196 contain such information as may be required by the Department of
10297 Commerce to determine if the applicant is qualified.
10398 C. Except as otherwise provided by this section, in order to
10499 qualify for the grant, the Main Street applying shall be required
105100 to:
106101 1. Be a designated and qualified Main Street by the Oklahoma
107102 Main Street Program; and
108103 2. Upon receiving the grant, the Main Street shall cont ract
109104 with the Department of Commerce which will require a submission of
110105 proof that the Main Street is still a designated Main Street and an
111106 invoice to the Department of Commerce to be paid no earlier than
112107 June 1 of any fiscal year in which there are funds to award the
113108 grant.
114109 D. If an awarded Main Street is no longer a designated Main
115110 Street, they will be removed from the grant program and shall be

143-ineligible to receive grant funds. Any funds that are available
144-because of the applicants that were preapproved but are no longer
145139 designated Main Streets will be rea llocated evenly to the other
146140 qualified grant awardees.
147141 E. No Main Street that applies for the grant will depend upon
148142 future awarded funds for operations, but in any year awarded, funds
149143 may go towards any cost associated with their operations.
150144 SECTION 2. This act shall become effective July 1, 2025.
151145 SECTION 3. It being immediately necessary for the preservation
152146 of the public peace, health or safety, an emergency is her eby
153147 declared to exist, by reason whereof this act shall take effect and
154148 be in full force from and after its passage and approval.
