75	75	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
76	76	SECTION 1. AMENDATORY 2 O.S. 2021, Section 5 -107, is
77	77	amended to read as follows:
78	78	Section 5-107. A. There is hereby create d the “Oklahoma Meat
79	79	Consumer Protection Act ”.
80	80	B. As used in the Oklahoma Meat Consumer Protection Act:
81	81	1. “Cell-cultured meat”, also referred to as lab -grown meat,
82	82	cultivated meat, clean meat, in vitro meat, imitation meat,
83	83	synthetic meat, and fake meat, means a food product developed from
84	84	animal cell cultures rather than through traditional raising and
85	85	slaughtering of livestock. Cell-cultured meat does not include
86	86	imitation meat made of non-meat ingredients including, but not
87	87	limited to, plant-based protein;

139	139	2. “Livestock” means animals defined by paragraph 9 of Section
140	140	1-3 of Title 2 of the Oklahoma Statutes;
141	141	2. 3. “Meat” means any edible portion of livestock or part
142	142	thereof;
143	143	3. 4. “Misrepresent” means the use of any untrue, misleading ,
144	144	or deceptive oral or written statement, advertisement, label,
145	145	display, picture, illustration , or sample; and
146	146	4. 5. “Represent” means the use of any form of oral or written
147	147	statement, advertisement, label, display, picture, illustration , or
148	148	sample.
149	149	C. Pursuant to the Oklahoma Meat Consumer Protection Act, no
150	150	person advertising, offering for sale , or selling meat shall engage
151	151	in any misleading or deceptive practices, including, but not limited
152	152	to, the following:
153	153	1. Misrepresenting the cut, grade, brand, trade name , or weight
154	154	or measure of any meat, or misrepresenting a product as meat that is
155	155	not derived from harvested production livestock; provided, product
156	156	packaging for plant-based items shall not be considered in violation
157	157	of the provisions of this paragraph so long as the packaging
158	158	displays that the product is derived from plant -based sources in
159	159	type that is uniform in size and prominence to the name of the
160	160	product;

212	212	2. Using a USDA-quality grade on a product not graded by the
213	213	United States Department of Agriculture (USDA) or Oklahoma
214	214	Department of Agriculture, Food, and Forestry (ODAFF); or
215	215	3. Failing to fully and conspicuously disclose the correct
216	216	government grade for any product if the p roduct is represented as
217	217	having been graded by the USDA or ODAFF.
218	218	D. No person, firm, association, corporation, or any other
219	219	entity of this state shall manufacture for sale cell -cultured meat
220	220	intended for human consumption.
221	221	E. The State Board of Agricult ure shall promulgate rules
222	222	necessary to enforce compliance with the Oklahoma Meat Consumer
223	223	Protection Act.
224	224	SECTION 2. This act shall become effective November 1, 2025.
