7777 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7878 SECTION 1. NEW LAW A new section of law to be codified
7979 in the Oklahoma Statutes as Section 1150 of Title 74, unless there
8080 is created a duplication in numbering, reads as follows:
8181 A. There is hereby created the Oklahoma Infrastructure Long-
8282 Range Planning Commission to be housed under and staffed by the
8383 Oklahoma Department of Commerce.
8484 B. The Commission shall be composed of twelve (12) members as
8585 follows:
8686 1. The Chief Executive Officer of the Oklahoma Department of
8787 Commerce, or his or her designee;

139139 2. The Director of the Department of Transportation , or his or
140140 her designee;
141141 3. The Executive Director of the Oklahoma Broadband Office , or
142142 his or her designee;
143143 4. Two representatives of public utilities, as such term is
144144 defined in Section 151 of Title 17 of the Oklahoma Statutes, to be
145145 appointed by the Governor;
146146 5. One representative of a municipal utility entity, to be
147147 appointed by the President Pro Tempore of the Senate;
148148 6. Two representatives of Native American tribe s headquartered
149149 in this state, appointed by the Speaker of the House of
150150 Representatives;
151151 7. One county commissioner from Tulsa or Oklahoma County,
152152 appointed by the President Pro Tempore of the Senate ;
153153 8. One county commissioner from a county with a population less
154154 than one hundred fifty thousand (150,000) persons according to the
155155 latest Federal Decennial Census, appointed by the President Pro
156156 Tempore of the Senate ;
157157 9. One current or past mayor of a municipality having a
158158 population less than thirty -five thousand (35,000) p ersons according
159159 to the latest Federal Decennial Census, appointed by the Speaker of
160160 the House of Representatives ; and
161161 10. One current or past mayor of a municipality having a
162162 population less than seventy -five thousand (75,000) persons

214214 according to the latest Federal Decennial Census, appointed by the
215215 Speaker of the House of Representatives .
216216 C. The initial term of office of the appointed members shall be
217217 as follows:
218218 1. One of each of the members appointed by the Governor, the
219219 President Pro Tempore of the Senate, and the Speaker of the House of
220220 Representatives shall serve a one -year term;
221221 2. One of each of the members appointed by the Governor, the
222222 President Pro Tempore of the Senate, and the Speaker of the House of
223223 Representatives shall serve a two -year term;
224224 3. One of each of the members appointed by the Governor, the
225225 President Pro Tempore of the Senate, and the Speaker of the House of
226226 Representatives shall serve a three -year term; and
227227 4. One of each of the members appointed by the Governor, the
228228 President Pro Tempore of the Senate, and the Speaker of the House of
229229 Representatives shall serve a four-year term.
230230 D. Each member shall hold office until the successor of the
231231 member is appointed and has qualified. The term of office for each
232232 successor shall be for five (5) years. A member of the Commission
233233 may be removed by the appropriate appointing authority for cause. A
234234 member appointed to fill a vacancy occurring before the expiration
235235 of a term of a member separated from the Commission for any cause
236236 shall be appointed for the remainder of the term of the member whose
237237 office has been so vacated.

289289 E. Members of the Commission shall receive no salary, but shall
290290 be entitled to travel reimbursement as provided by the State Travel
291291 Reimbursement Act, Section 500. 1 et seq. of Title 74 of the Oklahoma
292292 Statutes, from funds available to the appropriate appointing
293293 authority.
294294 F. The Commission shall submit a report not later than November
295295 1, 2026, and every five (5) years thereafter. The report shall
296296 detail economic development trends and the long -term infrastructure
297297 needs for this state, separated by Congressional boundaries,
298298 including, but not limited to, a prospective look at future demands
299299 on roads, bridges, highways, utilities, and water quality and
300300 quantity.
301301 G. The report shall be published on a publicly available
302302 website and transmitted electronically to the Governor, the
303303 President Pro Tempore of the Senate, and the Speaker of the House of
304304 Representatives.
305305 SECTION 2. This act shall become effect ive November 1, 2025.
