5867 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5968 SECTION 1. NEW LAW A new section of law to be c odified
6069 in the Oklahoma Statutes as Section 301B of Title 44, unless there
6170 is created a duplication in numbering, reads as follows:
62-A. There is hereby created in the State Treasury a revolving
63-fund for the Oklahoma Military Department to be designated the "Base
64-Infrastructure Needs and Development - Schools Revolving Fund",
65-which may also be cited as "BIND – Schools Fund". The fund shall be
66-a continuing fund, not subject to fiscal year limitations, and shall

98+A. There is hereby created in the State Treasury a revolving
99+fund for the Oklahoma Military Departm ent to be designated the "Base
100+Infrastructure Needs and Development - Schools Revolving Fund",
101+which may also be cited as "BIND – Schools Fund". The fund shall be
102+a continuing fund, not subject to fiscal year limitations, and shall
93103 consist of all monies directed for deposit to t he fund by law. All
94104 monies accruing to the credit of said fund are hereby appropriated
95105 and may be budgeted and expended by the Oklahoma Military Department
96106 for the purpose established in Subsection B of this section.
97107 Expenditures from said fund shall be made upon warrants issued by
98108 the State Treasurer against claims filed as prescribed by law with
99109 the Director of the Office of Management and Enterprise Services for
100110 approval and payment.
101111 B. There is hereby established within the Oklahoma Military
102112 Department the "Base Infrastructure Needs and Development – Schools
103113 Program", which may also be cited as the "BIND – Schools Program".
104114 The Department shall utilize funds from the BIND – Schools Fund
105115 created in Subsection A of this section, alone or in combination
106116 with other available funding, to make infrastructure investments,
107117 including, but not limited to, new construction, improving common
108118 education facilities located on military bases in this state, that
109119 will either:
110120 1. Decrease the likelihood of military bas e and other military
111121 infrastructure closures in this state, or
112-2. Increase the likelihood of military base and other military
113-infrastructure expansio ns in this state.
114-SECTION 2. This act shall become effective July 1, 2025.
115-SECTION 3. It being immediately necessary for the preservation
116-of the public peace, health or safety, an emergency is here by

149+2. Increase the likelihood of military base and other military
150+infrastructure expansions in this state.
151+SECTION 2. This act shall become effective July 1, 2025.
152+SECTION 3. It being immediately necessary for the preservation
153+of the public peace, health or safety, an emergency is hereby
143154 declared to exist, by reason whereof this act shall take effect and
144155 be in full force from and after its passage and approval.
