8383 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8484 SECTION 1. NEW LAW A new section of law not to be
8585 codified in the Oklahoma Statutes reads as follows:
8686 This act shall be known and may be cited as the “Campaign
8787 Expenditure Transparency Act ”.

145145 SECTION 3. NEW LAW A new section of law to be codified
146146 in the Oklahoma Statutes as Section 4263 of Title 74, unless there
147147 is created a duplication in numbering, reads as follows:
148148 For the purposes of this act, unless ot herwise specified:
149149 1. “Campaign expenditure ” means any expenditure made to
150150 influence the outcome of an election or referendum in th is state;
151151 2. “Ethics Commission” means the Ethics Commission; and
152152 3. “Organization” means any corporation, limited liability
153153 company, partnership, association, or other legal entity.
154154 SECTION 4. NEW LAW A new section of law to be codified
155155 in the Oklahoma Statutes as Section 4 264 of Title 74, unless there
156156 is created a duplication in numbering, reads as f ollows:
157157 A. Any organization that pays for campaign expenditures
158158 including, but not limited to, mailers, advertisements, or election
159159 communications, shall submit to the Ethics C ommission, within five
160160 (5) business days of incurring the campaign expenditure, the
161161 following information:
162162 1. The name, mailing address, and contact information of its
163163 president or chief executive officer ; and
164164 2. The name, mailing address, and contact in formation of its
165165 treasurer or chief financial officer .

217217 B. It shall be unlawful for any individual or organization to
218218 engage in campaign expenditures through the use of a fictitious or
219219 unregistered name, or through the establishment of a limited
220220 liability company (LLC), corporation, or entity with the primary
221221 purpose of concealing its identity. Entities engaging in campaign
222222 expenditures through rented post office boxes shall disclose the
223223 name and contact information of the renter and all beneficial owners
224224 of the entity.
225225 C. For the purposes of enforcement of this section, t he
226226 Attorney General is hereby authorized to subpoena records related to
227227 any rented post office box, including the name and address of the
228228 individual or entity renting the post office box and payment records
229229 associated with the post office box. Upon request of the Ethics
230230 Commission or upon evidence of campaign violations, the Attorney
231231 General may obtain records from banks, LLC registrations, and
232232 service providers to identify anonymous camp aign expenditure
233233 entities.
234234 D. Any organization or individual found to have vio lated the
235235 provisions of this act , upon conviction, shall be subject to a civil
236236 penalty not to exceed Twenty -five Thousand Dollars ($25,000.00) and
237237 a criminal fine of up to Ten T housand Dollars ($10,000.00) for
238238 willful violations. Any organization or individual engaging in
239239 campaign expenditures under a false name or entity shall be required
240240 to reimburse the State of Oklahoma for any investigative costs

292292 incurred. Repeat violators shall be barred from making campaign
293293 expenditures in this state for a period of five (5) years.
294294 E. The Ethics Commission shall maintain a publicly accessible
295295 database of all disclosures submitted under the provisions of this
296296 act. The Ethics Commission shall promulgate rules necessary to
297297 implement the provisions of this act.
298298 SECTION 5. This act shall become effective July 1, 2025.
299299 SECTION 6. It being immediately necessary for the preservation
300300 of the public peace, health o r safety, an emergency is hereby
301301 declared to exist, by reason whereof this act shall take effect and
302302 be in full force from and after its passage and approval.
