8181 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8282 SECTION 1. NEW LAW A new section of law to be codified
8383 in the Oklahoma Statutes as Section 6 -205.3 of Title 47, unless
8484 there is created a duplication in numbering, reads as follows:
8585 A. Any person:
8686 1. Who has been convicted of an offense other th an an offense
8787 requiring mandatory revocation of the individual ’s driver license,
8888 pursuant to the provisions of Section 6 -205 of Title 47 of the
8989 Oklahoma Statutes; and

141141 2. Who held a valid, unexpired Oklahoma driver license upon
142142 imprisonment in the custody of the Department of Corrections which
143143 expired during the person ’s term of imprisonment or within six (6)
144144 months after the person is discharged from incarceration ,
145145 shall have the expiration date of his or her driver license extended
146146 for a period of six (6) months after he or she is released from the
147147 custody of the Department of Corr ections. This subsection shall not
148148 be construed to confer driving privileges to an individual in any
149149 jurisdiction other than this state.
150150 B. Prior to the expiration of the six -month period, the person
151151 shall be eligible to enter into an agreement with Service Oklahoma
152152 for issuance of a provisional license as provided for in subsection
153153 D of Section 6-212 of Title 47 of the Oklahoma Statutes ; provided,
154154 the Department of Corrections shall provide the person with relevant
155155 documentation to assist in obtaining a provisional license before
156156 being released from custody. The person shall pay a minimum of
157157 Twenty-five Dollars ($25.00) per month toward the satisfaction of
158158 outstanding fees and fines including, but not limited to,
159159 provisional license fees, warrant fees, court costs or fees, or
160160 driver license or commercial driver license reinstatement fees.
161161 Service Oklahoma may suspend or revoke a provisional license if the
162162 person fails to honor the payment plan.

214214 C. Service Oklahoma and the Department of Corrections are
215215 authorized to promulgate rules and procedures to implement the
216216 provisions of this section.
217217 SECTION 2. AMENDATORY 57 O.S. 2021, Section 513.3, as
218218 amended by Section 1, Chapter 64, O.S.L. 2022 (57 O.S. Supp. 2024,
219219 Section 513.3), is amended to read as follows:
220220 Section 513.3. A. When any inmate shall be discharged from an
221221 institution of the Department of Corrections and the intended
222222 residence designated by the inmate is within this state, the
223223 Department of Corrections shall provide t he inmate with relevant
224224 documentation to assist the inmate in obtaining post -release
225225 employment and shall coordinate with the Department of Public Safety
226226 Service Oklahoma to provide a REAL ID Noncompliant Identification
227227 Card if the inmate does not have a current state -issued
228228 identification card or driver license.
229229 B. 1. Within nine (9) months prior to the release of an inmate
230230 from custody, the Department of Corrections shall iden tify whether
231231 the inmate has a current form of state identification and begin t he
232232 process of gathering the documentation required for the issuance of
233233 a REAL ID Noncompliant Identification Card pursuant to Section 6 -
234234 105.3 of Title 47 of the Oklahoma Statutes . If an inmate has any
235235 valid form of a state -issued identification card or driver license,
236236 the inmate may avail himself or herself of the provisions of this
237237 section.

289289 2. The Department of Corrections may utilize any funds
290290 available to cover the costs asso ciated with the implementation and
291291 administration of this section and the purc hase of REAL ID
292292 Noncompliant Identification Cards, including, but not limited to,
293293 inmate trust funds, existing funds of the Department of Corrections ,
294294 and donations.
295295 3. The provisions of this section shall apply only to inmates
296296 who may receive a state -issued identification card pursuant to
297297 Section 1550.42 of Title 21 of the Oklahoma Statutes.
298298 C. For purposes of assisting an inmate in obtaining post -
299299 release employment, the Depart ment of Corrections shall provide the
300300 inmate with the following documentation:
301301 1. A copy of the vocational training record of the inmate, if
302302 applicable;
303303 2. A copy of the work record of the inmate, if applicable;
304304 3. A certified copy of the birth certific ate of the inmate, if
305305 obtainable;
306306 4. A Social Security card or a replacement Social Security card
307307 of the inmate, if obtainable;
308308 5. A resume that includes any trade learned by the inmate and
309309 the proficiency at that trade by the inmate; and
310310 6. Documentation that the inmate has completed a practice job
311311 interview.

363363 In addition, the Department shall notify the inmate if he or she
364364 is eligible to apply for a license from a state entity charged with
365365 oversight of an occupational license or certification.
366366 D. The following categories of inmates are not required to
367367 complete resumes or practice job interviews prior to their release
368368 from incarceration:
369369 1. Inmates sixty-five (65) years of age or older;
370370 2. Inmates releasing to medical parole or discharging from a
371371 prison infirmary setting;
372372 3. Inmates releasing from a Department of Corrections Me ntal
373373 Health Unit;
374374 4. Inmates releasing to the custody of another jurisdiction on
375375 a warrant or detainer;
376376 5. Inmates returning to community supervision from an
377377 intermediate revocation facility; and
378378 6. Inmates that the Department determines would be physically
379379 or mentally unable to return to the workforce upon release from
380380 incarceration.
381381 E. The Department of Corrections is authorized to promulgate
382382 rules and procedures to implemen t the provisions of this section.
383383 SECTION 3. This act shall become effective July 1, 2025.
384384 SECTION 4. It being immediately necessary for the preservation
385385 of the public peace, health or safety, an emergency is hereby
