55	46		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
56	47		SECTION 1. NEW LAW A new section of law not to be
57	48		codified in the Oklahoma Statutes reads as follows:
58	49		A. There is hereby appropriated to the County Improvements for
59	50		Roads and Bridges Fund created pursuant to Section 507 of Title 69
60	51		of the Oklahoma Statutes from any monies not otherwise appropriated
61	52		from the General Revenue Fund of the State Treasury for the fiscal
62	53		year ending June 30, 2026, the sum of Twenty -five Million Dollars
63	54		($25,000,000.00) or so much thereof as may be necessary fo r the
64	55		reconstruction of county bridges on the portion of the county
65	56		highway system defined as Major Collector routes in accordance with
	57	+	the provisions of Section 654 of Title 69 of the Oklahoma Statutes .
	58	+	Projects proposed by the counties will be submitted to, evaluated,
	59	+	and prioritized by the Department of Transportation in accordance
	60	+	with the criteria provided for in this subsection.

94		-	Projects proposed by the counties will be submitted to, evaluated,
95		-	and prioritized by the Department of Transportation in accordance
96		-	with the criteria provided for in thi s subsection.
97	87		B. Bridges proposed for reconstruction will be generally
98	88		evaluated based on the state of project innovation, readiness,
99	89		structural adequacy, safety, serviceability, functional
100	90		obsolescence, essentiality for public use, and special reduc tions
101	91		for characteristics such as detour length, traffic safety features,
102	92		and current school bus routes.
103	93		C. The direct or indirect financial participation by the county
104	94		proposing the project shall be an additional selection factor for
105	95		proposed projects, along with the objective distribution of funding.
106	96		D. Any approved projects awa rded by the Transportation
107	97		Commission shall be contracted as pro vided by law.
108	98		SECTION 2. This act shall become effective July 1, 2025.
109	99		SECTION 3. It being immediately necessary for the preservation
110	100		of the public peace, health or safety, an emergency is hereby
111	101		declared to exist, by reas on whereof this act shall take effect and
112	102		be in full force from and after its passage and approval.
