79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. AMENDATORY 20 O.S. 2021, Section 1224, is
81	81	amended to read as follows:
82	82	Section 1224. On August 1 each year :
83	83	1. the The board of trustees of a county having a population of
84	84	less than five hundred thousand (500,000 ) according to the latest
85	85	Federal Decennial Census shall transmit to the Sup reme Court for
86	86	deposit in the State Judicial Revolving Fund all funds on depos it in
87	87	the law library fund Law Library Fund in excess of twenty-five
88	88	percent (25%) of the income to such Fund fund during the preceding

145	145	deposit in the Law Library Fund in excess of twenty -five percent
146	146	(25%) of the income to such fund during the preceding fiscal year or
147	147	authorize the same, in whole or in part, to be transmitted to the
148	148	Supreme Court for deposit in the State Judicial Revolving Fund .
149	149	SECTION 2. AMENDATORY 20 O.S. 2021, Section 1226, is
150	150	amended to read as follows:
151	151	Section 1226. A. At the request of the board of trustees of
152	152	the law library in a county having a population of three hundred
153	153	thousand (300,000) or mo re, the presiding judge of an administrative
154	154	district, with the approval of th e Chief Justice of the Supreme
155	155	Court, shall be authorized to transfer up to Ten Thousand Dollars
156	156	($10,000.00) per fiscal year from the court fund of the county in
157	157	which the law library is located to the Law Library Fund of that
158	158	county.
159	159	B. In counties having a population of less than three hundred
160	160	thousand (300,000) five hundred thousand (500, 000), the court fund
161	161	of the county in which a law library is located shall annually
162	162	transfer to the Law Library Revolving Fund the following amounts:

369	369	A and B of this section, the sum of Twenty -five Dollars ($25.00)
370	370	shall be assessed and credited to the Oklahoma Court Information
371	371	System Revolving Fund created pursuant to Section 1315 of Title 20
372	372	of the Oklahoma Statutes.
373	373	D. In addition to the amounts collected pursuant to subsection
374	374	A of this section, t he sum of Five Dollars ($5.00) shall be assessed
375	375	and credited to the Oklahoma court-appointed special advocates
376	376	(OCASA).
377	377	E. In addition to the amounts collected pursuant to subsection
378	378	A of this section, the sum of Two Dollars ($2.00) shall be assessed
379	379	and credited as follows:
380	380	1. One Dollar and fifty -five cents ($1.55) of such amount shall
381	381	be credited to the Council on Judicial Complaints Revolving Fund;
382	382	and
383	383	2. Forty-five cents ($0.45) of such amount shall be credited to
384	384	the Supreme Court Revolving Fund a nd may be budgeted and expended by

436	436	the Supreme Court for expenses lawfully inc urred for providing
437	437	qualified courtroom interpreter services in the district courts, for
438	438	credentialing and training Oklahoma courtroom interpreters, and for
439	439	any other expenditure s determined by the Supreme Court to be
440	440	necessary to provide language access in the district courts as
441	441	required by state and federal law. Payments of expenses may be made
442	442	after the claim or expense is approved by the Chief Justice of the
443	443	Supreme Court or another justice designated by the Chief Justice.
444	444	F. In addition to the amount s collected pursuant to paragraphs
445	445	1, 3, 8, 9, 10, and 14 of subsection A of this section, each county
446	446	may assess, upon approval by the board of county commissioners, a
447	447	sum not to exceed Ten Dollars ($10.00) per case to be credited to
448	448	the Sheriff’s Service Fee Account in the county in which the action
449	449	arose for the purpose of enhancing existing or providing additional
450	450	courthouse security.
451	451	G. Until November 1, 2027, in addition to the amounts collected
452	452	pursuant to subsection A of this section, the sum of Te n Dollars
453	453	($10.00) shall be assessed and credited to the Court Clerk ’s Records
454	454	Management and Preservation Fund created in Section 31.3 of this
455	455	title.
456	456	H. In any case in which a litigant claims to have a just cause
457	457	of action and that, by reason of poverty, the litigant is unable to
458	458	pay the fees and costs provided for in this section and is
459	459	financially unable to employ counsel, upon the filing of an

514	514	therefore, unable to pay the applicable fees and costs and to employ

516	516	parties may file with the court clerk of the court having
517	517	jurisdiction of the cause an affidavit similarly executed
518	518	contradicting the allegation of poverty. In all such cases, the
519	519	court shall promptly set for hearin g the determination of
520	520	eligibility to litigate without payment of fees or cost s. Until a
521	521	final order is entered determining that the affiant is ineligible,
522	522	the clerk shall permit the affiant to litigate without payment of
523	523	fees or costs. Any litigant exec uting a false affidavit or counter
524	524	affidavit pursuant to the provisions of this section shall be guilty
525	525	of perjury.
526	526	I. Payments to the court clerk for fees and costs assessed
527	527	pursuant to this section may be made by a nationally recognized
528	528	credit or debit card or other electronic payment method as provided
529	529	in paragraph 1 of subsecti on B of Section 151 of this title.
530	530	SECTION 4. This act shall become effective November 1, 2025.
