84	84	SECTION 1. AMENDATORY Section 1, Chapter 289, O.S.L.
85	85	2023 (70 O.S. Supp. 2024, Section 18-114.15), is amended to read as

519	519	2. If a school district intends to provide re tirement benefits
520	520	to a teacher such that the teacher ’s salary would be less than the
521	521	amounts set forth in the minimum salary schedule specified in
522	522	subsection A of this section, the district shall be required to
523	523	provide written notification to the teacher p rior to his or her
524	524	employment or, if already employed by the district, no late r than
525	525	thirty (30) days prior to the date the district elects to provide
526	526	retirement benefits such that the teacher ’s salary would be less
527	527	than the minimum salary schedule.
528	528	C. Any of the degrees referred to in this section shall be from
529	529	a college recognized by the State Board of Education. The Board
530	530	shall accept teaching experience from out -of-state school districts
531	531	that are accredited by the State Board of Education or appropria te
532	532	state accrediting agency for the districts. The Board shall accept
533	533	teaching experience from out -of-country schools that are accredited
534	534	or otherwise endorsed by the appropriate national or regional
535	535	accrediting or endorsement authority. Out -of-country certification
536	536	documentation in a language other than English shall be analyzed by
537	537	an educational credential evaluation service in accordance with
538	538	industry standards and guidelines and approved by the State
539	539	Department of Education. The person seeking to hav e credit granted
540	540	for out-of-country teaching experience shall be responsible f or all

593	593	shall accept teaching experience from primary and secondary schools
594	594	that are operated by the United St ates Department of Defense or are
595	595	affiliated with the United States Department of State.
596	596	D. For the purpose of state salary increments and retirement,
597	597	no teacher shall be granted credit for more than five (5) years of
598	598	active duty in the military service o r out-of-state or out-of-
599	599	country teaching experience as a certified teacher or its
600	600	equivalent. Nothing in this section shall prohibit boards of
601	601	education from crediting more years of experience on district salary
602	602	schedules than those allowed for state pur poses.
603	603	E. The State Board of Education shall recognize, for purposes
604	604	of certification and salary increments, all the years of experience
605	605	of a:
606	606	1. Certified teacher who teaches in the educational program of
607	607	the Department of Corrections, beginning with fi scal year 1981;
608	608	2. Vocational rehabilitation counselor under the Department o f
609	609	Human Services if the counselor was employed as a certified teacher
610	610	by the State Department of Education when the Division of Vocational
611	611	Rehabilitation was transferred from the State Board of Career and
612	612	Technology Education or the State Board of Education to the Oklahoma
613	613	Public Welfare Commission on July 1, 1968;
614	614	3. Vocational rehabilitation counselor which were completed
615	615	while employed by the Department of Human Services if su ch counselor

668	668	teacher in Oklahoma;
669	669	4. Certified teacher which were completed while employed by the
670	670	Child Study Center located at University Hospital, if the teacher
671	671	was certified as a teache r in Oklahoma; and
672	672	5. Certified school psychologist or psychometrist which were
673	673	completed while employed as a doctoral intern, psychological
674	674	assistant, or psychologist with any agency of the State of Oklahoma
675	675	if the experience primarily involved work with persons of school- or
676	676	preschool-age and if the person was, at the time the ex perience was
677	677	acquired, certified as, or eligible for certification as, a school
678	678	psychologist or psychometrist.
679	679	F. The provisions of this section shall not apply to teachers
680	680	who have entered into postretirement employment with a public school
681	681	in Oklahoma and are still receiving a monthly retirement benefit.
682	682	G. If a person employed as certified personnel, as defined in
683	683	Section 26-103 of Title 70 of the Oklahoma Statutes this title, by a
684	684	school district during the 2022-2023 2024-2025 school year was
685	685	receiving a salary above the step level indicated by the State
686	686	Minimum Salary Schedule state minimum salary schedule for the 2022-
687	687	2023 2024-2025 school year, the person shall receive a s alary
688	688	increase amount equal to the amount indicated in subsection A of
689	689	this section for the step level indicated for the person, provided

743	743	H. If a school district does not receive Foundation or Salary
744	744	Incentive Aid pursuant to Section 18 -200.1 of Title 70 of the
745	745	Oklahoma Statutes, funds shall be allocated by the State Board of
746	746	Education to implement the salary increases indicated in subsection
747	747	A of this section.
748	748	I. Persons employed as classroom instructional employees of
749	749	technology center school districts supervised by the State Board of
750	750	Career and Technology Education shall receive a salary increase
751	751	amount equal to the amount in dicated in subsection A of this section
752	752	for the step level indicated for the p erson, provided they remain
753	753	employed by the same technology center school district, unless the
754	754	hours or the duties of the classroom instructional employees are
755	755	reduced proportionately.
756	756	J. Persons employed as correctional teachers or vocational
757	757	instructors by the Department of Corrections pursuant to Section
758	758	510.6a of Title 57 of the Oklahoma Statutes or persons employed as
759	759	teachers by the Office of Juvenile Affairs shall receive a salary
760	760	increase amount equal to the amount indicated in subsection A of
761	761	this section for the step level indicated for the person, provided
762	762	they remain employed by the same Department of Corrections or Office
763	763	of Juvenile Affairs facility, unless the hours or the duties of the

823	823	SECTION 2. This act shall become effective July 1, 2025.
824	824	SECTION 3. It being immediately necessary for the preservation
825	825	of the public peace, health or safety, an emergency is hereby
826	826	declared to exist, by reason whereof this act shall ta ke effect and
827	827	be in full force from and after its passage and approval.
