142 | 142 | | imprisonment in the custody of the Department of Corrections which |

143 | 143 | | expired during the person ’s term of imprisonment or within six (6) |

144 | 144 | | months after the person is discharged from incarceration , |
---|
145 | 145 | | shall have the expiration date of his or her driver license extended |
---|
146 | 146 | | for a period of six (6) months after he or she is released from the |
---|
147 | 147 | | custody of the Department of Corr ections. This subsection shall not |
---|
148 | 148 | | be construed to confer driving privileges to an individual in any |
---|
149 | 149 | | jurisdiction other than this state. |
---|
150 | 150 | | B. Prior to the expiration of the six -month period, the person |
---|
151 | 151 | | shall be eligible to enter into an agreement with Service Oklahoma |
---|
152 | 152 | | for issuance of a provisional license as provided for in subsection |
---|
153 | 153 | | D of Section 6-212 of Title 47 of the Oklahoma Statutes ; provided, |
---|
154 | 154 | | the Department of Corrections shall provide the person with relevant |
---|
155 | 155 | | documentation to assist in obtaining a provisional license before |
---|
156 | 156 | | being released from custody. The person shall pay a minimum of |
---|
157 | 157 | | Twenty-five Dollars ($25.00) per month toward the satisfaction of |
---|
158 | 158 | | outstanding fees and fines including, but not limited to, |
---|
159 | 159 | | provisional license fees, warrant fees, court costs or fees, or |
---|
160 | 160 | | driver license or commercial driver license reinstatement fees. |
---|
161 | 161 | | Service Oklahoma may suspend or revoke a provisional license if the |
---|
162 | 162 | | person fails to honor the payment plan. |

219 | 219 | | Section 513.3), is amended to read as follows: |

220 | 220 | | Section 513.3. A. When any inmate shall be discharged from an |

221 | 221 | | institution of the Department of Corrections and the intended |
---|
222 | 222 | | residence designated by the inmate is within this state, the |
---|
223 | 223 | | Department of Corrections shall provide t he inmate with relevant |
---|
224 | 224 | | documentation to assist the inmate in obtaining post -release |
---|
225 | 225 | | employment and shall coordinate with the Department of Public Safety |
---|
226 | 226 | | Service Oklahoma to provide a REAL ID Noncompliant Identification |
---|
227 | 227 | | Card if the inmate does not have a current state -issued |
---|
228 | 228 | | identification card or driver license. |
---|
229 | 229 | | B. 1. Within nine (9) months prior to the release of an inmate |
---|
230 | 230 | | from custody, the Department of Corrections shall iden tify whether |
---|
231 | 231 | | the inmate has a current form of state identification and begin t he |
---|
232 | 232 | | process of gathering the documentation required for the issuance of |
---|
233 | 233 | | a REAL ID Noncompliant Identification Card pursuant to Section 6 - |
---|
234 | 234 | | 105.3 of Title 47 of the Oklahoma Statutes . If an inmate has any |
---|
235 | 235 | | valid form of a state -issued identification card or driver license, |
---|
236 | 236 | | the inmate may avail himself or herself of the provisions of this |
---|

293 | 293 | | inmate trust funds, existing funds of the Department of Corrections , |
---|
294 | 294 | | and donations. |

295 | 295 | | 3. The provisions of this section shall apply only to inmates |
---|
296 | 296 | | who may receive a state -issued identification card pursuant to |
---|
297 | 297 | | Section 1550.42 of Title 21 of the Oklahoma Statutes. |
---|
298 | 298 | | C. For purposes of assisting an inmate in obtaining post - |
---|
299 | 299 | | release employment, the Depart ment of Corrections shall provide the |
---|
300 | 300 | | inmate with the following documentation: |
---|
301 | 301 | | 1. A copy of the vocational training record of the inmate, if |
---|
302 | 302 | | applicable; |
---|
303 | 303 | | 2. A copy of the work record of the inmate, if applicable; |
---|
304 | 304 | | 3. A certified copy of the birth certific ate of the inmate, if |
---|
305 | 305 | | obtainable; |
---|
306 | 306 | | 4. A Social Security card or a replacement Social Security card |
---|
307 | 307 | | of the inmate, if obtainable; |
---|
308 | 308 | | 5. A resume that includes any trade learned by the inmate and |
---|
309 | 309 | | the proficiency at that trade by the inmate; and |
---|
310 | 310 | | 6. Documentation that the inmate has completed a practice job |
---|
311 | 311 | | interview. |

371 | 371 | | prison infirmary setting; |

372 | 372 | | 3. Inmates releasing from a Department of Corrections Me ntal |
---|
373 | 373 | | Health Unit; |
---|
374 | 374 | | 4. Inmates releasing to the custody of another jurisdiction on |
---|
375 | 375 | | a warrant or detainer; |
---|
376 | 376 | | 5. Inmates returning to community supervision from an |
---|
377 | 377 | | intermediate revocation facility; and |
---|
378 | 378 | | 6. Inmates that the Department determines would be physically |
---|
379 | 379 | | or mentally unable to return to the workforce upon release from |
---|
380 | 380 | | incarceration. |
---|
381 | 381 | | E. The Department of Corrections is authorized to promulgate |
---|
382 | 382 | | rules and procedures to implemen t the provisions of this section. |
---|
383 | 383 | | SECTION 3. This act shall become effective July 1, 2025. |
---|
