49	42		prohibiting use of cell phones an d personal
50	43		electronic devices while on campus during certain
51	44		time period for certain school year; allowing such a
52	45		policy beginning in certain school year; directing
53	46		policy to contain disciplinary procedures; allowing
54	47		policy to include certain exceptions; p roviding for
55	48		codification; providing an effective date; and

61	54		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
62	55		SECTION 1. NEW LAW A new section of law to be codified
63	56		in the Oklahoma Statutes as Section 1-126 of Title 70, unless there
64	57		is created a duplication in numbering, reads as follows:
65	58		A. As used in this section:
66	59		1. “Bell to bell” means the time between the first bell ringing
67	60		at the start of the school day to begin instructional time until the
	61	+	dismissal bell at the end of the school day to end instructional
	62	+	time; and
	63	+	2. “Personal electronic device ” means a personal device capable
	64	+	of connecting to a smart phone, the Internet, or a cellular or Wi-Fi

97		-	2. “Personal electronic device ” means a personal device capable
98		-	of connecting to a smart phone, the Internet, or a cellular or Wi-Fi
99	91		network, or directly connecting to another similar device. Personal
100	92		electronic devices include, but are not limited to, smart watches,
101	93		smart headphones, laptops, tablets, and smart glasses. Personal
102	94		electronic devices shall not include school -issued or school-
103	95		approved devices that are specifically limit ed for use in classroom
104	96		instruction.
105	97		B. 1. For the 2025-2026 school year, each school district
106	98		board of education shall adopt a policy prohibiting students from
107	99		using cell phones and personal electronic devices while on the
108	100		campus of a public school dist rict from bell to bell. The policy
109	101		shall include disciplinary procedures for violations.
110	102		2. For the 2026-2027 school year and each school year
111	103		thereafter, each school district board of education may adopt a
112	104		policy prohibiting students from using cell pho nes and personal
113	105		electronic devices while on the campus of a public school district
114	106		from bell to bell.
115	107		C. The policy adopted pursuant to subsection B of this section
116	108		may provide for exceptions including, but not limited to:
117	109		1. Emergency use of cell phone s or personal electronic devices
118	110		by students during the school day; and
	111	+	2. Use of cell phones or personal electronic devices by
	112	+	students who use them to monitor health issues.
	113	+	SECTION 2. This act shall become effective July 1, 2025.

148		-	SECTION 2. This act shall become effective July 1, 2025.
149	140		SECTION 3. It being immediately necessary for the preservation
150	141		of the public peace, health, or safety, an emergency is hereby
151	142		declared to exist, by reason whereof this act shall take effect and
152	143		be in full force from and after its passage and ap proval.
