5454 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5555 SECTION 1. NEW LAW A new section of law to be codified
5656 in the Oklahoma Statutes as Section 5001 of Title 2, unless there is
5757 created a duplication in numbering, reads as follows:
5858 This act shall be known and may be cited as the "Expanding
5959 Access to Local Foods Act of 2025 ".
6060 SECTION 2. NEW LAW A new section of law to be codified
6161 in the Oklahoma Statutes as Section 5002 of Title 2, unless there is

8989 A. As used in this act, "Market value" means the price that a
9090 property would sell for in a competitive market under fair
9191 conditions.
9292 B. There is hereby created a program to purchase locally grown
9393 fruits and vegetable s from small and underserved producers in
9494 Oklahoma to be administered by the Oklahoma Department of
9595 Agriculture, Food, and Forestry . to accomplish the goals of this
9696 act, the Department is authorized to use the funds available in the
9797 Expanding Access to Local Foods Program Revolving Fund established
9898 in Section 3 of this act. The purpose of the program i s to maintain
9999 and improve food and agricultural supply chain resiliency and expand
100100 economic opportunities for small and underserved producers while
101101 promoting food security .
102102 C. The Department shall purchase at market value locally grown
103103 fruits and vegetables from small and underserved producers in
104104 Oklahoma and shall donate those fru its and vegetables to non -profits
105105 in Oklahoma that distribute food within the state free of charge.
106106 D. The Department shall promulgate rules and procedures to
107107 effectuate the provisions of this act
108108 SECTION 3. NEW LAW A new section of law to be codified
109109 in the Oklahoma Statutes as Section 5007 of Title 2, unless there is
110110 created a duplication in numbering, reads as follows:
111111 There is hereby created in the Sta te Treasury a revolving fund
112112 for the Oklahoma Department of Agriculture, Food, and Forestry to be

139139 designated the "Expanding Access to Local Foods Program Revolving
140140 Fund". The fund shall be a continuing fund, not subject to fiscal
141141 year limitations, and sha ll consist of all monies received by the
142142 Department from appropriations, federal grants or funds, municipal
143143 contributions, private contributions, and any other sources,
144144 including interest earned from the income in the fund, that are
145145 designated for deposit to such fund or designated for duties
146146 associated with this act. All monies accruing to the credit of said
147147 fund are hereby appropriated and may be budgeted and expended by the
148148 Oklahoma Department of Agriculture, Food, and Forestry to perform
149149 the duties imposed on the Department by law. Expenditures from said
150150 fund shall be made upon warrants issued by the State Treasurer
151151 against claims filed as prescribed by law with the Director of the
152152 Office of Management and Enterprise Services for approval and
153153 payment.
154154 SECTION 4. This act shall become effective November 1, 2025.
