40	40	A Joint Resolution directing the Secretary of State
41	41	to refer to the people for their approval or
42	42	rejection a proposed amendmen t to Section 1 of
43	43	Article XXIV of the Constitution of the State of
44	44	Oklahoma; modifying provisions related to voting
45	45	requirement for passage during legislative process;

52	52	BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES AND THE SENATE OF THE
53	53	1ST SESSION OF THE 60TH OKLAHOMA LEGISLATURE:
54	54	SECTION 1. The Secretary of State shall refer to the people for
55	55	their approval or rejection, as and in the manner provided by law,
56	56	the following proposed amendment to Section 1 of Article XXIV of the
57	57	Constitution of the State of Oklahoma to read as follows:
58	58	Section 1. Any amendment or amendments to this Constitution may
59	59	be proposed in either branch of the Legislature, and if the same
60	60	shall be agreed to by a majority three-fourths (3/4) of all the
61	61	members elected to each of the two (2) houses, s uch proposed
62	62	amendment or amendments shall, with the yeas and nays thereon, be
63	63	entered in their journals and referred by the Secretary of State to

90	90	the people for their approval or rejection, at the next regular
91	91	general election, except when the Legislature, by a two -thirds (2/3)
92	92	vote of each house, shall order a special election for that purpose.
93	93	If a majority of all the electors voting on any proposed amendment
94	94	at such election shall vote in favor thereof, it shall thereby
95	95	become a part of this Constituti on.
96	96	No proposal for the amendment or alteration of this Constitution
97	97	which is submitted to the voters shall embrace more than one general
98	98	subject and the voters shall vote separately for or against each
99	99	proposal submitted; provided, however, that in the submission of
100	100	proposals for the amendment of this Constitution by articles, which
101	101	embrace one general subject, each proposed article shall be deemed a
102	102	single proposal or proposition.
103	103	SECTION 2. The Ballot Title for the proposed Constitutiona l
104	104	amendment as set forth in SECTION 1 of this resolution shall be in
105	105	the following form:

108	108	THE GIST OF THE PROPOSITION IS AS FOLLOWS:
109	109	This measure amends the Oklahoma Constitution. It amends
110	110	Section 1 of Article 24. This section relates to proposed
111	111	amendments to the Oklahoma Constitution if the proposal is
112	112	referred to a vote of the people in a measure passed by the
113	113	Legislature. This measure would change the number of votes

142	142	majority of the members of each chamber of the Legislature to

151	151	SECTION 2 hereof, with the Secretary of State and one copy with the
152	152	Attorney General.
