99 | 155 | b. projects to ensure water quality and conservation, and | |
100 | 156 | c. other projects deemed necessary by the Board to | |
101 | 157 | address current and future water needs. | |
102 | 158 | B. The Board shall promulgate rules for project eligibility, | |
103 | 159 | application procedures, and fund disbursement. | |
104 | 160 | C. 1. The Board shall submit an annual report electronically | |
105 | 161 | to the President Pro Tempore of the Senate, the Speaker of the House | |
106 | 162 | of Representatives, and the Governor, detailing the following: | |
107 | 163 | a. fund revenues and expenditures, | |
108 | 164 | b. projects financed and the current status of such | |
109 | 165 | projects, | |
110 | 166 | c. future funding needs and recommendations, and | |
111 | - | d. any other information deemed necessary for inclusion | |
112 | - | by the Board or its staff. | |
113 | - | 2. The program shall be subject to an annual independent audit | |

146 | 226 | revolving fund for the Oklahoma Water Resources Board to be | |
147 | 227 | designated the “Oklahoma Water Infrastructure Revolving Fund ”. The | |
148 | 228 | fund shall be a continuing fund, not subject to fiscal year | |
149 | 229 | limitations, and shall consist of all mon ies received by the Board | |
150 | 230 | from the sources prescribed in subsection B of this section provided | |
151 | 231 | for the purpose of funding water infrastructure projects as | |
152 | 232 | prescribed by this act. All monies accruing to the credit of the | |
153 | 233 | fund are hereby appropriated and ma y be budgeted and expended by the | |
154 | 234 | Board for the purpose provided for in this act. Expenditures from | |
155 | 235 | the fund shall be made upon warrants issued by the State Treasurer | |
156 | 236 | against claims filed as prescribed by law with the Director of the | |
157 | 237 | Office of Management and Enterprise Services for approval and | |
158 | 238 | payment. The Board may enter into contracts with financial | |
159 | 239 | institutions and execute such instruments as may be necessary to | |
160 | 240 | hold and disseminate program funds in accordance with applicable | |
161 | 241 | regulations and Board pol icies. | |
162 | - | 2. Notwithstanding any other provisions of law, income and | |

203 | 307 | b. the sale of water under this section shall not violate | |
204 | 308 | existing water rights agreements ; | |
205 | 309 | 2. Fees collected from the leasing of state -owned water rights | |
206 | 310 | or usage agreements; | |
207 | 311 | 3. Grants, donations, or contributions from federal, state, or | |
208 | 312 | private entities; and | |
209 | 313 | 4. Interest and investment returns generated from fund | |
210 | 314 | balances. | |
211 | 315 | SECTION 3. It being immediately necessary for the preservation | |
212 | 316 | of the public peace, health or safety, an emergency is hereby | |
