59 | 68 | SECTION 1. NEW LAW A new section of law to be codified | |
60 | 69 | in the Oklahoma Statutes as Section 301B of Title 44, unless there | |

63 | - | fund for the Oklahoma Military Department to be designated the "Base | |
64 | - | Infrastructure Needs and Development - Technology Revolving Fund", | |

96 | 106 | Military Department for the purpose established in Subsection B of | |
97 | 107 | this section. Expenditures from said fund shall be made up on | |
98 | 108 | warrants issued by the State Treasurer against claims filed as | |
99 | 109 | prescribed by law with the Director of the Office of Management and | |
100 | 110 | Enterprise Services for approval and payment. | |
101 | 111 | B. There is hereby established within the Oklahoma Military | |
102 | 112 | Department the "Base Infrastructure Needs and Development – | |
103 | 113 | Technology Program", which may also be cited as the "BIND – | |
104 | 114 | Technology Program". The Department shall utilize funds from the | |
105 | 115 | BIND – Technology Fund created in Subsec tion A of this section, | |
106 | 116 | alone or in combinati on with other available funding, to make | |
107 | 117 | infrastructure investments, including, but not limited to, the | |
108 | 118 | purchase of licenses and software associated with military | |
109 | 119 | simulation training, that will either: | |
110 | 120 | 1. Decrease the likelihood of military base and other military | |
111 | - | infrastructure closures in this state ; or | |
112 | - | 2. Increase the likelihood of military base and other military | |
113 | - | infrastructure expansions in this state. | |
114 | - | SECTION 2. This act shall become effective July 1, 2025. | |
115 | - | SECTION 3. It being immediately necessary for the preservation | |
116 | - | of the public peace, health or safety, an emergency is he reby | |
