AS INTRODUCED 
 
A Joint Resolution directing the Secretary of State 
to refer to the people for their approval or 
rejection a proposed amendm ent to Section 4 of 
Article XIII of the Constitution of the State of 
Oklahoma; changing school attendance requirement to 
certain children; providing ballot title; and 
directing filing. 
 
 
 
 
 
 
 
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES AND THE SE NATE OF THE 
1ST SESSION OF THE 60TH OKLAHOMA LEGISLATURE: 
SECTION 1.  The Secretary of State shall refer to the people for 
their approval or rejection, as and in the manner provided by law, 
the following proposed amendment to Section 4 of A rticle XIII of the 
Constitution of the State of Oklahoma to read as follows: 
SECTION 4.  The Legislature shall provide for the compulsory 
attendance at some public or other school, unless other means of 
education are provided, of all the children in the St ate who are 
state resident United States citizens or otherwise legally approved 
by the Oklahoma Legislature through enacted state law, who are sound

in mind and body, between the ages of eight and sixteen years, for 
at least three months in each year. 
SECTION 2.  The Ballot Title for the proposed Constitutional 
amendment as set forth in SECTION 1 of this resolution shall be in 
the following form: 
BALLOT TITLE 
Legislative Referendum No. ____ State Question No. ____ 
THE GIST OF THE PROPOSITION IS AS FOLLOWS: 
This measure amends the Oklahoma Constitution. It amends Section 4 
of Article 13. The Oklahoma Constitution currently requires all 
children to attend school within the state for a certain amount of 
time, unless the children are provided edu cation in another way. 
This measure changes the requirement of all children to attend 
school to only requiring children who are United States citizens, or 
required by another law, to attend school within the state. 
SHALL THE PROPOSAL BE APPROVED?

SECTION 3.  The Chief Clerk of the House of Representatives, 
immediately after the passage of this resolution, shall prepare and 
file one copy thereof, including the Ballo t Title set forth in 
SECTION 2 hereof, with the Secretary of State and one copy with the 
Attorney General.
