50	53		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
51	54		SECTION 1. AMENDATORY 59 O.S. 2021, Section 1003, is
52	55		amended to read as follows:
53	56		As used in The Plumbing License Law of 1955:
54	57		1. “Board” means the Construction Indust ries Board;
55	58		2. “Committee” means the Oklahoma State Committee of Plumbing
56	59		Examiners appointed by the Construction Industries Board;
57	60		3. “Plumbing Hearing Board ” means the State Plumbing Hearing
58	61		Board which shall consist of a designee of the Construction
59	62		Industries Board, as chair, and the members of the Oklahoma State
60	63		Committee of Plumbing Examiners;
61		-	4. “Apprentice” or “plumber’s apprentice” means any person
62		-	sixteen (16) years of age or older who, as the principal occupation

	91	+	4. “Apprentice” or “plumber’s apprentice” means any person
	92	+	sixteen (16) years of age or older who, as the principal occupation
89	93		of the person, is engaged in l earning and assisting in the
90	94		installation of plumbing under the direct supervision of a licensed
91	95		journeyman plumber or plumbing contractor;
92	96		5. “Journeyman plumber” means any person other than a master
93	97		plumber or plumbing contractor who engages in or works at the actual
94	98		installation, alteration, repair and/or renovation of plumbing
95	99		licensed as a temporary, residential, or unlimited journeyman
96	100		plumber;
97	101		6. “Temporary journeyman plumber ” means any person other than a
98	102		person permanently licensed as a journeyma n plumber, master plumber,
99	103		or plumbing contractor in this state who meets the temporary
100	104		licensure requirements of Section 1006.1 of this title;
101	105		7. “Master plumber” is a term used and defined under laws which
102	106		have been repealed. A person formerly known as a master plumber is
103	107		henceforth to be known as a “plumbing contractor” as defined in this
104	108		section;
105	109		8. “Plumbing contractor” means any person who is skilled in the
106	110		planning, superintending, and practical installation of plumbing and
107		-	who is familiar with the laws and rules governing t he same licensed
108		-	as a residential or unlimited plumbing contractor or someone
109		-	formerly known and licensed as a master plumber . This definition
110		-	may be construed to mean any person who has qualified and is
111		-	licensed under The Plumbing License Law of 1955 as a plumbing
112		-	contractor, who may operate as an individual, a firm, partnership,

144	148		9. 8. “Plumbing” means, and includes:
145	149		a. all piping, fixtures, appurtenances , and appliances
146	150		for, and in connection with, a supply of water within
147	151		or adjacent to any building, structure, or conveyance,
148	152		on the premises and to the connection with a water
149	153		main or other source of supply,
150	154		b. all piping, fixtures, appurtenances , and appliances
151	155		for sanitary drainage or storm drainage facilities,
152	156		including venting system s for such facilities, within
153	157		or adjacent to any building, structure, or conveyance,
154	158		on the premises and to the connection with a public
155	159		disposal system or other acceptable terminal,
156	160		c. the installation, repair, maintenance , and renovation
157	161		of all piping, fixtures, appurtenances, and appliances
158	162		for a supply of water, or for the disposal of waste
159	163		water, liquid waste, or sewage within or adjacent to
160	164		any building, structure, or conveyance, on the
161		-	premises and to the source of supply of water or point

195	200		9. “Residential journeyman plumber ” means any person who is
196	201		qualified and licensed, other than a plumbing contractor, to engage
197	202		in or work at the actual installation, alteration, repair , or
198	203		renovation site of r esidential plumbing. Residential plumbing is
199	204		limited to the type and category of journeyman plumbing license for
200	205		supervising and performing plumbing work for detached one - or two-
201	206		family dwellings;
202		-	10. “Residential plumbing contractor ” means any person who is
203		-	qualified and licensed as a residential plumbing contractor where
204		-	the license limits the plumbing contractor to contracting,
205		-	supervising, and performing plumbing work for detached on e- or two-
206		-	family dwellings;
207		-	11. “Unlimited journeyman plumber ” means any person other than

241		-	13. “Variance and Appeals Board ” means the Oklahoma State
242		-	Plumbing Installation Code Var iance and Appeals Board.
243		-	SECTION 2. AMENDATORY 59 O.S. 2021, Section 1005, is
244		-	amended to read as follows:
245	242		Section 1005. (a) A. Examinations shall be uniform and shall
246	243		be practical in nature but sufficiently strict to test the
247	244		qualification and fi tness of the applicant as a journeyman plumber
248	245		or as a plumbing contractor , as the case may be. It An examination
249	246		shall be in whole or in part in writing.
250	247		(b) B. Regular examinations shall be held at least twice each
251	248		year and special examinations may be fixed by the Oklahoma State
252	249		Committee of Plumbing Examiners . Any applicant initially failing to
253	250		pass the examination shall not be permitted to take another
254	251		examination for a period of thirty (30) days, and thereafter any
255	252		such applicant subsequently failin g to pass the examination shall
256	253		not be permitted to take a subsequent examination for a period of
257		-	ninety (90) days.

258	256		C. An applicant for a residential journ eyman plumber
259	257		examination shall be eighteen (18) years of age or older and have:

	258	+	1. Two (2) years of experience in the plumbing trade, and four
	259	+	(4) hours of continuing education that covers codes and revisions as
	260	+	established by the Oklahoma Uniform Buildi ng Code Commission (OUBCC)

	262	+	2. An associate’s degree or vocational diploma certifying
	263	+	completion of a formal plumbing educational program approved by the

288		-	2. Two (2) years of experience in the plumbing trade while
289		-	employed by a licensed plumbing contractor with written approval
290		-	from the supervising licen sed plumbing contractor;
291		-	3. An associate’s degree or vocational diploma certifying
292		-	completion of a formal plumbing educational program approved by the
293		-	Committee consisting of a minimum of one thousand (1,000) classroom
294	292		hours from an educational institution approved by the Oklahoma State
295		-	Committee of Plumbing Examiners and a minimum of two thousand
296		-	(2,000) hours of experience in the plumbing trade while employed by
297		-	a licensed plumbing contractor;
298		-	4. Two (2) years of experience in th e plumbing trade while
299		-	serving in the United States Armed Forces; or
300		-	5. A current, valid, equivalent out -of-state residential
301		-	journeyman plumber license , and be a resident of this state .
302		-	D. An applicant for an unlimited journeyman plumber examination
303		-	shall be eighteen (18) year s of age or older and have:

403	359		SECTION 3. AMENDATORY 59 O.S. 2021, Section 1009, is
404	360		amended to read as follows:
405	361		Section 1009. No A. Except for unlimited journeyman plumber or
406		-	residential journeyman plumber licenses which ~~may~~ be issued for
407		-	~~three~~ (3) years, no license shall be issued for longer than one (1)

	363	+	two (2) years, no license shall be issued for longer than one (1)
408	364		year and all licenses shall expire on the last day in the birth
409		-	month of the licensee and shall be in alignment with continuing

438	394		following the date the license renewal is due. No journeyman or
439	395		contractor license shall be renewed unless the licensee has
440	396		completed the required hours of continuing education as determined
441	397		and approved by the Oklahoma State Committee of Plumbing Examiners .
442	398		B. The Committee may renew licenses upon application made more
443	399		than thirty (30) days following the date of expiration only upon
444	400		payment of the renewal and additional fee prescribed and upon
445	401		compliance with any applicable continuing education requirements as
446	402		established by the Construction Industries Board and this act The
447	403		Plumbing License Law of 1955 . Provided, that no penalty for renewal
448	404		shall be charged to any holder of a license which expires wh ile such
449	405		holder is in military service if application is made within one (1)
450	406		year following discharge from the military service.
451	407		C. Apprentice registration certificates expire one (1) year
452	408		after date of registration, at which time the apprentice may
453	409		reregister.
454	410		SECTION 4. This act shall become effective November 1, 2025.
