7979 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8080 SECTION 1. NEW LAW A new section of law to be codified
8181 in the Oklahoma Statutes a s Section 1-242a.1 of Title 63, unless
8282 there is created a duplication in numbering, reads as follows:
8383 As used in this act, “perinatal period” means the period
8484 beginning when a woman becomes pregnant and ending one (1) year
8585 after the woman gives birth.
8686 SECTION 2. NEW LAW A new section of law to be codified

140140 A. Any health care provider who conducts a visit wit h a mother
141141 or infant during the perinatal period shall conduct a mental health
142142 screening of the mother to check for signs of p erinatal depression
143143 and anxiety.
144144 B. To the extent allowed under state and federal privacy laws,
145145 health care providers shall share data with the State Department of
146146 Health for the purpose of implementing Section 4 of this act.
147147 SECTION 3. NEW LAW A new section of law to be codified
148148 in the Oklahoma Statutes as Section 1-242a.3 of Title 63, unless
149149 there is created a duplication in numbering, reads as follows:
150150 A. The State Department of Health shall develop and make
151151 available to the public a website and a mobile application that
152152 provide information on programs, services, and other resources for
153153 women and infants during the perinatal period. The information and
154154 resources shall be designed to ease access to health care, mental
155155 health services, public assistance programs, and other available
156156 public and private supports and to improve maternal health , mental
157157 health, and infant health outcomes .
158158 B. The Department may use the website and application to
159159 conduct a survey on maternal health , mental health, and infant
160160 health for the purpose of fulfilling the requirements of Section 4
161161 of this act.
162162 C. The Department may enter into one or more contracts as
163163 necessary to implement the provisions of this se ction.

215215 SECTION 4. NEW LAW A new section of law to be codified
216216 in the Oklahoma Statutes as Section 1-242a.4 of Title 63, unless
217217 there is created a duplica tion in numbering, reads as follows:
218218 A. The State Department of Health shall collect data on
219219 maternal health, mental health, and infant health outcomes through
220220 available sources which may include, but shall not be limited to:
221221 1. Data reported by health c are providers under Section 2 of
222222 this act;
223223 2. Data obtained through surveys un der Section 3 of this act;
224224 and
225225 3. Data obtained through the Behavioral Risk Factor
226226 Surveillance System.
227227 B. The Department shall compile the data into an annual report
228228 on maternal health, mental health, and infant health outcomes that
229229 includes incidence of perinatal depression and anxiety and
230230 categorizes data by age, ethnicity, and other relevant demographic
231231 factors.
232232 C. The report shall be published on the Department ’s website
233233 and shall be electronically submitted to the President Pro Tempore
234234 of the Senate, the Speaker of the House of Representatives, and the
235235 Governor.
236236 SECTION 5. This act shall become effective November 1, 2025.
