6154 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6255 SECTION 1. NEW LAW A new section of law to be codified
6356 in the Oklahoma Statutes as Section 1-126 of Title 70, unless there
6457 is created a duplication in numbering, reads as follows:
6558 A. As used in this section:
6659 1. “Bell to bell” means the time between the first bell ringing
6760 at the start of the school day to begin instructional time until the
61+dismissal bell at the end of the school day to end instructional
62+time; and
63+2. “Personal electronic device ” means a personal device capable
64+of connecting to a smart phone, the Internet, or a cellular or Wi-Fi

96-time; and
97-2. “Personal electronic device ” means a personal device capable
98-of connecting to a smart phone, the Internet, or a cellular or Wi-Fi
9991 network, or directly connecting to another similar device. Personal
10092 electronic devices include, but are not limited to, smart watches,
10193 smart headphones, laptops, tablets, and smart glasses. Personal
10294 electronic devices shall not include school -issued or school-
10395 approved devices that are specifically limit ed for use in classroom
10496 instruction.
10597 B. 1. For the 2025-2026 school year, each school district
10698 board of education shall adopt a policy prohibiting students from
10799 using cell phones and personal electronic devices while on the
108100 campus of a public school dist rict from bell to bell. The policy
109101 shall include disciplinary procedures for violations.
110102 2. For the 2026-2027 school year and each school year
111103 thereafter, each school district board of education may adopt a
112104 policy prohibiting students from using cell pho nes and personal
113105 electronic devices while on the campus of a public school district
114106 from bell to bell.
115107 C. The policy adopted pursuant to subsection B of this section
116108 may provide for exceptions including, but not limited to:
117109 1. Emergency use of cell phone s or personal electronic devices
118110 by students during the school day; and
111+2. Use of cell phones or personal electronic devices by
112+students who use them to monitor health issues.
113+SECTION 2. This act shall become effective July 1, 2025.

148-SECTION 2. This act shall become effective July 1, 2025.
149140 SECTION 3. It being immediately necessary for the preservation
150141 of the public peace, health, or safety, an emergency is hereby
151142 declared to exist, by reason whereof this act shall take effect and
152143 be in full force from and after its passage and ap proval.
