54	54	BE IT RESOLVED BY THE HOUSE OF R EPRESENTATIVES AND THE SENATE OF THE
55	55	1ST SESSION OF THE 60TH OKLAHOMA LEGISLATURE:
56	56	SECTION 1. The Secretary of State shall refer to the people for
57	57	their approval or rejection, as and in the manner provided by law,
58	58	the following proposed am endment to Section 4 of Article XIII of the
59	59	Constitution of the State of Oklahoma to read as follows:
60	60	SECTION 4. A. The Legislature shall provide for the compulsory
61	61	attendance at some public or other school, unless other means of
62	62	education are provided, of all the children in the State who are
63	63	sound in mind and body, between the ages of eight and sixteen years,
64	64	for at least three months in each year.

91	91	B. Parents and legal guardians shall have the right to direct
92	92	the education of their children. The Legislature shall not regulate
93	93	schools that do not receive public funds or other means of
94	94	education.
95	95	SECTION 2. The Ballot Title for the proposed Constitutional
96	96	amendment as set forth in SECTION 1 of this resolution shall be in
97	97	the following form:

100	100	THE GIST OF THE PROPOSITION IS AS FOLLOWS:
101	101	This measure amends the Oklahoma Constitution. It amends Section
102	102	4 of Article 13. The Oklahoma Constitution currently requires
103	103	all children to attend school, unless the children are receiving
104	104	education in another way. This measure adds language declaring a
105	105	parent or guardian's right to educate their child how they want
106	106	to. This measure prevents the Oklahoma Legislature from passing
107	107	laws that control the affairs of a private school, home school,
108	108	or other school that does not receiv e public funds.
