79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. NEW LAW A new section of law to be codified
81	81	in the Oklahoma Statutes a s Section 1-242a.1 of Title 63, unless
82	82	there is created a duplication in numbering, reads as follows:
83	83	As used in this act, “perinatal period” means the period
84	84	beginning when a woman becomes pregnant and ending one (1) year
85	85	after the woman gives birth.
86	86	SECTION 2. NEW LAW A new section of law to be codified
87	87	in the Oklahoma Statutes as Section 1-242a.2 of Title 63, unless
88	88	there is created a duplication in numbering, reads as follows:

140	140	A. Any health care provider who conducts a visit wit h a mother
141	141	or infant during the perinatal period shall conduct a mental health
142	142	screening of the mother to check for signs of p erinatal depression
143	143	and anxiety.
144	144	B. To the extent allowed under state and federal privacy laws,
145	145	health care providers shall share data with the State Department of
146	146	Health for the purpose of implementing Section 4 of this act.
147	147	SECTION 3. NEW LAW A new section of law to be codified
148	148	in the Oklahoma Statutes as Section 1-242a.3 of Title 63, unless
149	149	there is created a duplication in numbering, reads as follows:
150	150	A. The State Department of Health shall develop and make
151	151	available to the public a website and a mobile application that
152	152	provide information on programs, services, and other resources for
153	153	women and infants during the perinatal period. The information and
154	154	resources shall be designed to ease access to health care, mental
155	155	health services, public assistance programs, and other available
156	156	public and private supports and to improve maternal health , mental
157	157	health, and infant health outcomes .
158	158	B. The Department may use the website and application to
159	159	conduct a survey on maternal health , mental health, and infant
160	160	health for the purpose of fulfilling the requirements of Section 4
161	161	of this act.
162	162	C. The Department may enter into one or more contracts as
163	163	necessary to implement the provisions of this se ction.

215	215	SECTION 4. NEW LAW A new section of law to be codified
216	216	in the Oklahoma Statutes as Section 1-242a.4 of Title 63, unless
217	217	there is created a duplica tion in numbering, reads as follows:
218	218	A. The State Department of Health shall collect data on
219	219	maternal health, mental health, and infant health outcomes through
220	220	available sources which may include, but shall not be limited to:
221	221	1. Data reported by health c are providers under Section 2 of
222	222	this act;
223	223	2. Data obtained through surveys un der Section 3 of this act;
224	224	and
225	225	3. Data obtained through the Behavioral Risk Factor
226	226	Surveillance System.
227	227	B. The Department shall compile the data into an annual report
228	228	on maternal health, mental health, and infant health outcomes that
229	229	includes incidence of perinatal depression and anxiety and
230	230	categorizes data by age, ethnicity, and other relevant demographic
231	231	factors.
232	232	C. The report shall be published on the Department ’s website
233	233	and shall be electronically submitted to the President Pro Tempore
234	234	of the Senate, the Speaker of the House of Representatives, and the
235	235	Governor.
236	236	SECTION 5. This act shall become effective November 1, 2025.
