81	81	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
82	82	SECTION 1. AMENDATORY 47 O.S. 2021, Section 6 -212, as
83	83	amended by Section 73, Chapter 282, O.S.L. 2022 (47 O.S. Supp. 2024,
84	84	Section 6-212), is amended to read as follows:
85	85	Section 6-212. A. Service Oklahoma sha ll not assess and
86	86	collect multiple reinstatement fees when reinstating the dri ving
87	87	privilege of any person having more than one suspension or
88	88	revocation affecting the person ’s driving privilege at the time of
89	89	reinstatement.
90	90	B. Service Oklahoma shall:

142	142	1. Suspend or revoke a person ’s driving privilege as delineated
143	143	within the Oklahoma Statutes; and
144	144	2. Require any person having more than one suspension or
145	145	revocation affecting the person ’s driving privilege to meet the
146	146	statutory requirements for each action as a condition precedent to
147	147	the reinstatement of any driving privilege. Provi ded, however,
148	148	reinstatement fees shall not be cumulative, and a single
149	149	reinstatement fee, as provided for in subsection C of this section,
150	150	shall be paid for all suspensions or re vocations as shown by Service
151	151	Oklahoma’s records at the time of reinstatement.
152	152	C. Whenever a person ’s privilege to operate a motor vehicle is
153	153	suspended or revoked pursuant to any provision as authorized by the
154	154	Oklahoma Statutes, the license or privilege t o operate a motor
155	155	vehicle shall remain under suspension or revocation and shal l not be
156	156	reinstated until:
157	157	1. The expiration of each such revocation or suspension order;
158	158	2. The person has paid to Service Oklahoma:
159	159	a. if such privilege is suspended or revok ed pursuant to
160	160	Section 1115.5 of Title 22 of the Oklahoma Statutes or
161	161	pursuant to any provisions of this title, except as
162	162	provided in subparagraph b of this paragraph, a
163	163	processing fee of Twenty -five Dollars ($25.00) for
164	164	each such suspension or revocation as shown by Service
165	165	Oklahoma’s records, or

227	227	revocation as shown by Service Oklahoma ’s
228	228	records, and a specia l assessment trauma-care fee
229	229	of Two Hundred Dollars ($200.00) to be deposited
230	230	into the Trauma Care Assistance Revolving Fund
231	231	created in Section 1 -2530.9 of Title 63 of the
232	232	Oklahoma Statutes, for each suspension or
233	233	revocation as shown by the records of Service
234	234	Oklahoma, and
235	235	(2) in addition to any other fees required by this
236	236	section, if such privilege is suspended or
237	237	revoked pursuant to an arrest on or after
238	238	November 1, 2008, under the provisions of
239	239	paragraph 2 or 6 of subsection A of Section 6 -205
240	240	of this title or of Section 753, 754 or 761 of

293	293	which shall be apportioned pursuant to the
294	294	provisions of Section 3 -460 of Title 43A of the
295	295	Oklahoma Statutes; and
296	296	3. The person has paid to Service Oklahoma a single
297	297	reinstatement fee of , beginning on July 1, 2013, and any year
298	298	thereafter, Twenty-five Dollars ($25.00).
299	299	If a license that is reinstated has expired during the period of
300	300	suspension or revocation, such license shall be considered valid for
301	301	a period of ninety (90) days from the reinstatement date. Service
302	302	Oklahoma shall notify the license holder within three (3) days of
303	303	reinstatement that the license holder has ninety (90) days from the
304	304	reinstatement date to obtain a new driver license.
305	305	D. Service Oklahoma is hereby authorized to shall enter into
306	306	agreements with persons whose license to operate a motor vehicle or
307	307	commercial motor vehicle has been suspended or revoked, for issuance
308	308	of a provisional license subject to any restrictions imposed by law
309	309	or a court order. Any person convicted of an offense that requires
310	310	mandatory revocation of the person ’s driver license pursuant to the
311	311	provisions of Section 6 -205 of this title shall not be eli gible for
312	312	a provisional license. The provisional license would allow such
313	313	persons to drive from 6:00 a.m. to 11:59 p.m. Driving privileges
314	314	for a provisional license are limited from 12:00 a.m. to 5:59 a.m.

368	368	employment or potential employment;
369	369	2. During the scope a nd course of their employment;
370	370	3. Between their place of residence and a college, university
371	371	or technology center;
372	372	4. Between their place of residence and their child ’s school or
373	373	day care provider;
374	374	5. Between their place of residence and a place of worship; or
375	375	6. Between their place of residence and any court -ordered
376	376	treatment program,
377	377	with the condition that such persons pay a minimum total of Five
378	378	Dollars ($5.00) per month t oward the satisfaction of outstanding
379	379	fees, including, but not limited to, pro visional license fees,
380	380	warrant fees, court costs or fees, driver license or commercial
381	381	driver license reinstatement fees. Service Oklahoma may suspend or
382	382	revoke a provisional li cense pursuant to this section if the person
383	383	fails to honor the payment plan. The person may re -enroll in the
384	384	provisional driver license program.
385	385	E. Any violation of law by the person holding the provisional
386	386	license that would result in the suspension or revocation of a
387	387	driver license, except for the failure to pay fines, fees , or other
388	388	financial obligations if the person is participating in a payment
389	389	plan, shall result in the revocation of the provisional license.

441	441	F. Eligibility for a provisional licens e shall not take into
442	442	consideration any outstanding fines and fees owed, including, but
443	443	not limited to, warrant fees, court costs or fees, driver license or
444	444	commercial driver license reinstatement fees.
445	445	G. A person with a suspended driver license shall no t have to
446	446	take a driver license test to be eligible for a provisional
447	447	license;, provided, the suspended license has not expired.
448	448	H. The Department of Corrections shall provide inmates with
449	449	relevant documentation to obtain a provisional license as provided
450	450	in subsection D of this section before being released from custody.
451	451	The Department of Corrections shall develop rules and procedures
452	452	necessary to implement the provisions of this subsection.
453	453	I. Service Oklahoma shall develop rules and procedures
454	454	necessary to implement the provisions of this section except as
455	455	otherwise provided by this title.
456	456	I. Effective July 1, 2002, and for
457	457	J. For each fiscal year thereafter:
458	458	1. Two Hundred Fifty Thousand Dollars ($250,000.00) of all
459	459	monies collected each month purs uant to this section shall be
460	460	apportioned as provided in Section 1104 of this title, except as
461	461	otherwise provided in this section; and
462	462	2. Except as otherwise provided in this section, all other
463	463	monies collected in excess of Two Hundred Fifty Thousand Doll ars
