199 | 211 | | renewed for not more than a maximum of three (3) years upon |

200 | 212 | | presentation of a document from an accredited public school district |
---|
201 | 213 | | in this state offering renewed employment in the same area of |
---|
202 | 214 | | specialization and a document from a teacher education institution |
---|
203 | 215 | | verifying satisfactory progress in an appropriate alternative |
---|
204 | 216 | | placement program. |
---|
205 | 217 | | C. Persons enrolled in an alternative placement program shall: |
---|
206 | 218 | | 1. Have never been denied admittance to a teacher education |
---|
207 | 219 | | program approved by the Oklahoma State Regents for Higher Education, |
---|
240 | 252 | | 2. Have on file with the director of teacher education at an |
---|
241 | 253 | | Oklahoma institution of higher education a plan for meeting standard |
---|
242 | 254 | | certification requirements within three (3) years; an d |
---|
243 | 255 | | 3. Participate in an induction program as required in Section |

244 | 256 | | 6-195 of this title and have the same duties and responsibilities as |
---|
245 | 257 | | other inductees. |
---|
246 | 258 | | D. The State Board of Education may grant an exception to the |
---|
247 | 259 | | requirements for certification and, upon d emonstration by an |
---|
248 | 260 | | individual of specific competency in the subject area of |
---|
249 | 261 | | specialization, may grant a certificate to the individual. The |
---|
250 | 262 | | State Board may establish other requirements necessary to grant |
---|
251 | 263 | | exceptions. |
---|
252 | 264 | | E. The State Board of Education, in con sultation with the |
---|
253 | 265 | | Commission for Educational Quality and Accountability, may grant an |
---|
254 | 266 | | exception to the requirement to complete a subject area examination |
---|
255 | 267 | | for initial certification in a field which does not require an |
---|
256 | 268 | | advanced degree pursuant to this secti on if the candidate has an |
---|
257 | 269 | | advanced degree in a subject that is substantially comparab le to the |
---|
258 | 270 | | content assessed on a subject area examination. The degree shall be |
---|
289 | 302 | | F. Student teaching and a prestudent teaching field experience |

290 | 303 | | shall not be required of alternati ve placement program participants |

291 | 304 | | for standard certification. |

292 | 305 | | G. 1. The State Board of Education and the State Board of |

293 | 306 | | Career and Technology Education shall promulgate rules authorizing |

294 | 307 | | adjunct teachers who shall be persons with distinguished |
---|
295 | 308 | | qualifications in their field. Adjunct teachers shall not be |
---|
296 | 309 | | required to meet standard certific ation. A person employed as an |
---|
297 | 310 | | adjunct teacher pursuant to this subsection who does not hold a |
---|
298 | 311 | | valid certificate to teach shall not be considered a teacher as |
---|
299 | 312 | | defined by Section 1-116 of this title. |
---|
300 | 313 | | 2. The State Department of Education shall work with th e |
---|
301 | 314 | | Department of Career and Technology Education as necessary to |
---|
302 | 315 | | implement the rules promulgated by the State Board of Career and |
---|
303 | 316 | | Technology Education as authorized by par agraph 1 of this subsection |
---|
338 | | - | I. The Oklahoma Commission for Teacher Preparation Commission |
---|
339 | | - | for Educational Quality and Acco untability shall not accredit, renew |
---|
340 | | - | the accreditation of, or otherwise approve any teacher education |
---|
341 | | - | program of any institution of higher education in this state that |
---|
342 | | - | has not implemented alternative placement programs in at least four |

343 | | - | areas of specializat ion including mathematics, science and a foreign |

344 | | - | language. Each instituti on shall allow individuals who meet the |

351 | 362 | | of teaching with an alternative placement teaching certificate. Any |
---|
352 | 363 | | person seeking standard certification through an alternative |
---|
353 | 364 | | placement program shall be permitted to take necessary co urses |
---|
354 | 365 | | during regular semesters if offered. |
---|
355 | 366 | | J. The criteria specified in subsection I of this section can |
---|
356 | 367 | | be met through a cooperative arrangement entered into by two or more |
---|
357 | 368 | | institutions of higher education. |
---|
358 | 369 | | SECTION 2. This act shall beco me effective July 1, 2025. |

359 | 370 | | SECTION 3. It being immediately necessary for the preservation |
