44	44	certain notification through United States mail;

54	54	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
55	55	SECTION 1. AMENDATORY 47 O.S. 2021, Section 1131, as
56	56	amended by Section 145, Chapter 282, O.S.L. 2022 (47 O.S. Supp.
57	57	2024, Section 1131), is amended to read as follows:
58	58	Section 1131. Service Oklahoma shall annually notify all
59	59	persons within the state who have a previous registration on record
60	60	of the period for registration renewal. Service Oklahoma shall send
61	61	the notifications through the United States mail and to the
62	62	electronic mail address provided by the person. If a person d oes
63	63	not provide an electronic mail address then Service Oklahoma shall
64	64	notify the person only through the United States mail. Electronic

91	91	mail notifications shall be sent weekly until such time as the
92	92	registration is renewed. The notifications shall conta in all
93	93	necessary information for such registration and licensing including
94	94	a breakdown of all charges to be paid by the owner and shall contain
95	95	instructions as to the procedure for renewal upon presentation to a
96	96	licensed operator or by return mail to Servi ce Oklahoma's state
97	97	office. The content and form of the notice shall be deter mined by
98	98	Service Oklahoma. Use of a postcard or electronic mail type renewal
99	99	notice is specifically permitted. Service Oklahoma shall provide
100	100	information on its public website instructing persons on the
101	101	procedure for obtaining an annual notification via electronic mail,
102	102	outlining all charges and fees associated with the registration of a
103	103	vehicle, as well as an explanation of the apportionment of vehicle
104	104	fees and penalties. The cost of mailing shall be One Dollar ($1.00)
105	105	for license plates and fifty cents ($0.50) for decals, titles or
106	106	other forms or devices provided in this act. Provided, that Service
107	107	Oklahoma may adjust any mailing costs as deemed appropriate to allow
108	108	for increased or additional fees charged by the United States Postal
109	109	Service.
110	110	Failure by any applicant to receive notification of renewal as
111	111	provided by this act shall not excuse the applicant from properly
112	112	obtaining any registration or license at the proper time b y
113	113	presenting proof of ownership to Service Oklahoma 's state office or
114	114	to a licensed operator.
