41	41	A Joint Resolution directing the Secretary of State

43	43	rejection a proposed amendme nt to Section 3 of

46	46	Governor with respect to special election dates for
47	47	referred measures; providing ballot title; and

54	54	BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES AND THE SENATE OF THE
55	55	1ST SESSION OF THE 60TH OKLAHOM A LEGISLATURE:
56	56	SECTION 1. The Secretary of State shall refer to the people for
57	57	their approval or rejection, as and in the manner provided by law,
58	58	the following proposed amendment to Section 3 of Article V of the
59	59	Constitution of the State of Oklahoma to read as follows:
60	60	Section 3. Referendum petitions shall be filed with the
61	61	Secretary of State not more than ninety (90) days after the final
62	62	adjournment of the session of the Legislature which passed the bill
63	63	on which the referendum is demande d. The veto power of the Governor
64	64	shall not extend to measures voted on by the people. All elections

91	91	on measures referred to the people of the state shall be had at the
92	92	next election held throughout the state. Any measure referred to
93	93	the people by the initiative or referendum shall take effect and be
94	94	in force when it shall have been approved by a majority of the votes
95	95	cast thereon and not otherwise.
96	96	The style of all bills shall be: "Be it Enacted By the People
97	97	of the State of Oklahoma. "
98	98	Petitions and orders for the initiative and for the referendum
99	99	shall be filed with the Secretary of State and addressed to the
100	100	Governor of the state, who shall submit the same to the people. The
101	101	Legislature shall make suitable provisions for carrying into effect
102	102	the provisions of this article.
103	103	SECTION 2. The Ballot Title for the proposed Constitutional
104	104	amendment as set forth in SECTION 1 of this resolution shall be i n

108	108	THE GIST OF THE PROPOSITION IS AS FOLLOWS:
109	109	This measure amends the Oklahoma Constitution. It amends
110	110	Section 3 of Article 5. This section currently allows the
111	111	Legislature or Governor to set a special election date for
112	112	measures that are proposed by the people for a statewide vote.
113	113	This measure would remove the Legislature's and Governor's
114	114	ability to set those special election dates. All measures

149	149	SECTION 2 hereof, with the Secretary of State and one copy with the
150	150	Attorney General.
