75	75	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
76	76	SECTION 1. AMENDATORY 59 O. S. 2021, Section 199.4, is
77	77	amended to read as follows:
78	78	Section 199.4. A. The State Board of Cosmetology and Barbering
79	79	shall employ an executive director who shall be in charge of the
80	80	office of the Board. The executive director shall have such
81	81	qualifications as shall be established by rules of the Board;
82	82	provided, the executive director shall not be actively engaged in
83	83	the practice of cosmetology or barbering while serving as executive
84	84	director. The executive director shall:
85	85	1. Devote his or her entire time to the duties of the office;
86	86	2. Receive salary and benefits as provided by law;

138	138	3. Keep and preserve all books and records pertaining to the
139	139	Board;
140	140	4. Have authority, in the name of and in behalf of the Board,
141	141	to issue all licenses, certificates of registration, permits,
142	142	orders, and notices;
143	143	5. Have authority to collect all fees and penalties provided
144	144	for by the Oklahoma Cosmetology and Barbering Act;
145	145	6. Make quarterly reports to the Board of all monies collected
146	146	and the sources from which derived ;
147	147	7. Have authority to approve payrolls and all claims for the
148	148	Board;
149	149	8. Have authority to employ staff;
150	150	9. Keep a continuous inventory of all properties, excluding
151	151	supplies, belonging to the Board; and
152	152	10. Perform such other duties as may be directed by the Board.
153	153	B. The State Board of Cosmetology and Barbering shall employ an
154	154	assistant executive director who shall assist in all duties of the
155	155	executive director. The assistant executive director shall:
156	156	1. Devote his or her entire time to the duties o f the office;
157	157	2. Hold a current Oklahoma master instructor license; and
158	158	3. Be qualified by education and experience.
159	159	SECTION 2. This act shall become effective November 1, 2025.
