77	77	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
78	78	SECTION 1. NEW LAW A new section of law to be codified
79	79	in the Oklahoma Statutes as Section 1150 of Title 74, unless there
80	80	is created a duplication in numbering, reads as follows:
81	81	A. There is hereby created the Oklahoma Infrastructure Long-
82	82	Range Planning Commission to be housed under and staffed by the
83	83	Oklahoma Department of Commerce.
84	84	B. The Commission shall be composed of twelve (12) members as
85	85	follows:
86	86	1. The Chief Executive Officer of the Oklahoma Department of
87	87	Commerce, or his or her designee;

141	141	3. The Executive Director of the Oklahoma Broadband Office , or

143	143	4. Two representatives of public utilities, as such term is
144	144	defined in Section 151 of Title 17 of the Oklahoma Statutes, to be
145	145	appointed by the Governor;
146	146	5. One representative of a municipal utility entity, to be
147	147	appointed by the President Pro Tempore of the Senate;
148	148	6. Two representatives of Native American tribe s headquartered
149	149	in this state, appointed by the Speaker of the House of
150	150	Representatives;
151	151	7. One county commissioner from Tulsa or Oklahoma County,
152	152	appointed by the President Pro Tempore of the Senate ;
153	153	8. One county commissioner from a county with a population less
154	154	than one hundred fifty thousand (150,000) persons according to the
155	155	latest Federal Decennial Census, appointed by the President Pro
156	156	Tempore of the Senate ;
157	157	9. One current or past mayor of a municipality having a
158	158	population less than thirty -five thousand (35,000) p ersons according
159	159	to the latest Federal Decennial Census, appointed by the Speaker of
160	160	the House of Representatives ; and
161	161	10. One current or past mayor of a municipality having a
162	162	population less than seventy -five thousand (75,000) persons

215	215	Speaker of the House of Representatives .
216	216	C. The initial term of office of the appointed members shall be
217	217	as follows:
218	218	1. One of each of the members appointed by the Governor, the
219	219	President Pro Tempore of the Senate, and the Speaker of the House of
220	220	Representatives shall serve a one -year term;
221	221	2. One of each of the members appointed by the Governor, the
222	222	President Pro Tempore of the Senate, and the Speaker of the House of
223	223	Representatives shall serve a two -year term;
224	224	3. One of each of the members appointed by the Governor, the
225	225	President Pro Tempore of the Senate, and the Speaker of the House of
226	226	Representatives shall serve a three -year term; and
227	227	4. One of each of the members appointed by the Governor, the
228	228	President Pro Tempore of the Senate, and the Speaker of the House of
229	229	Representatives shall serve a four-year term.
230	230	D. Each member shall hold office until the successor of the
231	231	member is appointed and has qualified. The term of office for each
232	232	successor shall be for five (5) years. A member of the Commission
233	233	may be removed by the appropriate appointing authority for cause. A
234	234	member appointed to fill a vacancy occurring before the expiration
235	235	of a term of a member separated from the Commission for any cause
236	236	shall be appointed for the remainder of the term of the member whose
237	237	office has been so vacated.

289	289	E. Members of the Commission shall receive no salary, but shall
290	290	be entitled to travel reimbursement as provided by the State Travel
291	291	Reimbursement Act, Section 500. 1 et seq. of Title 74 of the Oklahoma
292	292	Statutes, from funds available to the appropriate appointing
293	293	authority.
294	294	F. The Commission shall submit a report not later than November
295	295	1, 2026, and every five (5) years thereafter. The report shall
296	296	detail economic development trends and the long -term infrastructure
297	297	needs for this state, separated by Congressional boundaries,
298	298	including, but not limited to, a prospective look at future demands
299	299	on roads, bridges, highways, utilities, and water quality and
300	300	quantity.
301	301	G. The report shall be published on a publicly available
302	302	website and transmitted electronically to the Governor, the
303	303	President Pro Tempore of the Senate, and the Speaker of the House of
304	304	Representatives.
305	305	SECTION 2. This act shall become effect ive November 1, 2025.
