4040 An Act relating to prisoner reentry; creating the

5151 the acceptance of funds from philanthropic
5252 organizations and federal grants; requiring an
5353 assessment of the pilot program; directing the
5454 Department to annually submit assessment report to
5555 the Governor and Legislature; directing the

6262 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6363 SECTION 1. NEW LAW A new section of law to be codified
6464 in the Oklahoma Statutes as Section 510.8d of Title 57, unless there
6565 is created a duplication in numbering, reads as follows:
6666 A. The State Department of Corrections shall establish the
6767 Oklahoma Prisoner Reentry Pilot Program, as funds become available,
6868 for inmates under the jurisdiction of the Department who have been

9595 sentenced to a term of imprisonment and who are likely to benefit
9696 from case management reentry strategies designed for the specific
9797 needs of inmates transitioning from prison into the community. The
9898 purpose of the pilot program shall be to implement evidence -based
9999 practices and strategies that promote improved public safet y
100100 outcomes for inmates reentering society after serving a term of
101101 incarceration and while released on parole.
102102 B. The pilot program shall be initiated in a county that has a
103103 population in excess of five hundred thousand (500,000) according to
104104 the latest Federal Decennial Census. The pilot program shall be
105105 supported by employees of the Department of Corrections focusing
106106 primarily on case management services for eligible inmates selected
107107 for the pilot program. Any inmate with a medium or high risk of
108108 felony arrest shall be eligible for participation in the pilot
109109 program.
110110 C. Employees of the Department shall assist inmates on parole
111111 who are assigned to the pilot program in managing basic needs,
112112 including housing, job training and placement, medical and menta l
113113 health care and any additional programming or responsibilities
114114 attendant to the terms of the reentry requirements of the inmate.
115115 Employees of the Department shall also work closely with the inmates
116116 to prepare, monitor, revise, and fulfill individualized inmate
117117 reentry plans consistent with this section during the term of the
118118 pilot program.

145145 D. Individualized inmate reentry plans shall focus on
146146 connecting inmates to services for which the inmate is eligible
147147 under existing federal, state, and local laws.
148148 E. Case management services shall be prioritized for inmates
149149 identified as potentially benefiting from assistance with the
150150 following:
151151 1. Food, including the immediate need and long -term planning
152152 for obtaining food;
153153 2. Clothing, including the immediate ne ed to obtain appropriate
154154 clothing;
155155 3. Shelter, including the immediate need to obtain housing;
156156 4. Benefits including, but not limited to, general assistance,
157157 benefits administered by the federal Social Security Administration,
158158 state Medicaid program, and veterans benefits;
159159 5. Health services, including accessing community mental
160160 health, medical, and dental treatment;
161161 6. Substance abuse services, including assisting inmates with
162162 obtaining community substance abuse treatment or related twelve-step
163163 program information and locations;
164164 7. Income, including developing and implementing a feasible
165165 plan to obtain income and employment reflecting the highest level of
166166 work appropriate for the abilities and experience of the inmate;
167167 8. Identification cards, includi ng assisting reentering inmates
168168 with obtaining driver licenses or state identi fication cards;

195195 9. Life skills, including assisting with the development of
196196 skills concerning money management, interviewing for jobs, resume
197197 writing, and activities of daily li ving;
198198 10. Activities, including working with reentering inmates in
199199 choosing and engaging in suitable and productive activities;
200200 11. Support systems, including working with reentering inmates
201201 on developing a support system which may consist of prosocial
202202 friends, family, and community groups and activities such as
203203 religious activities, recovery groups, and other social events;
204204 12. Academic and vocational programs, including assisting
205205 reentering inmates in developing and implementing a realistic plan
206206 to achieve an academic education, vocational training, or both;
207207 13. Discharge planning, including developing post parole plans
208208 to sustain the achievements and goals of the reentering inmate to
209209 ensure long-term community success; and
210210 14. Transitional support se rvices, including transportation
211211 services, twenty-four-hour on-call support and conflict resolution
212212 support.
213213 F. The Department shall be authorized to enter into public -
214214 private partnerships to assist in providing higher education
215215 programs and reentry servi ces for inmates and funding said programs
216216 and services for the pilot program.
217217 G. The Department shall be authorized to accept funding for the
218218 pilot program from philanthropic organizations or federal grants.

245245 H. The Department shall contract for an evalua tion of the pilot
246246 program that will assess its effectiveness in reducing recid ivism
247247 among offenders transitioning from prison into the community.
248248 I. The Department shall submit a report of the findings from
249249 its evaluation of the pilot program to the Legis lature and the
250250 Governor annually for as long as the program is funded.
251251 J. The State Department of Corrections is hereby authorized to
252252 promulgate policies necessary to implement the provisions of this
253253 section.
254254 SECTION 2. This act shall bec ome effective November 1, 2025.
