5454 BE IT RESOLVED BY THE HOUSE OF R EPRESENTATIVES AND THE SENATE OF THE
5555 1ST SESSION OF THE 60TH OKLAHOMA LEGISLATURE:
5656 SECTION 1. The Secretary of State shall refer to the people for
5757 their approval or rejection, as and in the manner provided by law,
5858 the following proposed am endment to Section 4 of Article XIII of the
5959 Constitution of the State of Oklahoma to read as follows:
6060 SECTION 4. A. The Legislature shall provide for the compulsory
6161 attendance at some public or other school, unless other means of
6262 education are provided, of all the children in the State who are
6363 sound in mind and body, between the ages of eight and sixteen years,
6464 for at least three months in each year.

9191 B. Parents and legal guardians shall have the right to direct
9292 the education of their children. The Legislature shall not regulate
9393 schools that do not receive public funds or other means of
9494 education.
9595 SECTION 2. The Ballot Title for the proposed Constitutional
9696 amendment as set forth in SECTION 1 of this resolution shall be in

100100 THE GIST OF THE PROPOSITION IS AS FOLLOWS:
101101 This measure amends the Oklahoma Constitution. It amends Section
102102 4 of Article 13. The Oklahoma Constitution currently requires
103103 all children to attend school, unless the children are receiving
104104 education in another way. This measure adds language declaring a
105105 parent or guardian's right to educate their child how they want
106106 to. This measure prevents the Oklahoma Legislature from passing
107107 laws that control the affairs of a private school, home school,
108108 or other school that does not receiv e public funds.
