8181 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8282 SECTION 1. AMENDATORY 47 O.S. 2021, Section 6 -212, as
8383 amended by Section 73, Chapter 282, O.S.L. 2022 (47 O.S. Supp. 2024,
8484 Section 6-212), is amended to read as follows:
8585 Section 6-212. A. Service Oklahoma sha ll not assess and
8686 collect multiple reinstatement fees when reinstating the dri ving
8787 privilege of any person having more than one suspension or
8888 revocation affecting the person ’s driving privilege at the time of
8989 reinstatement.

142142 1. Suspend or revoke a person ’s driving privilege as delineated
143143 within the Oklahoma Statutes; and
144144 2. Require any person having more than one suspension or
145145 revocation affecting the person ’s driving privilege to meet the
146146 statutory requirements for each action as a condition precedent to
147147 the reinstatement of any driving privilege. Provi ded, however,
148148 reinstatement fees shall not be cumulative, and a single
149149 reinstatement fee, as provided for in subsection C of this section,
150150 shall be paid for all suspensions or re vocations as shown by Service
151151 Oklahoma’s records at the time of reinstatement.
152152 C. Whenever a person ’s privilege to operate a motor vehicle is
153153 suspended or revoked pursuant to any provision as authorized by the
154154 Oklahoma Statutes, the license or privilege t o operate a motor
155155 vehicle shall remain under suspension or revocation and shal l not be
156156 reinstated until:
157157 1. The expiration of each such revocation or suspension order;
158158 2. The person has paid to Service Oklahoma:
159159 a. if such privilege is suspended or revok ed pursuant to
160160 Section 1115.5 of Title 22 of the Oklahoma Statutes or
161161 pursuant to any provisions of this title, except as
162162 provided in subparagraph b of this paragraph, a
163163 processing fee of Twenty -five Dollars ($25.00) for
164164 each such suspension or revocation as shown by Service
165165 Oklahoma’s records, or

217217 b. (1) if such privilege is suspend ed or revoked
218218 pursuant to the provisions of Section 6 -205, 6-
219219 205.1, 7-612, 753, 754 or 761 of this title or
220220 pursuant to subsection A of Section 7 -605 of this
221221 title for a convicti on for failure to maintain
222222 the mandatory motor vehicle insurance required by
223223 law or pursuant to subsection B of Section 6 -206
224224 of this title for a suspension other than for
225225 points accumulation, a processing fee of Seventy -
226226 five Dollars ($75.00) for each such suspension or
227227 revocation as shown by Service Oklahoma ’s
228228 records, and a specia l assessment trauma-care fee
229229 of Two Hundred Dollars ($200.00) to be deposited
230230 into the Trauma Care Assistance Revolving Fund
231231 created in Section 1 -2530.9 of Title 63 of the
232232 Oklahoma Statutes, for each suspension or
233233 revocation as shown by the records of Service
234234 Oklahoma, and
235235 (2) in addition to any other fees required by this
236236 section, if such privilege is suspended or
237237 revoked pursuant to an arrest on or after
238238 November 1, 2008, under the provisions of
239239 paragraph 2 or 6 of subsection A of Section 6 -205
240240 of this title or of Section 753, 754 or 761 of

292292 this title, a fee of Fifteen Dollars ($15.00),
293293 which shall be apportioned pursuant to the
294294 provisions of Section 3 -460 of Title 43A of the
295295 Oklahoma Statutes; and
296296 3. The person has paid to Service Oklahoma a single
297297 reinstatement fee of , beginning on July 1, 2013, and any year
298298 thereafter, Twenty-five Dollars ($25.00).
299299 If a license that is reinstated has expired during the period of
300300 suspension or revocation, such license shall be considered valid for
301301 a period of ninety (90) days from the reinstatement date. Service
302302 Oklahoma shall notify the license holder within three (3) days of
303303 reinstatement that the license holder has ninety (90) days from the
304304 reinstatement date to obtain a new driver license.
305305 D. Service Oklahoma is hereby authorized to shall enter into
306306 agreements with persons whose license to operate a motor vehicle or
307307 commercial motor vehicle has been suspended or revoked, for issuance
308308 of a provisional license subject to any restrictions imposed by law
309309 or a court order. Any person convicted of an offense that requires
310310 mandatory revocation of the person ’s driver license pursuant to the
311311 provisions of Section 6 -205 of this title shall not be eli gible for
312312 a provisional license. The provisional license would allow such
313313 persons to drive from 6:00 a.m. to 11:59 p.m. Driving privileges
314314 for a provisional license are limited from 12:00 a.m. to 5:59 a.m.

367367 1. Between their place of residence and their place of
368368 employment or potential employment;
369369 2. During the scope a nd course of their employment;
370370 3. Between their place of residence and a college, university
371371 or technology center;
372372 4. Between their place of residence and their child ’s school or
373373 day care provider;
374374 5. Between their place of residence and a place of worship; or
375375 6. Between their place of residence and any court -ordered
376376 treatment program,
377377 with the condition that such persons pay a minimum total of Five
378378 Dollars ($5.00) per month t oward the satisfaction of outstanding
379379 fees, including, but not limited to, pro visional license fees,
380380 warrant fees, court costs or fees, driver license or commercial
381381 driver license reinstatement fees. Service Oklahoma may suspend or
382382 revoke a provisional li cense pursuant to this section if the person
383383 fails to honor the payment plan. The person may re -enroll in the
384384 provisional driver license program.
385385 E. Any violation of law by the person holding the provisional
386386 license that would result in the suspension or revocation of a
387387 driver license, except for the failure to pay fines, fees , or other
388388 financial obligations if the person is participating in a payment
389389 plan, shall result in the revocation of the provisional license.

441441 F. Eligibility for a provisional licens e shall not take into
442442 consideration any outstanding fines and fees owed, including, but
443443 not limited to, warrant fees, court costs or fees, driver license or
444444 commercial driver license reinstatement fees.
445445 G. A person with a suspended driver license shall no t have to
446446 take a driver license test to be eligible for a provisional
447447 license;, provided, the suspended license has not expired.
448448 H. The Department of Corrections shall provide inmates with
449449 relevant documentation to obtain a provisional license as provided
450450 in subsection D of this section before being released from custody.
451451 The Department of Corrections shall develop rules and procedures
452452 necessary to implement the provisions of this subsection.
453453 I. Service Oklahoma shall develop rules and procedures
454454 necessary to implement the provisions of this section except as
455455 otherwise provided by this title.
456456 I. Effective July 1, 2002, and for
457457 J. For each fiscal year thereafter:
458458 1. Two Hundred Fifty Thousand Dollars ($250,000.00) of all
459459 monies collected each month purs uant to this section shall be
460460 apportioned as provided in Section 1104 of this title, except as
461461 otherwise provided in this section; and
462462 2. Except as otherwise provided in this section, all other
463463 monies collected in excess of Two Hundred Fifty Thousand Doll ars

517517 SECTION 2. This act shall become effective July 1, 2025.
518518 SECTION 3. It being immediately necessary for the preservation
519519 of the public peace, heal th or safety, an emergency is hereby
520520 declared to exist, by reason whereof this act shall take effect and
521521 be in full force from and after its passage and approval.
