46	46	certain virtual courses; providing an effective date;

54	54	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
55	55	SECTION 1. AMENDATORY 70 O.S. 2021, Section 628.13, is
56	56	amended to read as follows:
57	57	Section 628.13. A. 1. The Oklahoma State Regents for Higher
58	58	Education, in cooperation with the State Board of Education, shall
59	59	actively encourage the concurrent enrollment in college or
60	60	university courses of eligible high school students on high school
61	61	campuses, on college and university campuses and via online courses.
62	62	2. The State Regent s and State Board shall establish concurrent
63	63	enrollment requirements with an e mphasis on determining course
64	64	readiness and take all necessary actions to ensure the availability

91	91	of concurrent enrollment opportunities to students in all Oklahoma
92	92	high schools.
93	93	B. The State Board of Education in cooperation with the
94	94	Oklahoma State Regents for Higher Education shall prepare
95	95	promotional materials explaining the requirements, features and
96	96	opportunities of concurrent enrollment and shall ensure that the
97	97	independent school districts distribute the materials to each
98	98	student prior to enrollment for each year of high school.
99	99	C. No institution of The Oklahoma State System of Higher
100	100	Education shall deny enrollment in any course to any otherwise
101	101	eligible high school stude nt, or student of at least thirteen (13)
102	102	years of age who is receiving high -school-level instruction at home,
103	103	who meets the requirements of concurrent enrollment, nor shall any
104	104	independent school district prohibit any student who meets the
105	105	requirements of concurrent enrollment from participating.
106	106	D. 1. Each high school senior who meets the eligibility
107	107	requirements for concurrent enrollment shall be entitled to receive
108	108	a tuition waiver equivalent to the amount of resident tuition for a
109	109	maximum of eighteen (18) credit hours in their senior year.
110	110	2. Subject to the high school senior concurrent enrollment
111	111	program being fully funded, each high school junior who meets the
112	112	eligibility requirements for concurrent enrollment shall be entitled
113	113	to receive a tuition waiver equivalent to the amount of resident

140	140	tuition for a maximum of nine (9) credit hours in their junior year,
141	141	subject to the availability of funds.
142	142	3. Tuition waivers provided pursuant to this section shall be
143	143	granted without any limitation on the numb er of waivers granted in
144	144	any year other than the amount of funds available for the program
145	145	and the number of eligible applicants.
146	146	E. When a student earns college credit through concurrent
147	147	enrollment, school districts shall provide academic credit for any
148	148	concurrently enrolled higher education courses that are correlated
149	149	with the academic credit awarded by the institution of higher
150	150	education. Academic credit shall only be transcripted as elective
151	151	credit if there is no correlation between the concurrent enr ollment
152	152	higher education course and a course provided by the school
153	153	district.
154	154	F. Any high school student eligible for concurrent enrollment ,
155	155	who is enrolled in and attending a brick -and-mortar public school or
156	156	charter school, shall attend concurrent enrol lment classes in person
157	157	at his or her physical school building. If a concurrent enrollment
158	158	class is virtual, the student shall travel to his or her physical
159	159	school building, or to a nearby college or university campus to
160	160	participate in the class online.
161	161	G. On or before December 1 of each year, the Oklahoma State
162	162	Regents for Higher Education shall issue an annual report on the
163	163	concurrent enrollment program implemented pursuant to this section.

190	190	The annual report shall include but not be limited to the foll owing
191	191	information:
192	192	1. The number of students participating in concurrent
193	193	enrollment;
194	194	2. The number of students participating in concurrent
195	195	enrollment who received tuition waivers pursuant to subsection D of
196	196	this section;
197	197	3. The high school graduation ra te of students described in
198	198	paragraphs 1 and 2 of this subsection; and
199	199	4. The number of students described in paragraphs 1 and 2 of
200	200	this subsection who earned an associate 's degree or a bachelor 's
201	201	degree at an institution of higher education.
202	202	The annual report shall be posted on the websites of the
203	203	Oklahoma State Regents for Higher Education and the State Department
204	204	of Education.
205	205	SECTION 2. This act shall become effective July 1, 2025.
206	206	SECTION 3. It being immediately neces sary for the preservation
207	207	of the public peace, health or safety, an emergency is hereby
208	208	declared to exist, by reason whereof this act shall take effect and
209	209	be in full force from and after its passage and approval.
