39	65		An Act relating to Commercial Pet Breeders and Animal
40	66		Shelter Licensing Act; amending 4 O.S. 2021, Section
41	67		30.8, which relates to expir ation and renewal of
42	68		license; extending time for renewal; requiring the
43	69		Oklahoma Department of Agriculture, Food, and
44	70		Forestry to provide certain platform; and providing
45	71		an effective date.

51	77		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
52	78		SECTION 1. AMENDATORY 4 O.S. 2021, Section 30.8, is
53	79		amended to read as follows:
54	80		Section 30.8. A. An animal shelter operator or commercial pet
55	81		breeder who is not in violation of the Commercial Pet Breeders and
56	82		Animal Shelter Licensing Act or any rule adopted under the
57	83		Commercial Pet Breeders and Animal Shelter Licensing Act may renew
58	84		the license of the person by:
59	85		1. Submitting a renewal application to the Oklahoma Department
60	86		of Agriculture, Food, and Forestry on the form prescrib ed by the
61	87		Department;
62		-	2. Complying with any other renewal requirements adopted by the

	139	+	2. Complying with any other renewal requirements adopted by the
	140	+	Department; and
91	141		3. Paying the required fee.
92	142		B. Any person who fails to apply for a renewal in a manner
93	143		prescribed by the Department, and whose license has expired, may not
94	144		engage in activities that require a license until the license has
95	145		been renewed.
96	146		C. Not later than sixty (60) ninety (90) days before the
97	147		expiration of the license, the Department shall send written notice
98	148		of the impending license expiration to the an imal shelter operator
99	149		or commercial pet breeder at the last -known address according to the
100	150		records of the Department.
101	151		D. The Department shall provide an online renewal and payment
102	152		platform on or before January 1, 2026.
103	153		SECTION 2. This act shall become effective November 1, 2025.
