83	83	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
84	84	SECTION 1. NEW LAW A new section of law not to be
85	85	codified in the Oklahoma Statutes reads as follows:
86	86	This act shall be known and may be cited as the “Campaign
87	87	Expenditure Transparency Act ”.

145	145	SECTION 3. NEW LAW A new section of law to be codified
146	146	in the Oklahoma Statutes as Section 4263 of Title 74, unless there
147	147	is created a duplication in numbering, reads as follows:
148	148	For the purposes of this act, unless ot herwise specified:
149	149	1. “Campaign expenditure ” means any expenditure made to
150	150	influence the outcome of an election or referendum in th is state;
151	151	2. “Ethics Commission” means the Ethics Commission; and
152	152	3. “Organization” means any corporation, limited liability
153	153	company, partnership, association, or other legal entity.
154	154	SECTION 4. NEW LAW A new section of law to be codified
155	155	in the Oklahoma Statutes as Section 4 264 of Title 74, unless there
156	156	is created a duplication in numbering, reads as f ollows:
157	157	A. Any organization that pays for campaign expenditures
158	158	including, but not limited to, mailers, advertisements, or election
159	159	communications, shall submit to the Ethics C ommission, within five
160	160	(5) business days of incurring the campaign expenditure, the
161	161	following information:
162	162	1. The name, mailing address, and contact information of its
163	163	president or chief executive officer ; and
164	164	2. The name, mailing address, and contact in formation of its
165	165	treasurer or chief financial officer .

217	217	B. It shall be unlawful for any individual or organization to
218	218	engage in campaign expenditures through the use of a fictitious or
219	219	unregistered name, or through the establishment of a limited
220	220	liability company (LLC), corporation, or entity with the primary
221	221	purpose of concealing its identity. Entities engaging in campaign
222	222	expenditures through rented post office boxes shall disclose the
223	223	name and contact information of the renter and all beneficial owners
224	224	of the entity.
225	225	C. For the purposes of enforcement of this section, t he
226	226	Attorney General is hereby authorized to subpoena records related to
227	227	any rented post office box, including the name and address of the
228	228	individual or entity renting the post office box and payment records
229	229	associated with the post office box. Upon request of the Ethics
230	230	Commission or upon evidence of campaign violations, the Attorney
231	231	General may obtain records from banks, LLC registrations, and
232	232	service providers to identify anonymous camp aign expenditure
233	233	entities.
234	234	D. Any organization or individual found to have vio lated the
235	235	provisions of this act , upon conviction, shall be subject to a civil
236	236	penalty not to exceed Twenty -five Thousand Dollars ($25,000.00) and
237	237	a criminal fine of up to Ten T housand Dollars ($10,000.00) for
238	238	willful violations. Any organization or individual engaging in
239	239	campaign expenditures under a false name or entity shall be required
240	240	to reimburse the State of Oklahoma for any investigative costs

293	293	expenditures in this state for a period of five (5) years.
294	294	E. The Ethics Commission shall maintain a publicly accessible
295	295	database of all disclosures submitted under the provisions of this
296	296	act. The Ethics Commission shall promulgate rules necessary to
297	297	implement the provisions of this act.
298	298	SECTION 5. This act shall become effective July 1, 2025.
299	299	SECTION 6. It being immediately necessary for the preservation
300	300	of the public peace, health o r safety, an emergency is hereby
301	301	declared to exist, by reason whereof this act shall take effect and
302	302	be in full force from and after its passage and approval.
