53	52		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOM A:
54	53		SECTION 1. NEW LAW A new section of law to be codified
55	54		in the Oklahoma Statutes as Section 5013.4 of Title 74, unless there
56	55		is created a duplication in numbering, reads as follows:
57	56		A. There is hereby created in the State Treasur y a revolving
58	57		fund for the Oklahoma Department of Commerce to be designated the
59	58		"Oklahoma Main Street Grant Program Revolving Fund", which shall
60	59		consist of all monies appropriated, transferred, or oth erwise
61	60		designated to the fund by law. The fund shall be a continuing fund,
62	61		not subject to fiscal year limitations, and shall be under the
63	62		administration of the Oklahoma Department of Commerce. All monies
64	63		accruing to the credit of said fund are hereby appropriated and

92	90		shall be budgeted and expended in accordan ce with the provisions of
93	91		subsection B of this section for the purpose of preserving and
94		-	developing Oklahoma main streets. Expenditures from the fund shall
95		-	be made upon warrants issued by the St ate Treasurer against claims
96		-	filed as prescribed by law with the Director of the Office of
97		-	Management and Enterprise Services for approval and payment.

98	93		B. In order to be considered for a grant, a Main Street shall
99	94		apply to the Oklahoma Department of Commerce. The application shall
100	95		be on a form prescribed by the Department of Commerce and shall
101	96		contain such information as may be required by the Department of
102	97		Commerce to determine if the applicant is qualified.
103	98		C. Except as otherwise provided by this section, in order to
104	99		qualify for the grant, the Main Street applying shall be required
105	100		to:
106	101		1. Be a designated and qualified Main Street by the Oklahoma
107	102		Main Street Program; and
108	103		2. Upon receiving the grant, the Main Street shall cont ract
109	104		with the Department of Commerce which will require a submission of
110	105		proof that the Main Street is still a designated Main Street and an
111	106		invoice to the Department of Commerce to be paid no earlier than
112	107		June 1 of any fiscal year in which there are funds to award the
113	108		grant.
114	109		D. If an awarded Main Street is no longer a designated Main
115	110		Street, they will be removed from the grant program and shall be
	111	+	ineligible to receive grant funds. Any funds that are available
	112	+	because of the applicants that were preapprov ed but are no longer

143		-	ineligible to receive grant funds. Any funds that are available
144		-	because of the applicants that were preapproved but are no longer
145	139		designated Main Streets will be rea llocated evenly to the other
146	140		qualified grant awardees.
147	141		E. No Main Street that applies for the grant will depend upon
148	142		future awarded funds for operations, but in any year awarded, funds
149	143		may go towards any cost associated with their operations.
150	144		SECTION 2. This act shall become effective July 1, 2025.
151	145		SECTION 3. It being immediately necessary for the preservation
152	146		of the public peace, health or safety, an emergency is her eby
153	147		declared to exist, by reason whereof this act shall take effect and
154	148		be in full force from and after its passage and approval.
