5556 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5657 SECTION 1. NEW LAW A new section of law to be codified
5758 in the Oklahoma Statutes as Section 9300 of Title 74, unless there
5859 is created a duplication in numbering, reads a s follows:
5960 A. As used in this section:
6061 1. “Diversity, equity, and inclusion ” means any program, class,
6162 system, curriculum, hiring practice, training, department, survey,
6263 verbal or written directive or memo, or contract which uses
6364 discrimination through e quity action plans, forced compulsion from
6465 constitutional freedoms of speech, expression, religion, or any
65-other freedom expressed in the U nited States Constitution, fails to

92+other freedom expressed in the U nited States Constitution, fails to
9393 protect every person with equal dignity and respect , or is meant to
9494 indoctrinate or intimidate a person in any way into discrimination
9595 of any kind;
9696 2. “Indoctrinate” means to force or compel endorsement,
9797 adoption, acceptance, or affirmation of any belief system, ideology,
9898 theory, lifestyle, religion, non -religion, or philosophy by any
9999 action, curriculum, training or instruction by using either directly
100100 or commingling any taxpayer funds for these items; and
101101 3. “State agency” means any board, commission, department,
102102 office, or other instrumentality of the state supported in whole or
103103 in part by public funds or entrusted with the expenditure of public
104104 funds or administering or operating public property. The term shall
105105 include the Oklahoma State Regents for Higher Education.
106106 B. No state agency shall:
107107 1. Grant or support any diversity, eq uity, and inclusion
108108 positions, departments, activities, procedures, or programs to the
109109 extent that they grant preferential treatment based on the
110110 particular race, color, sex, ethnicity, or national origin of one
111111 person over another;
112112 2. Require any person to participate in, listen to, or receive
113113 any education, training, activity, procedure, or programming to the
114114 extent such education, training, activity, procedure, or programming

141+grants preferential treatment based on the particular race, color,
142+sex, ethnicity, or national origin of one person over another;
144143 3. Require any person to swear, certify , or agree to any
145144 loyalty oath that favors or prefers one particular race, color, sex,
146145 ethnicity, or national origin over another;
147146 4. Require any person to certify or declare agreement with,
148147 recognition of, or adherence to any particular political,
149148 philosophical, religious, or other ideological viewpoint; or
150149 5. Require any applicant for employment to provide a diversity,
151150 equity, and inclusion statement or give any applicant for employment
152151 preferential consideration based on the provision of such a
153152 diversity, equity, and inclusion statement.
154153 C. The Office of the Attorney General shall enforce and may
155154 promulgate rules to implement the provisions of this section. Upo n
156155 the finding of a violation of this section, the Attorney General
157156 shall report the details of the violation to the Governor, the
158157 President Pro Tempore of the Senate, the Speaker of the House of
159158 Representatives, and the chairs of the Senate and House of
160159 Representatives appropriations committees.
161160 D. Upon receipt of a report pursuant to subsection C of this
162161 section, the Legislature shall reduce the appropriation to the state
163162 agency by one percent (1%) in the following fiscal year ’s general
164163 appropriations bill, if the agency receives appropriations from the
165164 Legislature. If the agency does not regularly receive
166-appropriations from the Legislature, the agency shall increase the

191+appropriations from the Legislature, the agency shall increase the
194192 amount the agency deposits into the General Revenue Fund by one
195193 percent (1%).
196194 SECTION 2. This act shall become effective November 1, 2025.
