55	46		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
56	47		SECTION 1. NEW LAW A new section of law to be codified
57	48		in the Oklahoma Statutes as Section 5008.10 of Title 74, unless
58	49		there is created a duplication in numbering, reads as follows:
59	50		A. There is hereby cre ated the Taiwan Region al Trade Office.
60	51		B. The Office shall be an administrative component of the
61	52		Oklahoma Department of Commerce.
62	53		C. The Office shall:
63	54		1. Facilitate economic relationships between Oklahoma -based
64	55		businesses and business entities with prin cipal business activity
65	56		which is based or occurs regionally to Taiwan that shall not include
	57	+	any authoritarian or totalitarian government the sovereign powers of
	58	+	which are exercised through a single person or group of persons who
	59	+	are not elected by any for m of legitimate popular voting;

96	86		2. Promote Oklahoma -based business and establish business -to-
97	87		business trading activity with business entities based regionally to
98	88		Taiwan;
99	89		3. Provide information about business trading opport unities
100	90		with business entities based regionally to Taiwan for Oklahoma-based
101	91		businesses;
102	92		4. Facilitate positive relationships between this state and its
103	93		political subdivisions with the relevant governments based
104	94		regionally to Taiwan that are consistent with United States foreign
105	95		policy and any applicable trade or travel restrictions;
106	96		5. Coordinate the activities of the Oklahoma Department of
107	97		Commerce with respect to business outreach specific to entities
108	98		based regionally to Taiwan ;
109	99		6. Coordinate, organiz e, support, and fund travel from Oklahoma
110	100		to entities based regionally to Taiwan and return as part of an
111	101		ongoing mission to establish and maintain relationships between
112	102		Oklahoma and countries in the region with the objective of creating
113	103		trade opportunities for Oklahoma -based business enterprises;
114	104		7. Manage actions taking place at the federal level whose
115	105		primary objective promotes business -to-business transactions between
	106	+	entities based regionally to Taiwan and the United States with
	107	+	emphasis on promoting Oklahoma-based business activity ;

143		-	entities based regionally to Taiwan and the United States with
144		-	emphasis on promoting Oklahoma -based business activity;
145	134		8. Conduct training programs for Oklahoma -based business owners
146	135		to inform them of potential trading opportunities with entities
147	136		based regionally to Taiwan ;
148	137		9. Produce promotional and educational materials for
149	138		distribution by business organizations, tra de associations, or
150	139		similar entities consistent with the mission of the Office; and
151	140		10. Take such other actions or develop such programs consistent
152	141		with the mission of developing business -to-business opportunities
153	142		between entities based regionally to Taiw an and Oklahoma-based
154	143		business enterprises.
155	144		D. The Taiwan Regional Trade Office shall maintain a physical
156	145		office in Taipei, Taiwan.
157	146		E. 1. No later than January 1, 2029, the Oklahoma Department
158	147		of Commerce shall conduct a cost/benefit analysis to determi ne the
159	148		estimated net direct state benefits applicable for a three -year
160	149		period beginning with the first complete calendar quarter.
161	150		2. If the Oklahoma Department of Commerce determines that the
162	151		Office failed to meet the estim ated net direct state benefit fo r
163	152		operations, the Department shall cease operation of the Office. As
164	153		used in this section, “estimated net direct state benefits ” means
165	154		the estimated direct state benefits less the estimated direct state
166	155		costs.
	156	+	F. The Oklahoma Department of Commerce shall promulgate any
	157	+	rules necessary to implement the provisions of this section.

194		-	F. The Oklahoma Department of Commerce shall promulgate any
195		-	rules necessary to implement the provisions of this section.
196	184		SECTION 2. This act shall become effective July 1, 2025.
197	185		SECTION 3. It being immediately necessary for the preser vation
198	186		of the public peace, heal th or safety, an emergency is hereby
199	187		declared to exist, by reason whereof this act shall take effect and
200	188		be in full force from and after its passage and approval.
