4141 A Joint Resolution directing the Secretary of State

5454 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES AND THE SENATE OF THE
5555 1ST SESSION OF THE 60TH OKLAHOM A LEGISLATURE:
5656 SECTION 1. The Secretary of State shall refer to the people for
5757 their approval or rejection, as and in the manner provided by law,
5858 the following proposed amendment to Section 3 of Article V of the
5959 Constitution of the State of Oklahoma to read as follows:
6060 Section 3. Referendum petitions shall be filed with the
6161 Secretary of State not more than ninety (90) days after the final
6262 adjournment of the session of the Legislature which passed the bill
6363 on which the referendum is demande d. The veto power of the Governor
6464 shall not extend to measures voted on by the people. All elections

9191 on measures referred to the people of the state shall be had at the
9292 next election held throughout the state. Any measure referred to
9393 the people by the initiative or referendum shall take effect and be
9494 in force when it shall have been approved by a majority of the votes
9595 cast thereon and not otherwise.
9696 The style of all bills shall be: "Be it Enacted By the People
9797 of the State of Oklahoma. "
9898 Petitions and orders for the initiative and for the referendum
9999 shall be filed with the Secretary of State and addressed to the
100100 Governor of the state, who shall submit the same to the people. The
101101 Legislature shall make suitable provisions for carrying into effect
102102 the provisions of this article.
103103 SECTION 2. The Ballot Title for the proposed Constitutional
104104 amendment as set forth in SECTION 1 of this resolution shall be i n

108108 THE GIST OF THE PROPOSITION IS AS FOLLOWS:
109109 This measure amends the Oklahoma Constitution. It amends
110110 Section 3 of Article 5. This section currently allows the
111111 Legislature or Governor to set a special election date for
112112 measures that are proposed by the people for a statewide vote.
113113 This measure would remove the Legislature's and Governor's
