4040 An Act relating to schools; amending 70 O.S. 2021,

5454 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5555 SECTION 1. AMENDATORY 70 O.S. 2021, Section 628.13, is
5656 amended to read as follows:
5757 Section 628.13. A. 1. The Oklahoma State Regents for Higher
5858 Education, in cooperation with the State Board of Education, shall
5959 actively encourage the concurrent enrollment in college or
6060 university courses of eligible high school students on high school
6161 campuses, on college and university campuses and via online courses.
6262 2. The State Regent s and State Board shall establish concurrent
6363 enrollment requirements with an e mphasis on determining course
6464 readiness and take all necessary actions to ensure the availability

9393 B. The State Board of Education in cooperation with the
9494 Oklahoma State Regents for Higher Education shall prepare
9595 promotional materials explaining the requirements, features and
9696 opportunities of concurrent enrollment and shall ensure that the
9797 independent school districts distribute the materials to each
9898 student prior to enrollment for each year of high school.
9999 C. No institution of The Oklahoma State System of Higher
100100 Education shall deny enrollment in any course to any otherwise
101101 eligible high school stude nt, or student of at least thirteen (13)
102102 years of age who is receiving high -school-level instruction at home,
103103 who meets the requirements of concurrent enrollment, nor shall any
104104 independent school district prohibit any student who meets the
105105 requirements of concurrent enrollment from participating.
106106 D. 1. Each high school senior who meets the eligibility
107107 requirements for concurrent enrollment shall be entitled to receive
108108 a tuition waiver equivalent to the amount of resident tuition for a
109109 maximum of eighteen (18) credit hours in their senior year.
110110 2. Subject to the high school senior concurrent enrollment
111111 program being fully funded, each high school junior who meets the
112112 eligibility requirements for concurrent enrollment shall be entitled
113113 to receive a tuition waiver equivalent to the amount of resident

140140 tuition for a maximum of nine (9) credit hours in their junior year,
141141 subject to the availability of funds.
142142 3. Tuition waivers provided pursuant to this section shall be
143143 granted without any limitation on the numb er of waivers granted in
144144 any year other than the amount of funds available for the program
145145 and the number of eligible applicants.
146146 E. When a student earns college credit through concurrent
147147 enrollment, school districts shall provide academic credit for any
148148 concurrently enrolled higher education courses that are correlated
149149 with the academic credit awarded by the institution of higher
150150 education. Academic credit shall only be transcripted as elective
151151 credit if there is no correlation between the concurrent enr ollment
152152 higher education course and a course provided by the school
153153 district.
154154 F. Any high school student eligible for concurrent enrollment ,
155155 who is enrolled in and attending a brick -and-mortar public school or
156156 charter school, shall attend concurrent enrol lment classes in person
157157 at his or her physical school building. If a concurrent enrollment
158158 class is virtual, the student shall travel to his or her physical
159159 school building, or to a nearby college or university campus to
160160 participate in the class online.
161161 G. On or before December 1 of each year, the Oklahoma State
162162 Regents for Higher Education shall issue an annual report on the
163163 concurrent enrollment program implemented pursuant to this section.

190190 The annual report shall include but not be limited to the foll owing
191191 information:
192192 1. The number of students participating in concurrent
193193 enrollment;
194194 2. The number of students participating in concurrent
195195 enrollment who received tuition waivers pursuant to subsection D of
196196 this section;
197197 3. The high school graduation ra te of students described in
198198 paragraphs 1 and 2 of this subsection; and
199199 4. The number of students described in paragraphs 1 and 2 of
200200 this subsection who earned an associate 's degree or a bachelor 's
201201 degree at an institution of higher education.
202202 The annual report shall be posted on the websites of the
203203 Oklahoma State Regents for Higher Education and the State Department
204204 of Education.
205205 SECTION 2. This act shall become effective July 1, 2025.
206206 SECTION 3. It being immediately neces sary for the preservation
207207 of the public peace, health or safety, an emergency is hereby
208208 declared to exist, by reason whereof this act shall take effect and
209209 be in full force from and after its passage and approval.
