5867 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5968 SECTION 1. NEW LAW A new section of law to be codified
6069 in the Oklahoma Statutes as Section 301B of Title 44, unless there
6170 is created a duplication in numbering, reads as follows:
62-A. There is hereby created in the State Treasury a revolving
63-fund for the Oklahoma Military Department to be designated the "Base
64-Infrastructure Needs and Development - Technology Revolving Fund",
65-which may also be cited as "BIND – Technology Fund". The fund shall
66-be a continuing fund, not subject to fiscal year l imitations, and

98+A. There is hereby created in the State Treasury a revolving
99+fund for the Oklahoma Military Department to be designated the "Base
100+Infrastructure Needs and Development - Technology Revolving Fund",
101+which may also be cited as "BIND – Technology Fund". The fund shall
102+be a continuing fund, not subject to fiscal year limitations, and
93103 shall consist of all monies directed for deposit to the fund by law.
94104 All monies accruing to the credit of said fund are hereby
95105 appropriated and may be budgeted and expended by the Oklahoma
96106 Military Department for the purpose established in Subsection B of
97107 this section. Expenditures from said fund shall be made up on
98108 warrants issued by the State Treasurer against claims filed as
99109 prescribed by law with the Director of the Office of Management and
100110 Enterprise Services for approval and payment.
101111 B. There is hereby established within the Oklahoma Military
102112 Department the "Base Infrastructure Needs and Development –
103113 Technology Program", which may also be cited as the "BIND –
104114 Technology Program". The Department shall utilize funds from the
105115 BIND – Technology Fund created in Subsec tion A of this section,
106116 alone or in combinati on with other available funding, to make
107117 infrastructure investments, including, but not limited to, the
108118 purchase of licenses and software associated with military
109119 simulation training, that will either:
110120 1. Decrease the likelihood of military base and other military
111-infrastructure closures in this state ; or
112-2. Increase the likelihood of military base and other military
113-infrastructure expansions in this state.
114-SECTION 2. This act shall become effective July 1, 2025.
115-SECTION 3. It being immediately necessary for the preservation
116-of the public peace, health or safety, an emergency is he reby

151+SECTION 2. This act shall become effe ctive July 1, 2025.
152+SECTION 3. It being immediately necessary for the preservation
153+of the public peace, health or safety, an emergency is hereby
143154 declared to exist, by reason whereof this act shall take effect and
144155 be in full force from and after its passage and approval.
