81	81	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
82	82	SECTION 1. NEW LAW A new section of law to be codified
83	83	in the Oklahoma Statutes as Section 1 -9-126 of Title 10A, unless
84	84	there is created a duplication in numbering, reads as follows:
85	85	A. Subject to availability of funding, foster parents and
86	86	children in the home other than foster children shall have access to
87	87	not less than six (6) hours annually of counseling services provided
88	88	by licensed mental health providers contracted with the Department
89	89	of Human Services.

141	141	B. The purpose of providing the counseling services is to
142	142	retain safe, loving, and supportive foster h omes for children in the
143	143	custody of the State of Oklahoma.
144	144	C. The counseling services shall be provided at no cost to the
145	145	foster parent or child, and the mental health provider shall be paid
146	146	a rate for such services by the Department in an amount determin ed
147	147	by the Department.
148	148	D. The counseling services provided under this section shall be
149	149	optional for foster parents and children. Foster parents shall not
150	150	be penalized or discriminated against for seeking or receiving
151	151	counseling services under this section .
152	152	E. All licensed mental health providers who provide counseling
153	153	services under this section shall meet such qualifications as may be
154	154	established by the Director of Human Services. Such qualifications
155	155	shall include, but not be limited to, training in the Flash
156	156	Technique.
157	157	F. Prior to or upon placement of a child in a foster home, the
158	158	Department shall provide information on the counseling services
159	159	described in this section to the foster parents, including how to
160	160	seek such services.
161	161	SECTION 2. This act shall become effective July 1, 2025.
162	162	SECTION 3. It being immediately necessary for the preservation
163	163	of the public peace, health or safety, an emergency is hereby
