77	77	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
78	78	SECTION 1. NEW LAW A new se ction of law to be codified
79	79	in the Oklahoma Statutes as Section 143 of Title 63, unless there is
80	80	created a duplication in numbering, reads as follows:
81	81	A. The Corporation Commiss ion shall coordinate with the Office
82	82	of Management and Enterprise Services and Oklahoma One-Call System,
83	83	Inc. to establish a GIS-based web service application to support
84	84	public works projects, utility planning, and infrastructure
85	85	coordination. The application shall be a voluntary , free-of-charge
86	86	platform to promote efficiencies and identify opportunities for
87	87	entities to coordinate efforts on public works activities. Entities
88	88	conducting public works projects may utilize the application to

141	141	and other high-level project details for the purpose of coordinating
142	142	public works projects with similar timelines.
143	143	B. The Commission shall s olicit public comment from potential
144	144	public works participants i n the program, including internet service
145	145	providers, public utilities, municip al utilities, oil and gas
146	146	operators, political subdivisions , and any other industrial,
147	147	commercial, or public entities which may have an interest in
148	148	potential projects.
149	149	C. The Commission shall contract with an outside entity
150	150	pursuant to the Public Competitive Bidding Act of 1974. The
151	151	Commission shall promulgate rules to effectuate the provisions of
152	152	this section.
153	153	SECTION 2. This act shall become effective November 1, 2025.
