5665 BE IT ENACTED BY THE PEOPLE OF THE STAT E OF OKLAHOMA:
5766 SECTION 1. AMENDATORY 70 O.S. 2021, Section 6 -122.3, as
5867 last amended by Section 162, Chapter 452, O.S.L. 2024 (70 O.S. Supp.
5968 2024, Section 6-122.3), is amended to read as follows:
60-Section 6-122.3. A. The State Board of Education shall grant
61-an alternative placement teaching certificate to a person who makes
62-application to the Board and meets the f ollowing criteria:
63-1. a. holds at least a baccalaureate degree from an
64-institution whose accreditation is recognized by the
65-Oklahoma State Regents for Higher Education and has

96+Section 6-122.3. A. The State Boa rd of Education shall grant
97+an alternative placement teaching certificate to a person who makes
98+application to the Board and meets the following criteria:
99+1. a. holds at least a baccalaureate degree from an
100+institution whose accreditation is recognized by the
101+Oklahoma State Regents for Higher Education and has
92102 attained a retention grade poi nt average of not less
93103 than 2.50 on a 4.0 scale, or
94104 b. has successfully completed a terminal degree, such as
95105 a doctorate of philosophy, a doctorate in education,
96106 professional doctorates, a master of fine arts degree
97107 or a master of library science degree, f rom an
98108 institution accredited by a national or regional
99109 accrediting agency which is recognized by the
100110 Secretary of the United States Department of
101111 Education. The Oklahom a State Regents for Higher
102112 Education shall be consulted to verify other terminal
103113 degrees, or
104114 c. holds at least a baccalaureate degree from an
105115 institution whose accreditation is recognized by the
106116 Oklahoma State Regents for Higher Education and has
107117 qualified work experience in a field that corresponds
108118 to an area of certification as determined by the State
109119 Board of Education, and
110-d. in addition to the requirements of subparagraphs a, b
111-and c of this paragraph, has demonstrated competency
112-or completed a major in a field that corresponds to an
113-area of specialization for an Elementary -Secondary
114-Certificate or a Secondary Certificate as determined
115-by the State Board of Education or a vocational -

147+d. in addition to the requirements of subparagraphs a, b
148+and c of this paragraph, has demonstrated competency
149+or completed a major i n a field that corresponds to an
150+area of specialization for an Elementary -Secondary
151+Certificate or a Secondary Certificate as determined
152+by the State Board of Education or a vocational -
142153 technical certificate as recommended by the Oklahoma
143154 Department of Career and Technology Education;
144155 2. Declares the intention to earn standard certification by
145156 means of an alternative placement program in not more than three (3)
146157 years. The State Board of Education shall determine the subject
147158 matter and the number of clock o r semester hours required for the
148159 professional education component for each person mak ing application
149160 for an alternative placement teaching certificate based on the
150161 criteria of paragraph 1 of this subsection.
151162 The State Board of Education shall establish a core minimum of
152163 six (6) semester hours or ninety (90) clock hours and a maximum of
153164 eighteen (18) semester hours or two hundred seventy (270) clock
154165 hours for the professional education component.
155166 The requirements set forth in this subsection shall exclude a ll
156167 student teaching requirements pursuant to the provisions of
157168 subsection E of this se ction;
158-3. Has passed the subject area portion of the competency
159-examination required in Section 6 -187 of this title in the area of
160-specialization for which certification is sought; and
161-4. Either presents a document from an accredited public school
162-district in this state offering employment in the area o f
163-specialization for which certification is sought on condition that
164-the person enroll in an alternative placement program approved by
165-the State Board of Education or declares the intention to seek

196+3. Has passed the subject area portion of the competency
197+examination required in Section 6 -187 of this title in the area of
198+specialization for which certification is sought; and
199+4. Either presents a document from an accredited public school
200+district in this state offering employment in the area of
201+specialization for which certification is sought on condition that
202+the person enroll in an alternative placement progr am approved by
203+the State Board of Education or declares the intention to seek
192204 employment as a teacher at an accredited public school district in
193205 this state. The certificate granted pursuant to this subsection
194206 shall be considered a "valid certificate of qu alification" for the
195207 purposes of Sections 6 -107 and 6-108 of this title, and the holde r
196208 of the certificate shall be considered an inductee for the purposes
197209 of Section 6-195 of this title.
198210 B. An alternative placement teaching certificate shall be
199211 renewed for not more than a maximum of three (3) years upon
200212 presentation of a document from an accredited public school district
201213 in this state offering renewed employment in the same area of
202214 specialization and a document from a teacher education institution
203215 verifying satisfactory progress in an appropriate alternative
204216 placement program.
205217 C. Persons enrolled in an alternative placement program shall:
206218 1. Have never been denied admittance to a teacher education
207219 program approved by the Oklahoma State Regents for Higher Education,
208-the North Central Association of Colleges and Schools and by the
209-Oklahoma Commission for Teacher Preparation Commission for
210-Educational Quality and Accountability to offer teacher education
211-programs, nor have enrolled in and subsequently failed courses
212-necessary to successfully meet the minimum requirements of the
213-program, except those persons who hold a certificate;

247+the North Central Association of Colleges and Schools and by the
248+Oklahoma Commission for Teacher Preparation to offer teacher
249+education programs, nor have enrolled in and subsequently failed
250+courses necessary to successfully meet the minimum re quirements of
251+the program, except those persons who hold a certificate;
240252 2. Have on file with the director of teacher education at an
241253 Oklahoma institution of higher education a plan for meeting standard
242254 certification requirements within three (3) years; an d
243255 3. Participate in an induction program as required in Section
244256 6-195 of this title and have the same duties and responsibilities as
245257 other inductees.
246258 D. The State Board of Education may grant an exception to the
247259 requirements for certification and, upon d emonstration by an
248260 individual of specific competency in the subject area of
249261 specialization, may grant a certificate to the individual. The
250262 State Board may establish other requirements necessary to grant
251263 exceptions.
252264 E. The State Board of Education, in con sultation with the
253265 Commission for Educational Quality and Accountability, may grant an
254266 exception to the requirement to complete a subject area examination
255267 for initial certification in a field which does not require an
256268 advanced degree pursuant to this secti on if the candidate has an
257269 advanced degree in a subject that is substantially comparab le to the
258270 content assessed on a subject area examination. The degree shall be
259-from an institution accredited by a national or regional accrediting
260-agency which is recognized by the Secretary of the U.S. Department
261-of Education. The Commission shall p rovide the Board with the
262-necessary information to determine comparability.

299+agency which is recogn ized by the Secretary of the U.S. Department
300+of Education. The Commission shall provi de the Board with the
301+necessary information to determine comparability.
289302 F. Student teaching and a prestudent teaching field experience
290303 shall not be required of alternati ve placement program participants
291304 for standard certification.
292305 G. 1. The State Board of Education and the State Board of
293306 Career and Technology Education shall promulgate rules authorizing
294307 adjunct teachers who shall be persons with distinguished
295308 qualifications in their field. Adjunct teachers shall not be
296309 required to meet standard certific ation. A person employed as an
297310 adjunct teacher pursuant to this subsection who does not hold a
298311 valid certificate to teach shall not be considered a teacher as
299312 defined by Section 1-116 of this title.
300313 2. The State Department of Education shall work with th e
301314 Department of Career and Technology Education as necessary to
302315 implement the rules promulgated by the State Board of Career and
303316 Technology Education as authorized by par agraph 1 of this subsection
304-and applicable to adjunct teachers employed by the Dep artment of
305-Career and Technology Education including, but not limit ed to,
306-issuing any necessary credentials.

307318 H. Each teacher education institution shall provide the

338-I. The Oklahoma Commission for Teacher Preparation Commission
339-for Educational Quality and Acco untability shall not accredit, renew
340-the accreditation of, or otherwise approve any teacher education
341-program of any institution of higher education in this state that
342-has not implemented alternative placement programs in at least four
343-areas of specializat ion including mathematics, science and a foreign
344-language. Each instituti on shall allow individuals who meet the
345-criteria of subsections A and C of this section to be:
349+I. The Oklahoma Commission for Teacher Preparation shall not
350+accredit, renew the accreditation of, or otherwise approve any
351+teacher education program of any insti tution of higher education in
352+this state that has not implemented alternative placemen t programs
353+in at least four areas of specialization including mathematics,
354+science and a foreign language. Each institution shall allow
355+individuals who meet the criteria of subsections A and C of this
356+section to be:
346357 1. Admitted to an alternative placemen t program without further
347358 qualification; and
348359 2. Offered the opportunity to complete the requirements for
349360 standard certification set forth in subsection A of this section
350361 during the summer preceding and the summer following the first year
351362 of teaching with an alternative placement teaching certificate. Any
352363 person seeking standard certification through an alternative
353364 placement program shall be permitted to take necessary co urses
354365 during regular semesters if offered.
355366 J. The criteria specified in subsection I of this section can
356367 be met through a cooperative arrangement entered into by two or more
357368 institutions of higher education.
358369 SECTION 2. This act shall beco me effective July 1, 2025.
359370 SECTION 3. It being immediately necessary for the preservation
360371 of the public peace, health or safety, an emergency is hereby
