7283 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
84+SECTION 1. NEW LAW A new section of law to be codified
85+in the Oklahoma Statutes as Section 19-300 of Title 47, unless there
86+is created a duplication in numbering, reads as follows:
87+This act shall be known and may be cited as the “Oklahoma
88+Emergency Weather Response and Tracking Regulatory Act of 2025 ”.

99-SECTION 1. NEW LAW A new section of law to be codified
100-in the Oklahoma Statutes as Section 19 -300 of Title 47, unless there
101-is created a duplication in numbering, reads as follows:
102-This act shall be known and may be cited as the “Oklahoma
103-Emergency Weather Response and Tracking Regulatory Act of 2025 ”.
104-SECTION 2. NEW LAW A new section of law to be codified
105-in the Oklahoma Statu tes as Section 19-301 of Title 47, unless there
106-is created a duplication in numbering, reads as follows:
107143 As used in this act:
108-1. “Professional severe weather tracker ” means an individual
109-hired by or contracted with a qualified media outlet or affiliated
110-with a research program at a qualified institution of higher
111-education;
112-2. “Qualified media outlet ” means a television or radio
113-broadcasting station licensed by the Federal Communications
114-Commission for the broadcast or transmission of programming via
115-broadcast, cable, streaming, or o ther platforms as recognized by the
116-Federal Communications Commission;
144+1. “Professional severe weather tracker” means a licensed
145+individual or company hired or contracted with by a qualified medi a
146+outlet or affiliated with a research program at a qualified
147+institution of higher education;
148+2. “Qualified media outlet” means a television station licensed
149+by the Federal Communication s Commission for the broadcast or
150+transmission of television program ming via broadcast, cable,
151+streaming, or other platforms as recognized by the Federal
152+Communications Commission;
117153 3. “Qualified institution of higher education” means any
118-college or university overseen by the Oklahoma State Regents for
154+college or university regulated by the Oklahoma State Regents for
119155 Higher Education that offers a course or program in meteorology ; and
120156 4. “Significant weather event” means:
121-a. a day of enhanced, moderat e, or high-risk conditions
122-in one or more counties in this state predicted by the
157+a. a day of enhanced, moderate, or high risk conditions
158+in one or more counties located in this state by the
159+National Oceanic and Atmospheric Administration ’s
160+National Weather Service Storm Prediction Center ,
161+b. any tornado or severe thunderstorm watch issued by the
162+National Weather Service or the chief meteorologist
163+employed by a qualified media outlet ,
164+c. any storm in one or more counties located in this
165+state, or anticipated to enter this state, for which a
166+tornado or thunderstorm warning has been issued by the

156-state, for which a tornado or severe thunderstorm
157-warning has been issued b y the National Weather
158-Service or a qualified media outlet,
159-d. any blizzard warning, ice storm warning, winter
160-weather advisory, winter storm warning, o r winter
161-storm watch issued b y the National Weather Service or
162-a qualified media outlet,
163-e. a red flag warning issued by the National Weather
164-Service or the Forestry Services Division of the
165-Oklahoma Department of Agriculture, Food, and

227+the Oklahoma Department of Agriculture, Food, and

167229 f. a flash flood warning or flood warning issued by the
168-National Weather Service or a qualified media outlet.
230+National Weather Service or the chief meteorologist
231+employed by a qualified media outlet.
169232 SECTION 3. NEW LAW A ne w section of law to be codified
170233 in the Oklahoma Statutes as Section 19-302 of Title 47, unless there
171234 is created a duplication in numbering, reads as follows:
235+A. Service Oklahoma shall be authorized to create a
236+professional severe weather tracker license.
237+B. Any professional severe weather tracker employed or
238+contracted with by any qualified media outlet shall :
239+1. Cause a copy of his or her license issued by Service
240+Oklahoma to be kept on file with the outlet;

198-A. A qualified media outlet or qualified institution of higher
199-education may hire or contract with not more than five professional
200-severe weather trackers for the purposes provided for in this act.
201-The qualified media outlet or qualified institution of higher
202-education shall:
203-1. Issue specific identific ation or credentialing information
204-to each hired or contracted professional severe weather tracker; and
205-2. Maintain a list of the names of each hired o r contracted
206-professional severe weather tracker on a publicly available website.
207-B. Any professional severe weather tracker employed by or
208-contracted with a qualified media outlet or qualified institution of
292+2. Cause to be displayed on both sides of every primary vehicle
293+utilized by the professional severe weather tracker, the license
294+number issued by Service Oklahoma, and the Federal Communications
295+Commission license number of the qualified media outlet with whom
296+the tracker maintains the employment or contractual relationship;
297+3. Pass a criminal background check;
298+4. Supply Service Oklahoma with a letter from the chief
299+meteorologist of the qualified media outlet stating the belief of
300+such meteorologist that the prospective professional severe weather
301+tracker possesses the knowledge, experience, and training to
302+exercise the powers and duties of the license responsibly; and
303+5. Provide to Service Oklahoma a copy of valid and continuing
304+insurance coverage for every primary vehicle utilized by the
305+professional severe weather tracker .
306+C. Any professional severe weather tracker employed, contracted
307+with, or otherwise affiliated with any qualified institution of
209308 higher education shall:
210-1. Complete an emerge ncy driving course to be administered by a
211-law enforcement entity in this state , including, but not limi ted to,
212-a municipal police department, a county sheriff office, the Council
213-on Law Enforcement Education and Training, or the Department of
214-Public Safety;
215-2. Maintain a liability insurance policy of not less than One
216-Million Dollars ($1,000,000.00); and
217-3. Maintain in his or her vehicle the identifying or
218-credentialing information issued by the qualified media outlet or
219-qualified higher education instit ution.
309+1. Cause a copy of his or her license issued by Service
310+Oklahoma to be kept on file with the dean, director, or other
311+designated individual of the institution who shall be responsible
312+for the maintenance of records associated with the institution’s
313+meteorology program;
314+2. Cause to be displayed on both sides of every primary ve hicle
315+utilized by the professional severe weather tracker, the license

246-SECTION 4. NEW LAW A new section of law to be codified
247-in the Oklahoma Statutes as Section 19 -304 of Title 47, unless there
248-is created a duplication in numbering, reads as follows:
249-A. Primary vehicles utilized by a professio nal severe weather
250-tracker shall:
251-1. Display markings clearly identifying such vehicle as being
252-utilized for severe weather tracking and identifying the qualified
253-media outlet or qualified institution of higher education with which
254-the tracker is affiliat ed; and
255-2. Be authorized to be equipped with and to use the visual
256-signals described in Section 12 -218 of Title 47 of the Oklahoma
257-Statutes.
258-B. Once the conditions of a significant weather event have been
259-met, a professional severe weather tracker may:
260-1. Activate the visual signals authorized for u se in this act;
261-2. Be considered an authorized emergency vehicle for the
262-purposes of this act;
263-3. Travel upon roads, highways, and count y roads closed by the
264-Department of Transportation, the Oklahoma Turnpi ke Authority, any
265-city or county, or any law enforcement agency by reason of
266-conditions triggered by the significant weather event;
267-4. Proceed past a red or stop signal or stop sign, but only
268-after slowing down as may be necessary for safe operation;
367+number issued by Service Oklahoma, as well as an identifying number
368+developed by Service Oklahoma for the qualified institution of
369+higher education;
370+3. Pass a criminal background check ;
371+4. Supply Service Oklahoma with a letter from the dean,
372+director, or other designated individual of the institution who
373+shall be responsible for the maintenance of records associated with
374+the institution’s meteorology program stating the belief of such
375+person that the prospective professional severe weather tracker
376+possesses the knowledge, experience, and training to exercise the
377+powers and duties of the license responsibly; and
378+5. Provide to Service Oklahoma a copy of valid and continuing
379+insurance coverage for every primary vehicle utilized by the
380+professional severe weather tracker .
381+D. The fees for a license issued pursuant to this section shall
382+not exceed Five Hundred Dollars ($500.00) per year for the initial
383+application, shall expire at the end of the calendar year, and may
384+be renewed annually for Two Hundred Fifty Dollars ($250.00). Such
385+fees shall be deposited into the Severe Weather Tracker Licensure
386+Fund created pursuant to Section 4 of this act and shall be utilized
387+by Service Oklahoma for the administration of the provisions of this
388+act.
389+E. Service Oklahoma may issue a letter of reprimand, cancel,
390+suspend, revoke, refuse to issue, or refuse to renew the license of

295-5. Exceed the maximum speed limits so long as speeding does not
296-endanger life or property;
297-6. Disregard regulations governing direction of movement; and
298-7. Disregard regulations governin g turning in specified
299-directions.
300-C. The exemptions granted to a prof essional severe weather
301-tracker in this section shall apply only when the tracker is
302-properly and lawfully making use of flashing green and white lights
303-or a combination of flashing green and white lights meeting the
304-requirements of Section 12 -218 of Title 47 of the Oklahoma Statutes .
305-D. The provisions of this section shall not limit the liability
306-of a professional severe weather tracker. The provisions of this
307-section shall not relieve the professional severe weather tracker
308-from the duty to drive with d ue regard for the safety of all
309-persons, nor shall such provisions protect the driver from the
310-consequences of reckless disregard for the safety of others.
311-E. Nothing in this section shall be construed to exempt a
312-professional severe weather tracker from obligation to yield right -
313-of-way and stop for superseding authorized emergency vehicles, as
314-prescribed in Section 1-103 of Title 47 of the Oklahoma Statutes.
315-SECTION 5. NEW LAW A new section of law to be codified
316-in the Oklahoma Statutes as Section 19-305 of Title 47, unless there
442+an operator when it finds the licensee or applicant has violated any
443+of the provisions of this act or any rules adopted by Service
444+Oklahoma. A suspension shall be for a period of time deemed
445+appropriate by Service Oklahoma for the violation. Any canceled,
446+suspended, or revoked license shall be returned to Service Oklahoma
447+by the licensee, and the licensee shall not be eligible to apply for
448+another license until the period of suspension or revocation has
449+elapsed.
450+F. Service Oklahoma shall promulgate rules for the
451+implementation of this act.
452+SECTION 4. NEW LAW A new section of law to be codified
453+in the Oklahoma Statutes as Section 19-303 of Title 47, unless there
317454 is created a duplication in numbering, reads as follows :
455+There is hereby created in the State Treasury a revolving fund
456+for Service Oklahoma to be designated the “Severe Weather Tracker
457+Licensure Fund”. The fund shall be a continuing fund, not subject
458+to fiscal year limitations. All monies accruing to the credit of
459+the fund are hereby appropriated and shall be budgeted and expended
460+by Service Oklahoma for the restricted purposes of the monies as
461+prescribed by law. Expenditures from the fund shall be made upon
462+warrants issued by the State Treasurer against claims filed as
463+prescribed by law with the Director of the Office of Management and
464+Enterprise Services for approval and payment.

344-Any professional severe weather tracker found to be in violation
345-of the provisions of this act may be subject to a fine not to exceed
346-Five Hundred Dollars ($500.00). Such fine shall be in addition to
347-any criminal or civil penalties the tracker may be subject to for
348-the violation of the laws of this state.
349-SECTION 6. NEW LAW A new section of law to be codified
350-in the Oklahoma Statutes as Section 19 -306 of Title 47, unless there

352-Nothing in this act shall be construed to prohibit or limit the
353-rights of any individual to engage in recreational or commercial
354-storm tracking or chasing.
355-SECTION 7. AMENDATORY 47 O.S. 2021, Section 1 -103, is
356-amended to read as follows:
357-Section 1-103. A. When equipped as prescribed in subsection B
358-of this section:
359-1. Vehicles of fire departments;
360-2. Ambulances or vehicle s specified pursuant to subsection B of
361-Section 1-2512 of Title 63 of the Oklahoma Statutes of licensed
362-ambulance service providers;
363-3. State vehicles of law enforcement agencies;
364-4. County vehicles of sheriffs and full -time commissioned
365-deputies and vehicles designated by the sher iff for support of the
366-sheriff’s office including privately owned vehicles driven by the
367-sheriff and full-time, part-time and reserve commissioned deputies ;,
519+A. Primary vehicles utilized by a professional severe weather
520+tracker shall:
521+1. Display markings clearly identifying such vehicle as being
522+utilized for severe weather tracking and identifying the qualified
523+media outlet or institution of higher education with which the
524+tracker is affiliated; and
525+2. Be authorized to be equipped and to use the visual signals
526+described in Section 12-218 of Title 47 of the Oklahoma Statutes.
527+B. Once the conditions of a significant weather event have been
528+met, a professional severe weather tracker may:
529+1. Activate the visual signals authorized for use in this act;
530+2. Be considered an emergency vehicle for the purposes of this
531+act; and

536+C. Upon instruction by any law enforcement officer, a
537+professional severe weather tracker shall provide a copy of his or
538+her license issued by Service Oklahoma. Failure to comply shall be

394-provided the audible sirens and flashing red lights equipped on such
395-privately owned vehicles are used only in a law enforcement capacity
396-and in the course of duty;
397-5. Municipal vehicles of police departments;
398-6. Vehicles owned and operated by the United States Marshals
399-Service or the Federal Bureau of Investigation;
400-7. Vehicles of Oklahoma National Guard units designated by the
401-Adjutant General for support to civil authorities; or
402-8. Vehicles owned and operated by any local organization for
403-emergency management as defined by Section 683.3 of Title 63 of the
404-Oklahoma Statutes; or
405-9. Primary vehicles of professional severe weather trackers
406-hired by or contracted with a qual ified media outlet or qualified
407-institution of higher education, as those terms are defined in
408-Section 2 of this act. Provided, however, such authorized emergency
409-vehicle designation shall only be provided while the professional
410-severe weather tracker is tracking a significant weather event, and
411-professional severe weather trackers shall yield right-of-way and
412-stop for vehicles described in paragraphs 1 through 8 of this
413-subsection,
414-are authorized emergency vehicles.
415-B. All Except for primary vehicles of professional severe
416-weather trackers, all vehicles prescribed in subsection A of this
417-section shall be equipped with sirens capable of giving audible

446-Section 12-218 of this title.
447-SECTION 8. AMENDATORY 47 O.S. 2021, Section 12 -218, is
448-amended to read as follows:
449-Section 12-218. A. Every authorized emergency vehicle shall,
450-in addition to any other equipm ent and distinctive markings required
451-by this title, be equipped with flashing red or blue lights or a
452-combination of flashing red and blue lights. The lights shall be
453-visible at five hundred (500) feet in normal sunlight.
454-B. A law enforcement vehicle when used as an authorized
455-emergency vehicle may but need not be equipped with alternately-
456-flashing alternately flashing red or blue lights specified here in.
457-An unmarked vehicle used as a law enforcement vehicle for routine
458-traffic enforcement shall be equi pped with the following combination
459-of lights:
460-1. Three flashing red, blue, or a combination of red and blue
461-lights emitting the flashing lights to the front of the vehicle;
462-2. Two flashing white lights emitting the flashing white lights
463-to the front of the vehicle;
464-3. Flashing red, blue, white or any combination of red, blue or
465-white lights placed at and emitting the f lashing lights from the
466-four corners of the vehicle so that they are visible for three
467-hundred sixty (360) degrees; and

494-4. One flashing red, blue, amber, or any combination of red,
495-blue, or amber lights emitting the flashing light to the rear of the
496-vehicle.
497-C. A professional severe weather tracker hired by or contracted
498-with a qualified media outlet or qualified institution of higher
499-education, as such terms are defined in Section 2 of this act, shall
500-be equipped with a combination of green and white fla shing lights.
501-The lights shall be visible at five hundred (500) feet in normal
502-sunlight.
503-D. The use of the signal equipment described h erein shall
504-impose upon drivers of other vehicles the obligation to yield right -

507-SECTION 9. This act shall become effective July 1, 2025.
508-SECTION 10. It being immediately necessary for the preservation
590+enforced in accordance with the provisions of Section 6-112 of Title
591+47 of the Oklahoma Statutes.
592+D. The provisions of this section shall not limit the liability
593+of a professional severe weather tracker.
594+SECTION 6. NEW LAW A new section of law to be codified
595+in the Oklahoma Statutes as Section 19-305 of Title 47, unless there
596+is created a duplication in numbering, reads as follows:
597+Any professional severe weather tracker found to be in violation
598+of the provisions of this act may be subject to a fine not to exceed
599+Five Hundred Dollars ($500.00) or revocation of his or her license
600+by Service Oklahoma. Such fine or revocation shall be in addition
601+to any criminal or civil penalties the tracker may be subject to for
602+the violation of the laws of this state.
603+SECTION 7. This act shall become effective July 1, 2025.
604+SECTION 8. It being immediately necessary for the preservation
509605 of the public peace, health or safety, an emergency is hereby
510606 declared to exist, by rea son whereof this act shall take effect and
511607 be in full force from and after its passage and approval.
