5053 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5154 SECTION 1. AMENDATORY 59 O.S. 2021, Section 1003, is
5255 amended to read as follows:
5356 As used in The Plumbing License Law of 1955:
5457 1. “Board” means the Construction Indust ries Board;
5558 2. “Committee” means the Oklahoma State Committee of Plumbing
5659 Examiners appointed by the Construction Industries Board;
5760 3. “Plumbing Hearing Board ” means the State Plumbing Hearing
5861 Board which shall consist of a designee of the Construction
5962 Industries Board, as chair, and the members of the Oklahoma State
6063 Committee of Plumbing Examiners;
61-4. “Apprentice” or “plumber’s apprentice” means any person
62-sixteen (16) years of age or older who, as the principal occupation

91+4. “Apprentice” or “plumber’s apprentice” means any person
92+sixteen (16) years of age or older who, as the principal occupation
8993 of the person, is engaged in l earning and assisting in the
9094 installation of plumbing under the direct supervision of a licensed
9195 journeyman plumber or plumbing contractor;
9296 5. “Journeyman plumber” means any person other than a master
9397 plumber or plumbing contractor who engages in or works at the actual
9498 installation, alteration, repair and/or renovation of plumbing
9599 licensed as a temporary, residential, or unlimited journeyman
96100 plumber;
97101 6. “Temporary journeyman plumber ” means any person other than a
98102 person permanently licensed as a journeyma n plumber, master plumber,
99103 or plumbing contractor in this state who meets the temporary
100104 licensure requirements of Section 1006.1 of this title;
101105 7. “Master plumber” is a term used and defined under laws which
102106 have been repealed. A person formerly known as a master plumber is
103107 henceforth to be known as a “plumbing contractor” as defined in this
104108 section;
105109 8. “Plumbing contractor” means any person who is skilled in the
106110 planning, superintending, and practical installation of plumbing and

144148 9. 8. “Plumbing” means, and includes:
145149 a. all piping, fixtures, appurtenances , and appliances
146150 for, and in connection with, a supply of water within
147151 or adjacent to any building, structure, or conveyance,
148152 on the premises and to the connection with a water
149153 main or other source of supply,
150154 b. all piping, fixtures, appurtenances , and appliances
151155 for sanitary drainage or storm drainage facilities,
152156 including venting system s for such facilities, within
153157 or adjacent to any building, structure, or conveyance,
154158 on the premises and to the connection with a public
155159 disposal system or other acceptable terminal,
156160 c. the installation, repair, maintenance , and renovation
157161 of all piping, fixtures, appurtenances, and appliances
158162 for a supply of water, or for the disposal of waste
159163 water, liquid waste, or sewage within or adjacent to
160164 any building, structure, or conveyance, on the
161-premises and to the source of supply of water or point

195200 9. “Residential journeyman plumber ” means any person who is
196201 qualified and licensed, other than a plumbing contractor, to engage
197202 in or work at the actual installation, alteration, repair , or
198203 renovation site of r esidential plumbing. Residential plumbing is
199204 limited to the type and category of journeyman plumbing license for
200205 supervising and performing plumbing work for detached one - or two-
201206 family dwellings;
202-10. “Residential plumbing contractor ” means any person who is
203-qualified and licensed as a residential plumbing contractor where
204-the license limits the plumbing contractor to contracting,
205-supervising, and performing plumbing work for detached on e- or two-

243-SECTION 2. AMENDATORY 59 O.S. 2021, Section 1005, is
244-amended to read as follows:
245242 Section 1005. (a) A. Examinations shall be uniform and shall
246243 be practical in nature but sufficiently strict to test the
247244 qualification and fi tness of the applicant as a journeyman plumber
248245 or as a plumbing contractor , as the case may be. It An examination
249246 shall be in whole or in part in writing.
250247 (b) B. Regular examinations shall be held at least twice each
251248 year and special examinations may be fixed by the Oklahoma State
252249 Committee of Plumbing Examiners . Any applicant initially failing to
253250 pass the examination shall not be permitted to take another
254251 examination for a period of thirty (30) days, and thereafter any
255252 such applicant subsequently failin g to pass the examination shall
256253 not be permitted to take a subsequent examination for a period of
257-ninety (90) days.

258256 C. An applicant for a residential journ eyman plumber
259257 examination shall be eighteen (18) years of age or older and have:

259+(4) hours of continuing education that covers codes and revisions as
260+established by the Oklahoma Uniform Buildi ng Code Commission (OUBCC)

262+2. An associate’s degree or vocational diploma certifying
263+completion of a formal plumbing educational program approved by the
264+Committee consisting of a minimum of one thousand (1,000) classroom

288-2. Two (2) years of experience in the plumbing trade while

290-from the supervising licen sed plumbing contractor;
291-3. An associate’s degree or vocational diploma certifying
292-completion of a formal plumbing educational program approved by the
293-Committee consisting of a minimum of one thousand (1,000) classroom
294292 hours from an educational institution approved by the Oklahoma State
295-Committee of Plumbing Examiners and a minimum of two thousand
296-(2,000) hours of experience in the plumbing trade while employed by
297-a licensed plumbing contractor;
298-4. Two (2) years of experience in th e plumbing trade while
299-serving in the United States Armed Forces; or
300-5. A current, valid, equivalent out -of-state residential
301-journeyman plumber license , and be a resident of this state .
302-D. An applicant for an unlimited journeyman plumber examination
303-shall be eighteen (18) year s of age or older and have:
304-1. Three (3) years of experience in the plumbing trade while

338-a licensed plumbing contractor;
339-3. Three (3) years of experience in the plumbing trade while
340-serving in the United States Armed Forces; or
341-4. A current, valid, equivalent out -of-state unlimited
342-journeyman plumber l icense, and be a resident of this state.
343-E. An applicant for a residential plumbing contractor
344-examination shall be eighteen (18) years of age or older and have at
345-a minimum one (1) year of experience as a licensed residential
346-journeyman plumber while employed by a licensed plum bing contractor.
347-Additionally, such applicant shall have :
348-1. An associate’s degree or vocational diploma certifying

343+hours of continuing education that covers codes and revisions as
344+established by the Oklahoma Uniform Building Code Commission, and
345+one (1) year of experience as a licensed residential or unlimited

392-Committee consisting of a minimum of one thousand (1,000) classroom
393-hours from an educational institution approved by the Ok lahoma State
394-Committee of Plumbing Examiners and a minimum of four thousand
395-(4,000) hours of experience in the plumbing trade while employed by
396-a licensed plumbing contractor;
397-2. Two (2) years of experience in the plumbing trade while
398-serving in the United States Armed Forces; o r
399-3. A current, valid, equivalent out -of-state plumbing
400-contractor license, and be a resident of this state .
401-G. The Construction Industries Board may promulgate rules as

403359 SECTION 3. AMENDATORY 59 O.S. 2021, Section 1009, is
404360 amended to read as follows:
405361 Section 1009. No A. Except for unlimited journeyman plumber or
406-residential journeyman plumber licenses which may be issued for
407-three (3) years, no license shall be issued for longer than one (1)
362+residential journeyman plumber licenses which shall be issued for
363+two (2) years, no license shall be issued for longer than one (1)
408364 year and all licenses shall expire on the last day in the birth
409-month of the licensee and shall be in alignment with continuing
410-education requirements . Such licenses may be renewed upon

438394 following the date the license renewal is due. No journeyman or
439395 contractor license shall be renewed unless the licensee has
440396 completed the required hours of continuing education as determined
441397 and approved by the Oklahoma State Committee of Plumbing Examiners .
442398 B. The Committee may renew licenses upon application made more
443399 than thirty (30) days following the date of expiration only upon
444400 payment of the renewal and additional fee prescribed and upon
445401 compliance with any applicable continuing education requirements as
446402 established by the Construction Industries Board and this act The
447403 Plumbing License Law of 1955 . Provided, that no penalty for renewal
448404 shall be charged to any holder of a license which expires wh ile such
449405 holder is in military service if application is made within one (1)
450406 year following discharge from the military service.
451407 C. Apprentice registration certificates expire one (1) year
452408 after date of registration, at which time the apprentice may
453409 reregister.
454410 SECTION 4. This act shall become effective November 1, 2025.
