45	45	advocate for justice and equity in Oklahoma;
46	46	proclaiming May 23 as Kate Barnard Day in the State

53	53	WHEREAS, Catherine Ann "Kate" Barnard was born on May 23, 1875,
54	54	in Geneva, Nebraska, and moved to Oklahoma at t he age of 12 where
55	55	she became a devout Cat holic and lifelong servant of the people; and
56	56	WHEREAS, Kate Barnard was the first woman elected to statewide
57	57	office in the United States, serving two terms as the Oklahoma
58	58	Commissioner of Charities beginning in 190 7 at a time when women in
59	59	Oklahoma did not yet have the right to vote; and
60	60	WHEREAS, during her tenure, Kate Barnard was responsible for the
61	61	passage of over thirty (30) statutory laws, many of which laid the
62	62	foundation for the modern Department of Correctio ns, Department of
63	63	Human Services, and Depa rtment of Mental Health and Substance Abuse

92	92	WHEREAS, the fearless advocacy of Kate Barnard extended to
93	93	improving conditions for the working class, addressing child labor,
94	94	expanding access to education , and reforming the prison and mental
95	95	health systems; and
96	96	WHEREAS, despite retaliation by powerful political and
97	97	industrial interests , including defunding her office, Kate Barnard
98	98	remained steadfast in her mission to return stolen oil lands and
99	99	financial assets to Native American children, securin g over One
100	100	Million Dollars ($1,000,000.00) on their behalf; and
101	101	WHEREAS, the work of Kate Barnard continues to inspire
102	102	generations of advocates, policymakers, and public servants, and as
103	103	such, her legacy is honored with a statue in the Oklahoma State
104	104	Capitol and the naming of the Kate Barnard Community Corrections
105	105	Center; and
106	106	WHEREAS, the enduring message from Kate Barnard to future
107	107	generations stating, "I bequeath the example of my public life to
108	108	the youth of the world …" calls us to uphold justice, integr ity, and
109	109	compassion in public service .
110	110	NOW, THEREFORE, BE I T RESOLVED BY THE HOUSE OF REPRESENTATIVES
111	111	OF THE 1ST SESSION OF THE 60TH OKLAHOMA LEGISLATURE:
112	112	THAT the Oklahoma House of Representatives hereby honors th e
113	113	life and legacy of Kate Barnard, a trailblazing woman of faith,
114	114	courage, and conviction.

142	142	THAT May 23 shall be proclaimed Kate Barnard Day in the State of
143	143	Oklahoma to commemorate her contributions to justice, equity, and
144	144	public welfare.
145	145	THAT a copy of this resolution be distributed to the Oklahom a
146	146	Historical Society, the Oklahoma Commission on the Status of Women,
147	147	and the Saint Joseph Old Cathedral in downtown Oklahoma City.
