63	64		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
64	65		SECTION 1. AMENDATORY 29 O.S. 2021, Section 4 -114, as
65	66		amended by Section 6, Chapter 6, O.S.L. 2024 (29 O.S. Supp. 2024,
66	67		Section 4-114), is amended to read as follows:
67	68		Section 4-114. A. All legal residents who have resided in the
68	69		state for at least six (6) months and intend to remain residents ,

	96	+	and nonresidents pursuant to the requirements provided in subsection
97	97		J of this section, may purchase lifetime fishing licenses or
98	98		lifetime combination hunting and fishing licenses from the State
99	99		Wildlife Conservation Director.
100	100		B. The fee for these licenses for legal residents shall be:
101	101		1. Lifetime fishing license, Three Hundred Seventy -five Dollars
102	102		($375.00);
103	103		2. Lifetime combination hunting and fishing license, One
104	104		Thousand Twenty-four Dollars ($1,024.00);
105	105		3. Senior citizen lifetime fishing license for persons sixty -
106	106		five (65) years of age or older, Thirty Dollars ($30.00); and
107	107		4. Senior citizen lifetime combination hunting and fishing
108	108		license for persons sixty -five (65) years of age or older, Sixty
109	109		Dollars ($60.00).
110	110		C. Legal The fee for these licenses for nonresidents shall be:
111	111		1. Lifetime fishing license, Three Thousand Dollars
112	112		($3,000.00);
113	113		2. Lifetime combination hunting and fishing license, Seven
114	114		Thousand Five Hundred Dollars ($7,500.00);
115	115		3. Senior citizen lifetime fishing license for persons sixty -
116	116		five (65) years of age or olde r, Two Hundred Dollars ($200.00); and
117	117		4. Senior citizen lifetime combination hunting and fishing
118	118		license for persons sixty -five (65) years of age or older, Four
119	119		Hundred Dollars ($400.00).

147	146		D. A resident having proper certification from the United
148	147		States Department of Veterans Affairs or its successor certifying
149	148		that the person is a disabled veteran and registered with the
150	149		veterans registry created by the Oklahoma Department of Veterans
151	150		Affairs may purchase a disability lifetime combination hunting and
152	151		fishing license from the State Wildlife Conservation Director. The
153	152		fees for the license shall be as follows:
154	153		1. Two Hundred Dollars ($200.00) for veterans having a
155	154		disability of less than sixty percent (60%); and
156	155		2. Twenty-five Dollars ($25.00) for veterans having a
157	156		disability of sixty percent (60%) or more.
158	157		D. E. The use of the licenses provided in this section are
159	158		subject to those restrictions provided by statute and the
160	159		regulations of the Wildlife Conservation Commission. Except as
161	160		otherwise provided fo r in this section, each lifetime hunting
162	161		license issued pursuant to subsections B and, C, and D of this
163	162		section shall be in lieu of all annual hunting licenses and all
164	163		special season permits.
165	164		E. F. Should any lifetime license be lost or destroyed, a
166	165		duplicate will be issued by the Department of Wildlife Conservation
167	166		for a fee not more than Ten Dollars ($10.00).
168	167		F. G. A lifetime licensee shall not lose the privileges of such
169	168		license by a subsequent transfer of residency.

197	195		G. H. A person who is sixty -four (64) years of age shall be
198	196		eligible to purchase a senior citizen lifetime license issued
199	197		pursuant to paragraphs 4 through 6 of subsection subsections B and C
200	198		of this section during the calendar year in which the person turns
201	199		sixty-five (65) years of age.
202	200		H. I. The Oklahoma Wildlife Conservation Commission shall
203	201		promulgate any rules necessary to implement the provisions of this
204	202		section.
205	203		J. The licenses for a nonresident under this section shall be
206	204		issued to any nonresident , which shall include the spouse an d
207	205		children, who are under eighteen (18) years of age, of the
208	206		nonresident, who hunts on land he or she owns that:
209	207		1. Is a minimum of one hundred sixty (160) acres ;
210	208		2. Is not owned by a trust, any type of business entity, or by
211	209		multiple owners, excluding j oint tenants with the right of
212	210		survivorship;
213	211		3. Has been owned by the nonresident for at least one (1) year;
214	212		4. The nonresident has paid property taxes on the land for the
215	213		previous year; and
216	214		5. The nonresident has shown proof of both ownership and paid
217	215		taxes to the Oklahoma Department of Wildlife Conservation .
218	216		SECTION 2. This act shall become effective July 1, 2025.
219	217		SECTION 3. It being immediately necessary for the preservation
220	218		of the public peace, health or safety, an e mergency is hereby
