6364 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6465 SECTION 1. AMENDATORY 29 O.S. 2021, Section 4 -114, as
6566 amended by Section 6, Chapter 6, O.S.L. 2024 (29 O.S. Supp. 2024,
6667 Section 4-114), is amended to read as follows:
6768 Section 4-114. A. All legal residents who have resided in the
6869 state for at least six (6) months and intend to remain residents ,

9797 J of this section, may purchase lifetime fishing licenses or
9898 lifetime combination hunting and fishing licenses from the State
9999 Wildlife Conservation Director.
100100 B. The fee for these licenses for legal residents shall be:
101101 1. Lifetime fishing license, Three Hundred Seventy -five Dollars
102102 ($375.00);
103103 2. Lifetime combination hunting and fishing license, One
104104 Thousand Twenty-four Dollars ($1,024.00);
105105 3. Senior citizen lifetime fishing license for persons sixty -
106106 five (65) years of age or older, Thirty Dollars ($30.00); and
107107 4. Senior citizen lifetime combination hunting and fishing
108108 license for persons sixty -five (65) years of age or older, Sixty
109109 Dollars ($60.00).
110110 C. Legal The fee for these licenses for nonresidents shall be:
111111 1. Lifetime fishing license, Three Thousand Dollars
112112 ($3,000.00);
113113 2. Lifetime combination hunting and fishing license, Seven
114114 Thousand Five Hundred Dollars ($7,500.00);
115115 3. Senior citizen lifetime fishing license for persons sixty -
116116 five (65) years of age or olde r, Two Hundred Dollars ($200.00); and
117117 4. Senior citizen lifetime combination hunting and fishing
118118 license for persons sixty -five (65) years of age or older, Four
119119 Hundred Dollars ($400.00).

147146 D. A resident having proper certification from the United
148147 States Department of Veterans Affairs or its successor certifying
149148 that the person is a disabled veteran and registered with the
150149 veterans registry created by the Oklahoma Department of Veterans
151150 Affairs may purchase a disability lifetime combination hunting and
152151 fishing license from the State Wildlife Conservation Director. The
153152 fees for the license shall be as follows:
154153 1. Two Hundred Dollars ($200.00) for veterans having a
155154 disability of less than sixty percent (60%); and
156155 2. Twenty-five Dollars ($25.00) for veterans having a
157156 disability of sixty percent (60%) or more.
158157 D. E. The use of the licenses provided in this section are
159158 subject to those restrictions provided by statute and the
160159 regulations of the Wildlife Conservation Commission. Except as
161160 otherwise provided fo r in this section, each lifetime hunting
162161 license issued pursuant to subsections B and, C, and D of this
163162 section shall be in lieu of all annual hunting licenses and all
164163 special season permits.
165164 E. F. Should any lifetime license be lost or destroyed, a
166165 duplicate will be issued by the Department of Wildlife Conservation
167166 for a fee not more than Ten Dollars ($10.00).
168167 F. G. A lifetime licensee shall not lose the privileges of such
169168 license by a subsequent transfer of residency.

197195 G. H. A person who is sixty -four (64) years of age shall be
198196 eligible to purchase a senior citizen lifetime license issued
199197 pursuant to paragraphs 4 through 6 of subsection subsections B and C
200198 of this section during the calendar year in which the person turns
201199 sixty-five (65) years of age.
202200 H. I. The Oklahoma Wildlife Conservation Commission shall
203201 promulgate any rules necessary to implement the provisions of this
204202 section.
205203 J. The licenses for a nonresident under this section shall be
206204 issued to any nonresident , which shall include the spouse an d
207205 children, who are under eighteen (18) years of age, of the
208206 nonresident, who hunts on land he or she owns that:
209207 1. Is a minimum of one hundred sixty (160) acres ;
210208 2. Is not owned by a trust, any type of business entity, or by
211209 multiple owners, excluding j oint tenants with the right of
212210 survivorship;
213211 3. Has been owned by the nonresident for at least one (1) year;
214212 4. The nonresident has paid property taxes on the land for the
215213 previous year; and
216214 5. The nonresident has shown proof of both ownership and paid
217215 taxes to the Oklahoma Department of Wildlife Conservation .
218216 SECTION 2. This act shall become effective July 1, 2025.
219217 SECTION 3. It being immediately necessary for the preservation
220218 of the public peace, health or safety, an e mergency is hereby
